EXECUTIVE ORDER NO. 2020 – 01

REVITALIZATION OF THE BARANGAY ANTI-DRUG ABUSE COMMITTEE


(BADAC) AND THEIR ROLE IN DRUG CLEARING OPERATION OF BARANGAY
#18 SAN ISIDRO, PASUQUIN, ILOCOS NORTE

WHEREAS, the barangay, as the first line of defense should lead the fight against
illegal drugs through the campaign “Mamamayan, Sugpuin and Iligal na Druga”
(MASID);

WHEREAS, Memorandum Circular 2015-63 is issued to emphasize to local authorities


especially barangay officials, their principal responsibilities in support of overall
government efforts to address peace and order, particularly to curb illegal drugs and
other substances;

WHEREAS, the Barangay Anti-Drug Abuse Committee shall see to it that the duties
and functions shall be performed accordingly;

NOW THEREFORE, I, ELVIRO B. CALDITO, Punong Barangay of Barangay #18 San


Isidro, Pasuquin, Ilocos Norte by virtue of the power vested in me by law, do hereby
order:

Section 1. Reorganization. The Barangay Anti-Drug Abuse Committee is hereby


created.

Section 2. Composition. Barangay Anti-Drug Abuse Committee of Barangay #18


San Isidro.

Section 3. Duties and Functions.


a. Conduct regular meetings at least once a month and call for special
meetings whenever necessary;
b. Plan strategies, implement and evaluate programs and projects on drug
abuse prevention in the barangay;
c. Organized BAC Auxiliary Team to compose an ideal number of 25 members
per 2,000 population of the barangay representing streets, puroks,
subdivisions or sitios;
d. Orient the BADAC Auxiliary Team of their roles and functions and in
formulating plan of action to address and problem;
e. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and
functions in the campaign against street-level illegal drug trade through
seminars or trainings;
f. Coordinate and collaborate with the other institutions implementing
programs and projects on drug abuse prevention at the barangay level;
g. Continuously gather and update data on all drug related incidents and ts
effect on the peace and order situation in the barangay including listing of
the suspected drug users and pushers;
h. Submit monthly report to the City/Municipal Anti-Drug Abuse Council copy
furnished the DILG City/Municipal Field Office;
i. Refer suspected drug users to the C/MADAC and other institutions for the
corresponding counseling and/or rehabilitation;
j. Conduct an Information, Education Campaign (IEC) on illegal drug demand
reduction;
k. Monitor disposition and progress of drug-related cases filed; and
l. Perform other related function.

b. Roles and Responsibilities


a. Prepare and maintain a confidential suspected users and pushers,
financer, and protectors of illegal drug trade found in the LGU’s
area of jurisdiction to be submitted to the City/Municipal anti-drug
abuse copy furnished the PNP anti-drug special operation task
force.
b. Established rehabilitation/referral desk and process application for
rehabilitation on drug dependents.
c. Pre-Operations
a. Identification of drug affected house cluster, work places, street,
puroks and sitios where manufacture, delivery sale or use of illegal
drug are being conducted and to report the same immediately to
the PNP or the Philippine Drug Enforcement Agency (PDEA)
b. Conduct administrative searches are suspected drug
dens/laboratories.
c. Conduct briefing, meetings prior to the launching of operation to
ensure positive result and safety of the operating team and
community.
d. During Operation
a. Ensure safety of the community and regularity of the operation.
b. Any elected Barangay Officials present during the operation to
witness the inventory to seize drug paraphernalia.
c. Extend such other necessary assistance to the PDEA and PNP
authorities and its operation against illegal drugs including but not
limited to the preservation of the evidence and protected of
witnesses and suspect against on lawful act.
e. Post Operations
1. The elected Barangay Officials present during the operations shall
execute an affidavit and act as witness in court hearing in the
persecution of drug cases.
a. Submit reports of drug-clearing operation conducted, if any, to the
City/Municipal and Anti-Drug Abuse Council copy furnished the
DILG City/Municipal Field Office;

B. Committee on Advocacy

b. Roles and Responsibilities
1. Coordinate and collaborate with other institution in the barangay, if
any, (i.e. Barangay Intelligence Network (BIN), “the Eye in the
Barangay,” Barangay Peacekeeping Action Team (BPATS), etc.) in
implementing programs and project on anti-illegal drug abuse;
2. Conduct consultative meetings with organization in the barangay,
such as parents, teacher, parents associations, youth groups, boy
and girls scout, religious operations, senior citizens, home owner
association, neighborhood association, puroks and tricycle
operations to get their commitment to assist in curbing the drug
menace in the community.
3. Strengthen the family by promoting values, parental care and
guidance that will prevent children from attempting to and use of
prohibited drugs.
4. Strengthen the linkages of the barangay officials with the
community and higher LGU’s local police and PDEA on illegal drug
campaign.
5. Conduct necessary seminars for the community on the danger of
illegal drugs in coordination with the PBNP.
6. Empower the community in reporting drug related cases through
and award commendation system and;
7. Identify and implement sustainable livelihood projects as a re-
integration program to former drug pushers and addicts.

1. Coordinate with the Barangay Officials and other barangay
institutions.
2. Strategize programs on drug abuse preventing in the barangay.
3. Monitor, gather and update data on drug abuse situation in the
barangay.
4. Listing of drug users and pushers in the barangay.
5. Refers users and pushers to the Barangay Anti-drug Abuse
Council.
6. Perform such other functions as may be provided by law.

Section 5. REPEALING CLAUSE. All issuances or any part/s thereof which are
inconsistent with any provision of this Executive Orders are hereby amended
and repealed.

Section 6. AFFECTIVITY. This Executive Order shall take effect immediately


upon its approval.
