1. Introduction
In order to provide a safe system of work and to ensure compliance with current legislation this site
lifting plan has been developed and is to be implemented by every member of the crane team involved
with RESIDENTIAL BUILDING RBW7 C-26.
It is vital that all lifting operations are properly planned by a competent person and that the plan is
followed by everyone involved in the operation.
This plan is to be read by all team members involved in lifting operations; this must be done prior to
any lifting being carried out.
It is essential that all Lifting team members are fully competent and certified to carry out their
individual roles.
It is essential that all Lifting team members are confident that they can fulfill their duties especially
when works may need to be carried out at height.

2. Definition
Responsible Person
A person who has sufficient knowledge and training to be able to recognize obvious defect, and is
responsible for the “In Service” inspection of equipment.

Competent Person
A person qualified to ensure the testing, examination and certification of lifting equipment and who
shall have the requisite knowledge and certify whether the lifting equipment is free from patent
defects and is suitable in every way for the duty for which is required.

Lifting Gear
Any item used to connect a load to a lifting machine or appliance, but which is not in itself capable
of providing any movement to lift or lower the load.

Lifting Appliance
Any machine which is able to raise, lower or suspend a load, but excluding devices machines
incorporating a guided load and continuous mechanical handling, i.e. conveyors and lifts.

Crane Configuration
Crane configuration is referred to “such variable” as: Boom length, boom angle, counterweight,
outriggers extended etc. In another word, all items that affect the gross capacity of the crane and
shall be taken into consideration prior to start any lift.

In Service Inspection
A visual inspection performed by a responsible person, to check for obvious signs of damage or
wear that may affect the fitness for use of any equipment.

Working Load Limit (W.L.L.)


The maximum (safe working load), which the item of lifting equipment has been designed to raise,
lower or suspend.

Safe Working Load (S.W.L.)


The maximum load with reference to Manufactures design data, as assessed by a competent person
which an item of lifting equipment may raise, lower or suspend under specified service conditions.
The safe working load (S.W.L.), will normally be the same as the working load limit (W.L.L.),
where the term is used, but it may be less.
Certificate of Test
A written or printed document, signed by a competent person, attesting to the validity of the test
performed.

Testing
The application of a test load to demonstrate the structural competence of equipment and its
components.

Certify
The authoritative act of documenting compliance with the Local Law requirements.

Goal Post(s)
Is a marker that is erected underneath overhead power lines to indicate the safe working distance
between the crane and the overhead line.

Rigging Study
A work method statement used in conjunction with the Job Safety Analysis, detailing the sequences
of work, the weights involved, equipment to be used, precautions to be taken, and persons employed
to do the task.
3. Selection and Duties of Personnel
When appointing a Lifting team it is essential that all the members of that team are fully aware of the
role and duties and that each person has sufficient knowledge, training and experience to carry out
their role.
Records of training and experience are to be verified prior to any new member joining the Lifting
team and their details are to be retained in the site file.
The Lifting team organization chart is shown below and roles and duties are continued beneath.

3.2. Lifting Team


ATC shall ensure all lifting operations in the project shall be as per the lifting plan and the minimum
of following members to be maintained in each group.

3.3. Roles and Responsibilities


3.3.1. Project Engineer

Duties are to include the following;


 Being familiar with the relevant parts of the project Health and Safety Plan where
lifting operations are to be carried out on a site.
 Assess the lifting operations to provide such planning, selection of cranes, lifting
accessories and equipment, instruction and supervision as is necessary for the task to
be undertaken safely. (where works are on a shared site or where logistics may be
restrictive co-ordination with others will be required)
 Ensure that adequate inspection / examination and maintenance of the equipment have
been carried out prior to its use.
 He shall ensure that the risk assessments for the lifting operations are prepared and all
significant risks are identified before commencement of any lifting operations.

 He shall ensure that the lifting teams are properly communicated with the risks and
remedial precautions which mentioned in the risk assessment.
 Establish an effective procedure for reporting defects and incidents and taking
necessary corrective action.
 Takes responsibility for the organization and control of the lifting operation.
 Ensure the Lifting supervisor is fully briefed in the contents of the lift plan / method
statement etc.
 He shall investigate accidents, incidents and near miss events related to lifting
operation and recommend corrective actions either by refreshing training to the
operators or maintenance to the equipment.

