Some people show a deap fear among a shortage of workers in labour market;
therefore, they assume that a proportion of youngsters are desperately needed persuading to
study in vocational training beside some of others who have studied at university. I totally
agree with this point of view. 

On the one hand, government is also the main beneficiary of the increase in the
number of work-based learners. Firstly, the disproportion between white collar and manual
sectors are likely to be decreased as more

more youngsters with the intention of becoming workers would have a good impact
on the labour market and
