TRAFFIC MANAGEMENT & PARKING

St. John Paul II Network of colleges is mainly based in Wennappuwa and there are two
sections: St. John Paul II Institute of Higher Education and the International College at
Lunuwila Junction, which is a large site with vehicle movements throughout the day, peaking
at the start and end of the school day. Vehicles present include staff cars, parent cars, school
buses, taxis and delivery vehicles.

This Traffic Management Plan has been prepared to inform and instruct employees, parents,
students and visitors concerning the site rules. The main objective is to keep students safe,
principally by segregation of pedestrians and vehicles, designating special times for dropping
and picking-up of students.

The school has no obligation to parents to provide access to or parking facilities for their
vehicles. The safest option for the school would be to close the vehicle gates to parents in order
to reduce the amount of vehicle movements on the school grounds. However, we recognise that
the impact of closing the vehicle access gates will impact on the local community during busy
periods and the safety of pupils and parents in the immediate vicinity of the school. Therefore
the management has developed the control measures to ensure the safety of students, proper
formal education of students and professional administration. It should be noted that non-
compliance with the site rules could involve prohibiting vehicular access to those not following
the site rules, or even the closing of the vehicular gates to all.

Site Speed Limit


A significant factor in most traffic accidents is the speed at which the vehicle is being driven.
This factor also significantly affects the severity of any injuries suffered by pedestrians.
Therefore, the school operates a strict maximum speed limit of 5MPH throughout the school.
Drivers are expected to adhere to the speed limit (as well as all other site rules) and drive
appropriately, taking into account pedestrians as well as local weather conditions and other site
traffic.

Staff
All members of staff, as responsible adults, must set a good example, particularly to students,
but also to others, by complying with all site rules. This includes obeying the site speed limit
and only parking in the designated staff car park.
Parents
Vehicles driven by parents are allowed on the school grounds during the morning drop off or
afternoon pick up times as mentioned below. Drivers of any unauthorised vehicles will not be
allowed on site and will be politely informed of this.

Visitors
All visitors must adhere to the 5MPH maximum speed limit on site, as well as all other site
traffic rules. Visitors are required to sign in at reception and record their vehicle registration
number if requested by the security personals at gates.

Morning Drop Off Arrangements


During the morning drop off, the school closes all gates at 07.25 in the morning. No vehicle
will be allowed to enter after 07.25. All vehicles before 07.25 must arrive through the GATE
B. Parents are kindly requested NOT TO STAY wasting time in the parking area after dropping
off children.

Afternoon Pick Up Arrangements


Please follow the instructions given below:

01. PLAY GROUP

The children to be picked up from 11.35-11.45 from GATES A & C.

02. LKG GROUP

The children to be picked up from 12.05-12.15 from GATES A (LKG-A) & C (LKG-B).

03. UKG GROUP

The children to be picked up from 12.35-12.45 from GATES A (UKG-A) & C (UKG-B).

04. At 13.15 (1.15 p.m.) gates B & C will be opened. Gate C to be ONLY used by vehicles. Gate
A to be used by students to walk towards the Entrance. Parents and students who walk towards
the main road MUST NOT use Gate B for it is meant ONLY for vehicles.

05. All the main gates are locked at 13:45 (1.45 p.m.).

06. During rainy days, the Gate B will be opened from 11.30 to 13.45. However, Gates A & C will
be closed to vehicles even on rainy days ensuring safety of our students.
Access to the Institute of Higher Education
01. The students who follow different courses at the Institute can use Gate A to enter and exit.
Students should NOT use Gate B to walk towards the main road. Those students who use
vehicles can use Gate B.
