NATIONAL POLICY AND STRATEGY OF EMPLOYMENT - NPSE

EXECUTIVE SUMMARY OF THE NATIONAL EMPLOYMENT POLICY AND STRATEGY

1. The current Executive Summary presents the general vision of the National Policy
and Strategy is a concise way to share Its principal aspects without replacing the base
document nor losing the interest of the recipients.

2. The current situation of the population shows the critic state of the employment
market, 27,85% (9 072 200) of citizens working informally, 14,85% (4 913 745) of
citizens in unemployment condition and 7,22% (2 387 606) of citizens in formal
employments, to these 16 373 551 citizens available to work, more than 900 000 citizens
are added annually, of which out of 10 citizens 6 find informal employments, 3 do not
find job and only 1 finds formal job.

3. Likewise, 57,3%, of employed population is working in the primary sector of


economic activity comprising agriculture, animal production, hunting, forestry and fishing.

4. In terms of vulnerability, surveys show that 4% of youth are less vulnerable,


being led to transition from school to age-appropriate framework ( 76% of vulnerable
young people is working or studying in low-quality employments, but with distortions and
the e remaining 20% are highly vulnerable for being illiterate, long-term unemployed and
young people that are not in the system of education , employment or formal education).

5. Given this scenario and in accordance the best international practices, the
Executive proposes to implement the National Policy of Strategy of Employment
NPSE, with objective of strengthening the coordination of all public initiatives that
aim at supporting the private sector for the growth of economic activities in order to
stimulate the generation of dignified and productive employment.

6. The National Policy and Strategy of Employment – NPSE 2023-2027 consist of two
distinct and complementary parts, the first part (I.º Volume) “The Situation and
Perspective of Employment Development” and the second part (II.º Volume) “The
Policy Formulation and National Strategy of Employment”. This systematization
makes it possible to consult each one of the volumes separately, without losing the content
and the integrated vision of the NPSE 2023-2027, making it in an easy-to-read document
and less bulky for main recipients

7. The diagnose suggest that the problem of unemployment must refer


essentially to:

i. On the demographic level: the population grows linearly 3,.16% per year
reaching 54 million in 2040, this growth is due to the fact that the birth rate is
higher than the death rate, although both are in decline. Meanwhile the
population living urban areas will increase to 58% from 20 992 418 in 2022 to
33 229 390 in 2040. The top and base of the age structure are widening, based on
life expectancy at birth and rate fertility, respectively. Which indicate a growth of
the older men number and a large quantity of young people between 15 and 19
years old, what will therefore need public policy of investments in areas such as
healthcare, education, urbanization and employment and the strengthening of
social security simultaneously;

ii. On the economic level: the economy is in stabilization stage with changes in the
degree of concentration (Oil Extraction and refining from 43% in 2010 to 26% in
2022, trade from 11% in 2010 to 16% in 2022, Agriculture and forestry from 3,8
% in 2010 to 6,2% in 2022) however, the difficulties of the retaining the wealth
generated by national economy, due to the standard oil sector contract,
disintegration of this sector with other sectors of economic activity and the
reduced qualification of the national workforce;

iii. On the technologic level: On average, Angola imported US$ 5 610 million per
quarter between 2012 and the 3.º quarter of 2022. Therefore, adequacy of the
national system of education and professional training focused on science and
the intensification of investments research and development (R&D) in order to
create a stock of knowledge to be used in innovations that contribute for the
economic, political and institutional sustainability

iv. On the Humam capital level: In 2021, about 72, 28% of citizens upper 15 years
old in Angola, could, with understanding, read and write a short and simple text.
However, between 2023 and 2027, about 5 million of citizens will reach
adulthood needing to get skills, knowledge and ability to carry out a dignified
activity to contribute for the economic development currently driven by
technology in permanent improvement.

8. The diagnosis was not aimed at depth because it required its exhaustion, it was
indicated with a certain degree of differentiated importance the eight identified contexts.

9. The NPSE formulation involves presenting guidelines from the State of Angola,
, in diagnosing the challenges and opportunities for the employment creation , guiding the
action of public and private entities in order to reduce imbalances between employment
demand and supply, through the conversion of economic growth into the poverty
reduction, improvement and redistribution of national income and reduction of regional
asymmetries.

