2. PNEUMATIC ACTUATORS: UNCONTROLLED COPY

2.1. SPECIFICATION FOR PNEUMATIC ACTUATOR: ENQ # RBV 417 dt 13.4.2023

The actuator body shall be corrosion resistant hard anodized aluminum/ die cast aluminum or its
alloy & epoxy painted having stainless steel fasteners. Piston shall be die cast Aluminum and the
piston rings shall be of Derlin polymer or equivalent. There should not be any leakage through
pinion. Rack and pinion shall be made of EN-8 or equivalent steel. Pinion shall be Nickel-plated
and supported on ball bearings. Positive sealing shall be achieved by at least two ‘O’ rings (two
bearing bands for concentricity). Actuator shall have modular spring retainer construction. Springs
shall be fully guided from internal and external sides. Initial pre-compression shall not be more
than 30 %. Rack pinion and springs shall be lifetime lubricated. Actuator shall be designed for
easy maintenance and replacement.
All non-metallic parts shall be preferably PTFE/ Viton meeting higher temperature
requirement & leak tightness.

2.2. Construction Details of Pneumatic Actuator:
a) The brand of actuator shall be mentioned and approved by the purchaser and calculations of
operating force for actuator selection shall be furnished to purchaser before its incorporation.
b) The actuator shall provide adequate margin of torque over valve required torque throughout the
operating range while operating air pressure is not more than 5 Kg/ Cm2(g). However the
actuators shall be capable of withstanding air pressure of 7 kg/cm2 (g).
c) The actuator shall be selected considering the service factor of 2 for maximum operating
torque required for the valve throughout its range of operation. While Actuator spring torque
shall be minimum 1.25 times of valve operating (seating) torque. The size, the type and torque
values shall be suitably selected by manufacturer and duly indicated (on body) to ensure leak
tightness of the valve.
d) The actuator shall be directly mounted on the valve. All the brackets, fasteners and couplings
required for mounting the actuator on the valve shall be of SS 304L / 316. The torque output
produced by the actuator shall be sufficient to ON/OFF the valve with the test pressure of fluid
at 6 bar (g). The life of actuators shall be more than 7 million cycles.
e) The pneumatic actuator shall have provision for stroke limiting for partial valve opening (to be
set at the commissioning stage) in steps of 10 degrees and locking in the set position shall also
be provided. Travel of actuator shall be adjustable  100 on both sides i.e. between 700 to
1100.
f) Pneumatic actuators shall be compact, single-acting(Spring Return), rotary type conforming to
IS 4451 (part III-2S). Triple point bearings shall be used to reduce the bearing load. The
actuator mounting shall be as per NAMUR standard.
g) If any tightening force/torque is needed for keeping the valve leak tight, for doing so suitable
feature shall be available.
h) Piston shall have piston seal and bearing ring to ensure the travel load of the piston does not
reflect on the sealing rings. There should not be any leakage through pinion. Pinion shall be
electrolytically nickel-plated and supported on ball bearings. Positive sealing shall be achieved
by ‘O’ rings. Rack and pinion and other internals shall be lifetime lubricated.
i) All non-metallic parts shall be preferably EPDM / Polyacetal seal, V seals meeting higher
temperature requirement for leak-tightness.
3. SOLENOID VALVES:
Ball valves with solenoid valves shall be provided with three-way, two position (3/2 way), direct
acting, flame proof, solenoid valves with NAMUR design for installation. The valve shall be
noiseless in operation. It shall have a fail –safe design of Air/Power fail to return/close. The
solenoid valve shall conform to the specification as detailed below.
3.1.Specifications:
i. Solenoid valve type : 3/2 way, 24V DC power supply, explosion proof, 1/4" NPT
pneumatic connection, 1/2" NPT, Electrical connection. Solenoid Valve energised for valve
to open & De-Energised to close.
ii. Service fluid : Normal operating air pressure 4.0 kg/cm2 (g) and 600°C. Maximum
operating air pressures 7 kg/cm2 (g).
iii. Power supply : 24 V DC ±10%, 4.8 W.
iv. Line size : ¼ inch NPT tubing as per ANSI B 2.1/2.2.
v. Threaded Ports: The solenoid valve shall have threaded ¼” NPT ports as per ANSI B
2.1/2.2.
vi. Material of construction: Material of construction of body shall be hard anodized
aluminum or its alloy. The trim shall be SS 316. The valve seat shall be made up of soft
material like Viton so as to provide tight shut off.
vii. Mounting: The 3/2-way solenoid valve shall be NAMUR mounted on the actuator
viii. Insulation: The coil shall be of resin molded construction. The insulation standard is IP-65
or better with class “F”. The insulation between either lead of the coil and the housing
shall be better than 100 M-ohm at 100 V DC at ambient conditions.
ix. The solenoid valve shall have terminals for connection to internal circuitry. Terminals shall
be suitable for 2.5 Sq. mm cable. Solenoid valves with external, detachable connectors will
be preferred.
x. Operating speed: The solenoid valve should not have a time delay of more than 100 milli-
seconds between energisation and actual operation.
xi. Coil current: Coil current shall not be more than 200mA at operating Voltage. Pick-up
voltage shall be less than 80% of rated voltage.

