Efficient and accurate management of criminal records is crucial for law enforcement
agencies, courts, and other entities involved in the criminal justice system, including in
Sierra Leone. Traditional record-keeping methods often suffer from issues such as data
fragmentation, security vulnerabilities, and lack of transparency (Adams, 2017). These
limitations hinder efficient information exchange among stakeholders, compromise data
integrity, and raise concerns about privacy and security, which are also prevalent
challenges in Sierra Leone's criminal justice system.
Sierra Leone, like many other countries, faces challenges in effectively managing
criminal records. The existing paper-based and centralized record-keeping systems
often result in inefficiencies, delays, and difficulties in accessing and sharing information
(Ministry of Justice, Sierra Leone, 2020). These limitations contribute to delays in
investigations, court proceedings, and overall criminal justice processes, hindering the
country's ability to effectively address crime and deliver justice.
This research project aims to address these challenges by investigating the application
of blockchain technology as a decentralized and tamper-resistant solution for managing
criminal records in Sierra Leone. By leveraging the unique characteristics of blockchain,
such as decentralization, immutability, and transparency, this project aims to enhance
the efficiency, integrity, and accessibility of criminal records in the Sierra Leonean
context.
By conducting a case study in Sierra Leone, this research project aims to assess the
feasibility and effectiveness of implementing a blockchain-based criminal records
management system in a real-world context. It will consider the specific challenges,
requirements, and cultural considerations relevant to Sierra Leone's criminal justice
system. Through an in-depth analysis of the benefits and limitations of blockchain, the
design and implementation of a prototype system, and an evaluation of its performance
and usability, this project seeks to provide valuable insights into the applicability and
impact of blockchain technology in improving criminal records management in Sierra
Leone.
In conclusion, this research project addresses the challenges faced in the management
of criminal records in Sierra Leone's criminal justice system. By investigating the
application of blockchain technology, the project aims to enhance the efficiency,
transparency, and integrity of criminal records management. Through a case study in
Sierra Leone, this research project aspires to provide valuable insights and
recommendations that can contribute to the improvement of the country's criminal
justice system.
Problem Statement:
In Sierra Leone, the existing criminal records management systems suffer from
significant limitations, including the absence of a standardized and secure infrastructure
for data storage and sharing. These limitations impede the efficient exchange of
information among stakeholders, compromise the integrity of criminal records, and give
rise to concerns regarding privacy and security. Consequently, there is a pressing need
for an innovative solution that can overcome these challenges and establish a
dependable and transparent platform for managing criminal records (Jones et al., 2020).
Aim:
The aim of this research project is to apply blockchain technology to develop an efficient
and effective criminal records management system in Sierra Leone. By leveraging the
unique characteristics of blockchain, the project aims to address the limitations of
existing systems and enhance the security, transparency, and accessibility of criminal
records.
Objective
1. Conduct a comprehensive analysis of the current criminal records management
system in Sierra Leone, identifying its limitations, challenges, and areas for
improvement.

1. What are the limitations and challenges of the current criminal records

2. How can blockchain technology be applied to enhance the security, transparency,

Scope

3. System Evaluation:
