3. Instructions of the Hon’ble Minister for MA & UD Dept., and
Special Chief Secretary to Govt., MA & UD Dept., during the
meeting held on 10.08.2023 with the AP Municipal Workers &
Employees Federation (CITU).

The attention of the Commissioners of all Urban Local Bodies in the

State is invited to the references cited and inform that in the reference 2 nd
cited, it was directed to take necessary action for providing the facilities of
Drinking Water and Toilets to the Municipal Workers at Muster Points.

2. Further, it is to inform that, a meeting held on 10.08.2023 with the


AP Municipal Workers & Employees Federation in the presence of the
Hon’ble Minister for MA & UD Dept., and Special Chief Secretary to Govt.,
MA & UD Department. In the meeting one of the requests by the
Federation was to provide Drinking water and toilets to the workers at
muster points/ Ward Secretariat.

3. Therefore, the Commissioners of all Urban Local Bodies in the State


are requested to take immediate action for providing the facilities of
Drinking water and Toilets to the Public Health Workers at muster points
and ensure all Ward Secretariats shall be opened and made accessible to

the Municipal Workers for utilising the facilities of drinking water & toilets
available in the Ward Secretariats.

4. All the Regional Director-Cum-Appellate Commissioners of Municipal


Administration in the State are requested to ensure that the above
instructions are adhered to by the Commissioners of all ULBs and review
the above issue during their review meetings & fled visits without fail and
submit the compliance report in this regard.

The attention of the Commissioners of all Urban Local Bodies in the State is
invited to the references 2nd to 16th cited and inform that Employees
Associations & Municipal Worker Unions have placed certain demands, before the
Special Chief Secretary, MA&UD Department in the meeting held on 27.06.2023
and the following demands are to be attended at ULB level. Therefore, the
Municipal Commissioners are requested to take immediate action on the
following issues and submit action taken report.

instructions scrupulously.
3 Take necessary action for The Commissioners of all ULBs are requested

G.O.Ms.No.60 in all ULBs in Funeral charges in G.O.Ms.No.60,
the State Dt.06.07.2022 with Endt Roc.No.

4 Implement the weekend Government have already issued orders vide
Holidays, 15 CLs and 9 G.O.Rt.No.4459, dated.27.12.2006 as “the
Festival Holidays to all individuals sent by the outsourcing agency
Municipal Outsourcing & are eligible for 15 days casual leave per year
Contract Workers or proportionately to the actual outsourcing
period and there shall not be any reduction
from the remuneration due to availing of such
casual leave”. Therefore, the Commissioners
of all ULBs are requested to follow the
instructions scrupulously.
5 Timely distribution of Review the stock of working equipment’s/
Safety Equipment & tools, to be supplied to Workers to perform
Conservancy articles their duty every month by fxing a responsible
officer and keep sufficient stock of them and
ensure that, defciency of supply of working
equipment / tools, shall not cause hindrance
to Worker, to perform his duty.
6 Every employee transfer to Ensure that every employee shall be imparted

2. In this regard, Commissioners of all the ULBs are hereby instructed to go-
through the above demands submitted by the Employees Associations & Workers
Unions and take necessary action, immediately, and report compliance within a
week.

3. The RDMAs in the State are hereby instructed to monitor weekly basis with
the Municipal Commissioners of ULBs of their respective region and see that all
the above requests/demands of Employees Associations & workers Unions are
attended immediately and submit compliance report of their respective regions
within a week.

4. Please treat this as most urgent and important.