b. No. of Contacts: Min of Two normally open & two normally closed potential free change-
over contacts in each limit switch shall be provided corresponding to indicate open & close
positions of the valve.
c. Contact Rating : 24 V DC/230 V AC, 50 Hz, 0.5 A
d. Protection : Hermetically sealed, Explosion and Weather proof, IP 65.
e. Limit Switch Box: Limit Switch terminals shall be brought out to a pre-fab cable
Terminal /Junction Box. Junction box provided should also match to IP requirements.
V. INSPECTION AND TESTING
1. General
 Supplier shall submit a stage-wise detailed Quality Assurance Plan for inspection and
testing (QAP) along with individual drawings & required test set-up for approval before start of
manufacture. Required testing facilities shall be provided by the supplier and get it approved
before offering testing/pre-dispatch inspection.
 All the valve components shall be tested in presence of purchaser’s representative only as per
approved QAP, at manufacturer’s works. Pneumatic actuation, positional limiting, dimensional
check-up, integral functioning of valve assembly & its individual components/parts, leak tightness
and adherence to the intended requirements & specifications will be witnessed as per applicable
standards. Inspection, Test reports & material test certificates shall be furnished at the time of
inspection. All valves shall be coupled with accessories and tested as a assembly along with
actuator, solenoid valve, pneumatic actuator & limit switch to verify its performance at the service
pressure/temperature.
 All components shall be carefully examined to determine their compliance with the
specifications with respect to dimensions, materials, workmanship, marking and all other
requirements mentioned in this specifications.
 All valves shall be tested as per applicable codes at contractor’s premises prior to their
dispatch to site. All cast/forged components of valves shall be Dye-Penetrant tested for surface
flaws as per the specifications before and after machining.
2. Inspection & Testing for ball Valves
1) The supplier for the valve parts shall carry out physical and chemical analysis and test
certificates shall be furnished to the purchaser.
2) One valve shall be tested for confirmation of Cv values.
3) All valves bodies shall be hydro pressures tested as per SP-61/BS-6755 to 29.8 Kg./cm 2. Seat as
well as stem leak tightness shall be tested for 19.3 Kg./cm2 hydraulic. There shall be no leakage
past stem seal. Maximum permissible seat leakage shall be 5cc/hr./inch of dia. of nominal size for
hydraulic. For pneumatic leakage test at 5.6 Kg./cm2 maximum permissible leakage in each valve
shall be 1/10 of standard.ft3 of air per hr per inch of dia. of nominal valve size.
3. Inspection and testing for Actuators
i. Pneumatic leak tests:
The tests shall be carried out at 1.25 times the maximum rated pressure of 7 bar (g) and there shall
be no leak through pinion shaft seals and end enclosures.
ii. Performance test: The actuator shall be tested for maximum generated torque and also for full
travel.
iii. Life tests:
The actuators of shall be tested for 50,000 cycles, min., and again checked for conformity with
specifications and leak tests. The actuator shall not show any deterioration in performance during
and after these tests. Type tests shall be conducted and certificate shall also be provided.
4. Inspection and Testing for Solenoid Valve
i. The supplier shall be responsible for and shall provide and perform all the inspection and testing
required, to ensure material, workmanship and operations are of a degree of excellence as required
by this specification.
ii. TESTS: The valve shall be checked for conformity with all specifications mentioned above. In
addition the following tests are also done.
iii. Hydrostatic leak tests: The tests shall be carried out at a 1.5 times the maximum rated pressure and
there shall be no leak through closed ports.
iv. Seat leakage test: The tests shall be carried out at maximum design pressure for tight shutoff. Leak
tightness as per Class VI.
v. Other tests like pick-up and drop-out voltages, HV test etc. shall be witnessed by purchaser.

VI. ACCEPTANCE CRITERIA: UNCONTROLLED COPY

The following shall also form a part of acceptance criteria. ENQ # RBV 417 dt 13.4.2023

i. Satisfactory specified material test reports, certificates as per requirements.


ii. Testing and acceptance of Valves & its Accessories (Individual & Integrated) performances as per
test procedures of the code and as per QAP.
iii. Testing and acceptance of the actuators for torque generation capacity and valve operation at
specified air pressure.
iv. Testing and acceptance of the solenoid valves as per parameters specified above.
v. Bubble tight shut off as required by Class VI.
vi. Confirmation test report of specified Cv values.
vii. Repetitive valve operations achieving above leak tightness.

VII. EVALUATION CRITERIA

1. Offers from OEM’s or the authorized distributors only will be considered for evaluation. The bidder has
to submit the certificate along with the quote.
2. The bidder shall necessarily submit the duly filled-in technical data sheet (Annexure - I) and
vendor evaluation form (Annexure – II) along with the bid. The offer with deviations from the
tender technical specification will not be considered for evaluation.

VIII. PRE DISPATCH INSPECTION: Pre dispatch inspection shall be carried out by the purchaser
before dispatch at the supplier’s premises. Pressure testing shall be witnessed by the purchaser or his
representative.

IX. DOCUMENTATION:
Following documents shall be furnished along with offer
a) Copies of catalogues
b) Instruction / maintenance manual.
c) Material test certificates from competent authority.
d) Inspection and test reports for the lot mentioning with sl.no.

X. Warranty- Items should carry manufacturer standard warranty.


XI. Identification- Manufacturer’s name, brand mark, voltage grade and year of manufacture should be
printed on all the items.
XII. Packing - The items should be protected and packed effectively so as not to suffer any damage
during shipment.
XIII. Guarantee - Supplier should give a guarantee against any defect in materials for a minimum period
of 12 months from the date of shipment.
