ITEM : K.1. ADOPTION OF REGULATIONS RELATED TO BOARD MEETING DISRUPTIONS PURSUANT

TO GOVERNMENT CODE SECTIONS 54954.3 AND 54957.95
Rationale
Government Code section 54954.3(b)(1) permits the Board to adopt reasonable regulations to, among
other things, ensure the public’s participation in meetings.  In addition, Government Code section
54957.95 authorizes the Board President or designee to remove individuals who “disrupt” the meeting
after issuing a warning, including those who fail to comply with the Board’s regulations adopted pursuant
to section 54954.3 or any other law.  The purpose of this item is to identify types of behavior that disrupt
the Board’s proceedings and to notify attendees of the same.
Comments
Over the course of the past several months, certain attendees have disrupted Board meetings and
infringed on the Board’s ability to conduct its business.  These disruptions have come in the form of the
following forms of conduct and others:
 

Use of hate speech, obscenity, and similar conduct;

Loud, profane, and abusive language;
Speaking, whistling, clapping, stomping feet, and other conduct interrupting recognized
speaker(s);
Use of force and threats of force;
Efforts to engage other attendees for the purpose of creating a disruption;
Display of signs or other large objects designed to block attendees’ view or participation meeting;
and
Refusal to comply with directives to comply with rules of conduct.

Recommended Motion
Motion to identify the above-described forms of conduct as disruptive to Board meetings and advise
attendees of the Board’s prohibitions of disruptions based on these and other forms of conduct.
