1.0 PURPOSE

The purpose of this Standard Operating Procedure (SOP) is to guide the project management
team to anticipate, recognize, evaluate and control exposure of communicable disease (Covid-19
Pandemic) whereby CB Construction staff, workers and other relevant persons who has the
obligations and duty of care for the safety & health of all under both common law, the
Occupational Safety and Health Act 1994 and Prevention and Control of Infectious Disease Act
1988.

2.0 SCOPE/OBJECTIVE

This SOP is applicable to CB Construction Project, CB Construction Sub-Contractor, if


necessary, may develop site specific procedures but shall be in line with SOP requirements to
ensure standardization and consistency.

For cases where client/owner requires their form/format and procedure flow to be used, then it
will supersede company’s form/format.

The procedures & forms can be adjusted or created to adapt to site applications, in this case, the
company’s local registered procedure/forms becomes basic format for references and
overwritten.

4.0 ROLES & RESPONSIBILITIES

4.1 Project Director


• To ensure the compliance of relevant safety and health legislations and other
requirement through contractual document, enforcement and monitoring.

4.2 Project Manager


• To manage all the construction activity, comply with safety and health requirements.
• Shall ensure that all requirements are fully complied with before approving the work
permit.
• Recommended that Disease control management and medical testing are conducted by
trained/qualified personnel

4.3 HSE Officer


• To establish and enforce the standard procedure for Pandemic COVID-19.
• To manage and monitor the implementation of safety and health during construction.
• To include safety and health culture through training and awareness program.
• To conduct training related to job specification.
• To ensure that any complaints with regards to the safety and health during construction
are addressed and acted up.
• Provide projects with professional and technical support in implementing Health
Program requirements

4.4 Site Safety Supervisor


• To assist all the safety officer responsibilities.
• Site Safety Supervisor shall be aware of and abide by the safety and health requirements
related to Pandemic COVID-19 procedure

4.5 Senior Site Supervisor
• Senior Site Engineer to Coordinate and monitor the work and carry out the inspection.
• To monitor that all safety requirement is adhered for Pandemic COVID-19.

4.6 Site Supervisors


• Supervisor shall be able to supervise every working from time to time to avoid any
unwanted event from happen within project site.
• Supervisors shall be aware of and abide by the safety and health requirements related to
Pandemic COVID-19 procedure.

4.7 Subcontractors
• To follow all the safety requirement related to Pandemic COVID-19 procedure.
• To perform activities in accordance with contract specifications, General Specification,
Standard Operating Procedures, project requirements and other applicable regulatory
requirements.
• To comply with CB Construction Disease Control and Prevention Programmes and
requirements pertaining to the work scope.
• To assist and implement SOP requirements developed by Main Contractor to ensure
strict control and prevention of the disease.

4.7 General workers


• To comply with instructions from employer on Disease Control and Prevention
requirements at workplace.
• To take instructions from their respective Site Safety Supervisors and Safety & Health
Officers on the new norm of work standards related to health hazard control and
mitigation measures.

5.0 PROCEDURE

5.1 Process Of Managing cases of COVID-19 Disease

5.1.1 Confirm Case


Definition:
- Employee/Workers with positive laboratory test
confirmation of the disease from MOH approved or Government Hospital;

Process:
a) Inform Human Resource and HOD immediately
b) HOD to report case to CB Construction HSE to conduct tracing and
subsequent precautionary measure (Refer 7.3 for classification of close
contact)
c) Employee to notify HOD once MOH invokes contact tracing and instructs
for testing/quarantine
d) Start disinfection process immediately in line with patient movement
pattern

5.1.2 PUI – Person Under Investigation


Definition:
- Travelled to / resided in foreign country within 14 days before the onset of
illness
- Close contact (Refer 7.3 for classification of close contact)
- Persons who attended an event associated with known disease outbreak
- Instructed by MOH to undergo testing

Process:
a) Mandatory to contact screening centres and go for testing at the designated
government hospitals

b) Inform respective HOD who will subsequently notify CB Construction
HSE to conduct contact tracing and precautionary measures
c) Update HOD on his/her condition from time to time
d) Hospital admission or 14 days Medical Leave for quarantine as MOH
instruction.
e) PUI Hospital admission criteria
- Clinically ill
- Uncontrolled medical condition, pregnant woman, extremes of age
- Laboratory confirmed case

