1. What is Universal Health Care?


Universal Health Care is a long-term healthcare reform. This includes good and adequate
health services for all Filipinos in the moments they are needed. With the Universal Health Care,
Filipinos would be able to be supplemented, especially with their health expenses. One thing an
individual may do to apply for Universal Health Care is by registering for a PhilHealth
membership. With this membership, the member would need to pay fees, which could by
monthly, quarterly, semi-annually, and annually.

2. What does it mean to have a right to health?
Having the right to health means that the country must be able to make sure that everyone
would have a standard of health upheld. Since this is a right, every individual is entitled to proper
healthcare, regardless of social class, age, location, and other demographics. With the right to
health, health care must be available, accessible, ethical, and of good quality.

3. Why is Universal Health Care important for a country like the Philippines?
As seen in the stories of the video, some people could not afford medical bills or the like.
Most of the resources would most likely be spent on food, water, and other needs. With
Universal Health Care, all Filipinos, regardless of social class, would be able to have access to
health care. Universal Health Care is important for a country like the Philippines especially in
making sure that those in the rural areas would also be able to have access to health services.
With Universal Health Care, this also makes sure that even those that have not paid their
PhilHealth contributions would still be able to receive the benefits of being a member.

4. What are the advantages and disadvantages of Universal Health Care?


If a Universal Health Care would be implemented, an array of advantages and
disadvantages would be present. For the advantages, patients would be able to receive affordable
medical attention. Also, doctors hired by the Department of Health would be given more
incentives in their work. A disadvantage of Universal Health care is that due to its accessibility,
more people would go to the health centers, thus causing resources to be spread thin. It may be
possible for health workers to have to lessen the quality of care in order to cater to the numerous
health care needs of the patients.

5. Is the Philippines ready for the implementation of Universal Health Care? Support your
answer.

I believe that the Philippines needs a good health care system, such as the Universal Health Care,
but I think that problems may arise especially in how this would be managed. The recent news
about corruption within the PhilHealth Insurance Corporation and the controversial actions taken
is proof that the Universal Health Care may be in questionable hands. And if a reform as general
as the Universal Health Care would be under inexperienced and corrupt leadership, then the
quality of health care service for the Filipino people may be at risk. It may be possible for
misguided and malicious decisions to make the Universal Health Care inefficient in its duty. In
conclusion, I believe that the Philippine government needs to find a morally good and learned
candidate in leading the Universal Health Care before implementing it.