The appointed person is able to delegate his duties to another person but the responsibilities still
remain the appointed persons.

3.3.2. Lifting Supervisor

The Lifting supervisor role is to direct and supervise the lifting operation and ensure that these are
carried out in accordance with the relevant method statement / lift plan.
 The Lifting supervisor shall be competent and suitably trained and must be
experienced to carry out all relevant duties.
 The Lifting supervisor has authority to stop the lifting operation if he considers it
dangerous to proceed.
 Ensure that work method statements, job analysis and risk assessments have been
carried out as required and necessary control measures are in place by the nature of
the lifting operation.
 Ensure that the lifting team received daily instructions related to lifting operations
and the hazards involved in the operations
 Ensure that areas around the lifts are barricaded, and relevant safety signage are
exhibited
 Ensure no other work is going with in the radius of the crane, or other people
available in the area of danger.

3.3.3. Lifting Coordinator

The Lifting coordinator’s role is to plan and direct the sequence of operations of the cranes to ensure
they do not collide with other cranes, loads and other equipment and buildings.
3.3.4. Mobile/Tower Crane Operator

 The crane operator is responsible for the correct operation of the crane in accordance
with the manufacturer’s instructions and within the safe system of work.
 The crane operator is to respond to a single Rigger/ Signaler at any given time and
these shall be identifiable to the operator.
 If any outside person/s accidently enters in to the lifting operation area then take the
recognized stop signal from the signaler and cease lifting operations immediately and
wait for further instructions/signal.

 No lifting shall be performed in adverse weather conditions.

The crane operator shall report any defects to the appointed person immediately.

3.3.5. Riggers
The appointed rigger shall be attired in such a way that he will be distinctively identified as the rigger.
The appointed riggers shall:
 Ensure all slings, webbings, shackles and other lifting gears used to rig the load are
within the SWL of the lift, in good condition and duly certified;
 Ensure that the load is rigged up in a such a manner that it is stable, balanced (centre
of gravity beneath the hook) and secured (i.e., no loose items);
 Ensure that the lifting equipment operator has been informed of the weight of the
load;
 Establish tag lines to control the load as it is being maneuvered; and report any defect
in the lifting/ rigging and materials to the lifting supervisor.
 Be able to determine the weight, centre of gravity and characteristics of a load.
 Ensure that taglines are used on all loads.
 Be familiar with the different and correct slinging techniques.

3.3.6. Signaler

The appointed signalmen shall be attired in such a way that he will be distinctively identified as the
signaler.

The appointed signaler shall:


 Ensure the load is correctly rigged up prior to giving signals to commence the lift;
 Give correct and clear signals to the lifting equipment operator to maneuver the load
safely from the point of lift to the destination;
 Ensure communication is maintained with the lifting equipment operator throughout
the lift in accordance with the lifting plan;
 Ensure the lift is controlled throughout the duration of the operation;
 Ensure that the immediate areas within the lift (start point and final position) are clear
of any hazards during the maneuver;
 Maintain the position so as to ensure line of sight during the controlled phase of the
lift and to ensure this position is free of danger; and
 Refrain from handling load/ rigging simultaneously when giving signal to the crane
operator.

