4. Project Scope Statement

Project Purpose / Business Justification Describe the business need this project addresses

Procurement, construction and commissioning of ventilation system of Road Tunnel TGGE.

The system is mandatory to guarantee the road tunnel safety operation, without ventilation system the operation is not
safety and the road tunnel don't be put on service.
Purchase, construction and commissioning of the ventilation system for the GGE tunnel. This system is necessary to
guarantee the safe operation of the tunnel and road corridor, without it it will not be possible to open the tunnel to service
because it would not be safe.
This project will bring important savings in the displacement from Uraba to the interior of the country, that is why its opening
is a priority, therefore the fulfillment of the delivery times is imperative.
This project bring important reducction in time of movement between the Uraba and Interior of the country, in consecuence
the Road Tunnel Opening is a main milestone for the region.

Objectives (in business terms) Describe the measurable outcomes of the project, e.g., reduce cost by xxxx or increase quality to yyyy
1. Purchase of the necessary equipment according to the engineering developed previously adjusted to the
contracted budget without affecting the established margin (37%).
2. Construction of the ventilation system within the contractually established deadlines (12 months procurement, 6
months construction).
3. Commissioning of the system in compliance with the regulations and performance established within the
engineering (3 months).
4. Training of tunnel operation personnel and operation of the system with the tunnel at the service of the user, follow-
up monitoring and adjustment (improvement in energy consumption of the equipment compared to commissioning)
(5%).

Deliverables List the high-level "products" to be created (e.g., improved xxxx process, employee manual on yyyy)

1. Longitudinal smoke management system.

2. Evacuation galleries pressurization system
3. Environmental measurement and control system
4. Power system (electrical power supply).
5. SCADA system integration and programming and development of system algorithms and automation.
6. Manual of optimization and management of variables for the efficient use of energy.

Scope List what the project will and will not address (e.g., this project addresses units that report into the Office of Executive Vice
President. Units that report into the Provosts Office are not included)
1. Purchase of necessary equipment according to the engineering (fans, doors, dampers, electrical wiring, electrical
panels, PLC, etc.).
2. Installation of fans, gallery doors, dampers, environmental sensors, electrical wiring, power panels, PLC system,
SCADA integration.
3. Commissioning of the subsystems that make up the Ventilation System.
4. Optimization of energy use with respect to start-up.
5. Civil works are not included (construction of the tunnel, interior lining, conduits for electrical wiring, closing walls
between galleries and main and evacuation tunnels).
6. Not in scope Communication system (between the control panels and the main control center, SCADA system
development only concerning the Ventilation System).
7. The power supply from the connection to the operator to the control panels is not within the scope (power is
received at zero point (control panels inside the tunnel).
8. The algorithms will be developed on the platform and infrastructure designated by the owner for this purpose.

Project Milestones Propose start and end dates for Project Phases (e.g., Inception, Planning, Construction, Delivery) and other major
milestones
1. Project initiation act
2. Defined advance payment
3. Procurement schedule
