A summary of BP 220

A law which aims to be for the people and by the people duly authorized and supervised by the
Housing and Land Use Regulatory Board (HLURB). The law vests the HLURB with rule-making power and
standard setting functions for the observation of prescribed maximum pricing for BP 220 projects.

This policy promotes and encourage economic and socialized housing projects for average and
low-income earners in urban and rural areas. The revised ruled and standards for BP 220 covers housing
projects which are within the means or capacity of low-income earners in accordance with the minimum
design standards set by law and the duly authorized representatives of the government.

These standards are intended to provide minimum requirements within the accepted standards
of safety, health and ecological considerations considering variations and changing times based on the
geographical, regional, economical and cultural setting which suits the people’s needs. These basic
needs shall be based on the actual setting where the housing project is located. The objective of this law
is to have more government-initiated programs in government-initiated sites for development and
construction of a house and lot or a house or lot only with the ideal affordability levels of the target
market.

Affordability refers to the most reasonable price of land and shelter based on the needs and
financial capability of the target buyers taking into account that the said socialized and housing projects
are of an idyllic state and outside potential hazard prone and protective areas suitable for families.
Considerations such as the land application and alignment of various utilities and for future possible
improvements on wear and tear, site preservation or alteration, easements and design parameters.

BP 220 sets the ceiling standards for the pricing quotations and the considerations in setting the
parameters for economic and socialized housing projects in the Philippines, both in rural and urban
areas.