4.2.1. Pre Plan Check list
All lifting operations shall be planned to ensure that they are carried out safely, and that all
foreseeable hazards are identified and all risks eliminated.
Planning shall basically contain and consider the following steps;
 Weight of the load
 Size of the load
 Method of lifting
 Selection of appropriate rigging
 Working radius
 Positions of obstacles
 Communication system
 Weather conditions
 Selection of equipment
 Appropriate work permit
4.2.2. Pre-Start up Procedures and Inspections
 Ensure that the operator is properly trained and certified to operate the equipment
 Only authorized personnel may operate the crane
 The crane operator must be mentally and physically fit, have good vision, spatial perception,
adequate hearing and quick reaction times (response)
 The operator must be completely familiar with the layout and operation of all controls
 The operator must know precisely the crane’s capabilities and limitations
 The operator must be familiar and trained on all electronic overload and warning features of
the crane
 Perform a daily walk around inspection of the equipment and jobsite surroundings
 Check for secured pin and bolt connections, wear and tear items, hydraulic and fuel leaks, any
structural damage and the presence of all safety devices
 Ensure that the area of operation is clear of personnel and obstructions
 Ensure that other personnel is aware that the crane has started and the operation commences
 Operate crane only outdoors or in a well-ventilated interior space
4.3. Starting and Operating the Crane
 Maintain good communications and visibility at all times
 Use one of the following signals to alert all personnel in the area of the impending
crane operation
 Test the horn twice before commencement
 Energize the beacon or flasher light
 Never allow any other person on or near the crane during operation

 Test all crane functions including, but not limited to, boom hoist, winch and brake
systems
 Check and adjust the overload warning devices of the crane as outlined in the
manufacturer’s instruction manual
 During operation always proceed carefully with sufficient clearance to power lines
and other obstructions
 Know the weight, dimensions and center of gravity of the load to be lifted
 Ensure the loading slings chains or wire ropes are in good working condition and have
the required lifting capacity
 Place the crane in the proper working position and assure that you work within the
crane’s capabilities at all times
 Use slow and progressive joystick movements when operating under load conditions
 Be aware at all times of the strength and shifting wind forces. Lower the load and shut
the crane down if the maximum permitted wind velocity has been reached as 38Km/h.
4.4. Shut-Down Procedure
 Park the crane on firm and level ground
 Lower the suspended load to the ground. Never leave a load suspended from the
boom/ jib over an extended period of time or while the crane is parked
 Lower the attachment as outlined in the manufacturer’s instruction manual
 Gradually reduce the engine speed and idle it for three minutes prior to shut-off
 Shut and secure windows and covers and lock doors
4.5. Visitor/Vendor/Supplier Alert
 Post safety signs that inform of all jobsite hazards
 Inform visitors, vendors and suppliers to maintain the proper and safe distance from
operational equipment, especially in the loading and unloading area
 Instruct truck drivers to leave their cab and to proceed to a designated safe area
5. General Safety Rules
Operators shall comply with the following rules while operating the cranes and hoists:
 Do not engage in any practice that will divert your attention while operating the crane.
 Respond to signals only from the person who is directing the lift or any appointed
signal person. Obey a stop signal at all times, no matter who gives it.
 Do not move a load over people. People shall not be placed in jeopardy by being
under a suspended load. Also, do not work under a suspended load unless the load is
supported by blocks, jacks, or a solid footing that will safely support the entire
weight. Have a crane operator remain at the controls or lock open and tag the main
electrical disconnect switch.
 Avoid side pulls. These can cause the hoist rope to slip out of the drum groove,
damaging the rope or destabilizing the crane.
 To prevent shock loading, avoid sudden stops or starts. Shock loading can occur when
a suspended load is accelerated or decelerated, and can overload the crane. When
completing an upward or downward motion, ease the load slowly to a stop.
 Accessible areas within the swing radius of the rotating superstructure counterweight
of a crane shall be barricaded to prevent employees from being struck or crushed by
the counterweight.

 The hand signals to be used are those prescribed by the client standard applicable to
each crane. One designated and properly trained signalman will assume signal duties.
No other person shall flag or give signals during the lift, with the exception of a
person giving an emergency stop signal.
 The rigger and signalman will be identified by wearing a green reflective vest.
 In the operation and use of any hydraulic crane when both an auxiliary and main hoist
line is received, an anti-two blocking warning system must be on both auxiliary and
main hoist lines.
 Attachments used with cranes shall not exceed the capacity rating or scope
recommended by the crane’s manufacturer.
 Crane operation shall stop when the wind velocity is at or exceeds 38 Km/h.