10. In this way, the NPSE 2023-2027 is of great relevance for the fight against poverty,
the fixation of populations in the localities of origin and the reduction of inequalities,
becoming as effective as the employments that are locally generated.

11. The intervention of the State in the labor domain will ground itself in three
institutionally consecrated and internationally accepted principles.

12. The unemployment in Angola is of structural and conjunctural nature, however, the
conception of the employment creation in Angola considers three fundamental aspects
unfolded in the following Strategic Guidelines, besides the assumptions already foreseen in
the constitution.

1.1 Reinforce the measure of national economic stability and sustainability

1.2 Promote great coherence between conjunctural and structural macroeconomic policy

1.3 Ensure that the evolution of salaries and other prices contribute for macroeconomic stability and
for the economic growth

2.4 Increase and improve the research investment and facilitate the technological innovation

2.5 Promote the regularization of migratory situation of productive economic agents in an illegal
situation for later formalization

3.1 Promote the national mobilization in favor of employment generation

3.2 Equip national human resource with adjusted skills for the labor market

3.3 Angolanize the generated employment by the national economy and direct investment abroad

3.4 Promote the reduction of imbalances between work demand and supply

3.4.1 Promote the transformation of employment and informal and undeveloped self-employment into
formal and productive one
3.4.3 Promote training programs in behavioral skills development, leadership ethic and etiquette,
hygiene, healthcare, safety and labor quality
3.4.4 Promote training programs to develop technical and management skill

3.4.5 Stimulate professional internship programs and insertion in the market

3.5 Seek budgetary and financial regularity for the promotion of dignified and productive
employment adequate for the full fulfillment of the objectives

13. Angola guides and prioritizes its initiatives in employment domain at its largest
level, according to the fours National Objectives of Employment – NOE, directly aligned and

unfolded into eight Employment Strategies - ES. Complementarily, each guided path by the
Employment Strategy is incorporated the 22 (twenty-two) Strategical Actions of
Employment – SAE, that aim at guiding the measures that must be implemented in order to
reach the National Objectives of Employment – NOE.

15. The NPSE paradigm -2023-2027 rests:

i. Reinforcement of coordination between the different interveners


through definition of decision-making process, whereby NPSE will be
implemented, monitored, evaluated and reviewed, integrated in existing
governance structures (participants);

ii. In the adoption of itinerant and incremental planning, in which the


Principles of Employment (PE) must be initially implemented, the
Strategics Guidelines (SG), Objective Goal (OG), directly aligned and
unfolded in Employment Strategy (ES), these in turn, in Strategic Actions
of Employment (SAE), as well as, defining the Government Model and
Financing Model, and increasing with tactical and operational planning ,
the increment can be small or large, and may vary from a simple action or a
set of highly complex actions, through Plans of Sectoral and Provincial
Development, Strategic Plans and (SNP)

iii. At the Institutionalization of the National Employment Fund of Angola -


NEFA, to guarantee financial resources to promote the insertion of newly
graduated, unemployed in labor market through the internships in labor real
context, grant incentive to Lost Fund, to young people (16 and 30 years)
who are enrolled and/or attending professional training courses, incentive
the self-employment and the creation of micro and small projects of young
people with professional training in age of 18 to 35 years.

iv. At the Institutionalization of the National Employment Observatory, to


produce and effectuate the treatment of statistic and surveys about labor
market, employment and professional training with the objective of
supporting the government in the development of its strategies for the labor
sectors, employment, training and professional qualification;

v. In the reinforcement of the National System of Qualification with


objective of elaborating the National Qualification Catalog.

16. The National Policy and Strategy of Employment is a guiding document for
action of different ministerial departments, provincial government, superintended
bodies, indirect administration of state, public business sector, therefore, they

should elaborate the respective programs and projects within National Planning
System aligned with NPSE 2023-2027.

17. The management and execution instruments that aim at materializing the
NPSE will be analyzed and selected at the headquarters of the Economic
Commission of Minister´s Council, according to monitoring institutional model.
