A PROPOSAL ON ESTABLISHING A PUBLIC LIBRARY IN GUADALUPE, CEBU

CITY AS AN EDUCATIONAL ASSISTANCE FOR THE YOUTH

Abstract

This proposal outlines a plan to establish a public library in Guadalupe, Cebu City, with the primary
objective of providing educational assistance and fostering a love for learning among the youth. The
proposed library aims to offer a diverse collection of books, digital resources, and educational programs
to empower young minds with knowledge and promote academic excellence. Additionally, the library
will serve as a community hub, fostering a culture of reading and lifelong learning. Through collaborative
efforts with local stakeholders and financial support, we aspire to create a nurturing and accessible
learning environment for the youth in Guadalupe.

The primary goal of this project is to create a public space where residents especially the youth for an
access a diverse collection of books, educational materials, and online resources through computers and
physically donated books. The proposed public library will serve as an intellectual hub and a center for
promoting lifelong learning, literacy, and technological advancement within our barangay.

Rationale

Education is the cornerstone of individual and societal development. Unfortunately, many young minds
in Guadalupe, Cebu City, lack access to adequate educational resources. The establishment of a public
library presents an opportunity to address this issue and provide a supportive platform for the youth to
grow intellectually and academically. By fostering a reading culture and offering various educational
programs, the proposed library aims to uplift the community and contribute to the overall development
of the youth.

Objectives

The primary objectives of establishing a public library in Guadalupe are as follows:

a) To promote and support a culture of reading among the youth.

b) To provide a wide range of educational resources, including books, e-books, and digital learning
materials.

c) To offer educational programs, workshops, and seminars that supplement formal education and
encourage self-directed learning.

d) To create a welcoming and safe environment that encourages learning and community engagement.

e) To foster a sense of community pride and ownership by involving local stakeholders in the library's
development and operation.

Scope and Services

The proposed public library will be equipped to offer the following services:

a) Access to a diverse collection of books spanning various genres and academic subjects.

c) educational workshops and seminars conducted by subject matter experts and educators.

d) Tutoring and mentoring programs to assist students with their academic challenges.

To ensure the success and sustainability of the public library, collaboration with local stakeholders,
educational institutions, and governmental bodies will be crucial. We intend to seek partnerships with:

students.

b) corporate sponsors and philanthropic organizations to secure funding for library infrastructure and
resources.

c) Community leaders and organizations to build a sense of ownership and support for the library.

d) Local volunteers to assist in library operations and educational programs.

The financial requirements for establishing the public library will be outlined in detail. The budget will
encompass costs related to infrastructure, book procurement, technology, staffing, and ongoing
maintenance. In addition to seeking financial aid from governmental agencies and corporate sponsors,