5.1. Specific Project Safety Requirements

 No loaded trailers are allowed to enter inside the project without pilot vehicle.
 Ensure all trailers drivers are safety inducted before entering in to the project.
 All HSE rules and regulations shall be strictly abided by all personnel.
 Footings for columns shall be transported on the bed trailers where they are properly
tied with chains and latches.
 Task risk assessment shall be carried-out for all critical activities. Risk assessment to
address all the hazards and how to mitigate it.
 Prior to commence of any activities, related work permits shall be obtained.
 All works to comply with Project Health, Safety and Environment requirements.
 All incidents/near miss/dangerous occurrences will be reported immediately to the
Area Authority/HSE.
 Tool Box Talks will be carried out daily before the start of work and shall be activity
specific.
 Know the safe working load of the hoisting equipment and hardware before
use. Never exceeds the Safe Working Load (SWL) (Please Ref: Erection Sequence
Chart).
 Know the height and size of the load before rigging for lifting.
 Always inspect the rigging element prior to every use.
 Always check the stability of the load before lifting.
 Never use damaged slings, blocks, hooks for lifting, all damaged lifting gears to be
returned to the store for repair or replacement.
 No aluminum ladder to be used for any height work activities.
6. Lifting Equipment
Only slings and other lifting accessories for which a valid report of thorough examination has been
issued within the previous 6 months are to be used.
Lifting accessories shall be clearly marked with the rated capacity and have an identification number
for record purposes.
Lifting equipment shall be visually inspected before use with any defects being reported immediately.
When lifting equipment is not being used it shall be stored in secure dry conditions, preferably by
hanging on a rack where they cannot get tangled or contaminated.

 Light Lifts = From 00 - Tons To 20- Tons
 Medium Lifts = From 20 - Tons To 40- Tons
 Heavy Lifts = From 40 - Tons To 100- Tons

7. Lifting, Loading and transportation of Porto cabins (office caravans).

7.1. Lifting Preparation:

Prior to Lifting, handling and Transportation of the construction materials the following items shall be
considered as appropriate.
 Obtain verification that the lifting or dismantling area and the proposed relocation
area is ready with all arrangements.
 Ensure the use of web slings/chain slings are appropriate and safe to lift the estimated
weight of materials Ensure that sufficient space is available for precast propping or
panel bracing.
 Check that the lifting inserts are in their correct location and that recesses are cleaned
out in preparation for lifting
 Determine if it is necessary to equalize loads on lifting points.
 Ensure that the appropriate rigging equipment is available. This includes lifting beams
and correct attachments for precast-in anchors or inserts.
 Wherever possible the lifting of tilt-materials shall be undertaken from within the
building envelope. In this way, the crane operator is able to keep the rigging and
lifting eyes in view at all times.
 No obstructions shall be kept on the crane moving area.
 The crane operator shall maintain sharp distance from either side of the excavation to
avoid collapse.
 Lifting supervisor shall perform close monitoring of the crane movement and ensure
the distance to the proposed new area for relocations.

7.2. Lifting & shifting General Elements:


 The dead weight of all construction materials shall be calculated or weighed prior to
the commencement of lifting, and this information made available to the lifting &
shifting crew.
 The lifting equipment shall be attached to the materials by a competent person and the
immediate area cleared in preparation for lifting.
 Taglines may be required while lifting and unloading the materials on the trailers and
while relocation or installing or loading at proposed new locations.
 Under no circumstances personnel pass or stand beneath a suspended load.
 Consideration shall be given to the effect of wind upon the safe handling and lifting
and shifting of materials
7.3.lifting, loading & Installation or Multiple Handling of materials
 The sequence of erection shall be such that the multiple handling of elements is
minimized. A specific procedure shall be developed and the operation supervised by a
competent person if multiple handling is required.
 Elements shall only be stored in a manner approved by the main contractor or client.
7.4. Transportation of crane
 Prior to load & unload the crane ATC shall conduct the thorough inspection. To
avoid any damages.
 Keep the Banks man and flagman’s for proper safe escort of shifting

8. Training
8.1. General Training
HSE Department shall organize general training through an approved 3 rd party training agency on
how to work safely on lifts. This training is required at a minimum of every one year. In the event of
an accident or near miss, an operator, rigger or signaler has shown that they cannot operate the lifting
operations safely and retraining must occur before the person can operate or engaging any lifting
operations again.
8.2. Training Records
Hi-Tech Management may choose to adhere to more stringent training requirements. Training shall be
tracked by HSE department. Training records shall be kept for a minimum of six years. HSE
department shall maintain a record of all individual training, including:
 Training topics covered
 Date of training
 Name of individual trained
 Name of trainer
Training cards will be issued by the HSE departments for all employees completed the specific
trainings. Employees are required to carry these cards when they are on duty.
8.3. Annual Refresher
HSE Departments shall review the following elements at least annually as part of continual
improvement.
 Review of the Lift Pre-Use Inspection Form
 Review Maintenance & Repair Record of Equipments.
 Updated information on new equipment
 Review written ATC Safe Lifting plan and
 Keep records of annual refresher training.
9. Emergency Management Plan
Hi-Tech Management has identified incidents arising from abnormal operations activities, potential
accidents and emergency situations, and has established, implemented and maintains an emergency
preparedness and response plan to ensure appropriate response if these situations arises in Nad Al
Shiba project.
9.1. Fire Emergency
In the event of fire:
 The person discovering the fire contacts supervisor who will contact the Emergency
Response Team
 Site team will attempt to initially put out the fire with fire extinguishers or fire truck
(if available).
 Site Manager or HSE Manager (if present in the incident site) will assess the
situation and determine if any evacuation and calling 999 or outside authorities
is necessary.
 Initiate evacuation procedure (if necessary)
 All staff to assemble in Assembly Area.
 Account for all personnel, visitors, contractors
9.2. Medical Emergencies
In the event of an injury or illness:

 Fellow worker will contact supervisor or Safety Officer who will contact the
Emergency Response Team.
 Emergency Coordinator will contact the site nurse/doctor who will rush to the
incident area with the site ambulance.
 Upon arrival, the nurse/doctor will assess the victim and administer necessary
treatment and shifting of the injured to the hospital or call 999 in severe injury cases.
9.3. Road Traffic Accident
In the event of a vehicle accident, the actions listed below shall be followed
 The person discovering the incident will call the supervisor who will advise the
Emergency Coordinator and call the traffic police.
 Site supervisor will try to prevent other accidents from happening and warn
other vehicles of the accident by placing accident hazard warnings in the area.
 The emergency response team will ensure safety of its personnel and help
manage incident-related congestion until such time as the police take over.
(Having over-all statutory authority on traffic incidents in Dubai,UAE, the police
will immediately exercise his duty as the Incident Commander and shall have final
decision in all traffic control matters.)
 Administer first aid to injured employees.
 As soon as possible, record details of the accident.
 Report accident to HSE Manager &Project/Facility Manager as soon as possible.
9.4. Unusual Weather Conditions
 Local updates of weather conditions will be monitored and communicated in order to
protect and minimize losses from unusual weather or conditions (flood, heavy
rainstorm, earthquake etc.).
 In unusual weather condition, immediate information by means of alarm or paging
system will be performed.
 When flood warning and heavy rain storms are expected Hi-Tech will alert all
personnel and its Sub-contractors. The site will carry out the necessary actions and
precautionary measures.
 A standard for work suspension will be established by taking into consideration site
conditions and ongoing activities.
 If a rainstorm is expected, the site will continue its normal operation. Outdoor work
may be suspended in exposed places at the discretion of the Project Manager in
conjunction with the HSE Team.
 Supervisors will arrange for the personnel concerned to take shelter temporarily and
resume duties only when weather conditions permit.
 The Project Manager and the HSE Manager will at their discretion, close the site in
case of a very heavy rainstorm and a forecast for more inclement weather.
 Employees and Sub-contractors may be released but an emergency crew will remain
on site to undertake all reasonable measures to minimize damage.
 After any unusual weather conditions, an emergency crew will carry out, with
members of the HSE Team and Project Management a thorough inspection of the
site and prepare a report for the Project Manager for circulation to all section
supervisors. The report will detail damage to any permanent or temporary structures,
plant, scaffolding, ladders or access that may adversely affect safety.

 The various supervisors will ensure that arrangements are made for the affected
areas to be made safe before re-opening those areas of the site.