5.1.3 PUS – PUI Under Home Surveillance


Definition:
- A PUI who did not meet the admission criteria (Refer Section 5.1.2 Item
(e))
- Put under surveillance at home by MOH

Process:
a) Mandatory to contact screening centres and go for testing at the designated
government hospitals
b) Inform respective HOD who will subsequently notify CB Construction
HSE to conduct contact tracing and precautionary measures
c) Update HOD on his/her condition from time to time
d) 14 days Medical Leave for quarantine as MOH instruction

5.1.4 Contact Tracking procedure


a) MOH will notify PUI and PUS employee to conduct contact tracing
b) In the event employee is not notified by MOH, employee must self
declare their condition at the nearest designated hospital and subsequently
inform their HOD who will immediately notify CB Construction HSE
c) Sub-cont shall conduct contact tracing and execute necessary actions for
early precautionary measures
d) Identified employees who have been traced are to be recorded in Master
Tracking Register (Appendix VI). Summary of the tracking cases shall be
recorded in Case Detection & Summary Table (Appendix VII) and will be
reported to CB Construction top management.
e) Proactive mitigation procedures to take place as below:
i. Employee to be quarantines and work from home for 14 days
ii. Monitor symptoms of fever, cough, flu, shortness of breath. Employee
is responsible for recording their daily symptoms
iii. In the event employee shows symptoms, they are to be sent for testing
at the designated government/private hospitals (Refer Appendix VIII)
f) Employee sent for testing shall inform their respective HOD who shall
subsequently notify CB Construction HSE of their condition and test
result.

5.2 CB Construction Point of Entry Management


CB Construction precautionary measures to avoid infestation of communicable disease
requires all staff, visitors and suppliers to declare their health status and travel history.
This requirement is in line with recommendation of Ministry of Health and WHO. Listed
below are mandatory requirements by MMCPSLB prior entering the office;

1. Enhanced contractors, visitor and supplier’s registration process


▪ Mandatory daily temperature check at registration counter
▪ Hand sanitizer dispensers are made available at registration counter for public use

▪ Hand wash station are made available at registration counter for public use
2. All staff, visitors and suppliers are required to notify the CB Construction HSE
department and complete the Travel Declaration Form prior coming in to MMCPSLB
offices. (Refer to Appendix IV)
▪ If they have travelled recently overseas or locally, particularly to countries that is high
risk of infection
▪ If they are suffering from any illness that has symptoms or similar such as fever, sore
throat, headache, flu, runny nose, shortness of breath and other respiratory problems.
3. Visitors and suppliers shall get their respective PIC from CB Construction office to
assist them to complete the Travel Declaration Form. PIC shall then submit the
completed form to HSE department for validation and record keeping.
4. All staff shall undergo a health screening by certified medical centre upon returning
home from high-risk countries and are required to work from home for 14 days upon
return if they have travelled to high risk countries or exhibit any of the symptoms
mentioned above
5. All staff required by office to travel shall notify their respective Head of Department
(HOD) who shall then obtain the approval from Project Director.

5.3 CB Construction preparation of workplace

5.3.1 Offices
This includes CB Construction office, Consultant office, subcontractor cabin office.
Make sure workplaces are clean and hygienic.

1. Access to the workplace. (Passenger Hoist)


▪ Shall always practice social distancing and no talking policies

2. Meeting Rooms
▪ Seating arrangement shall be distanced with at least 2 meters away. Usage of facial
mask and hand sanitizers are mandatory

3. Surau
▪ 1 person at a time for both male and female prayers room

3. Site Office
▪ Seating arrangement shall be distanced with at least 2 meters away. Usage of facial
mask and hand sanitizers are mandatory

5.4 CB Construction meeting arrangement


1. Key consideration prior proceeding with a meeting plan
▪ Consider whether a face-to-face meeting is needed or could be replaced by
teleconference (online -Microsoft Teams)
▪ Consider scaling down the meeting so fewer people attend
▪ Prepare enough supplies and materials, including tissues, face masks / surgical mask
and hand sanitizer for all participants.
▪ Meeting organiser shall ensure all participants at the meeting provide contact details and
declared their Health and Travel History (Appendix IV)
▪ Actively monitor Red Zone area, advise participants in advanced if they have any
symptoms or feel unwell, they should not attend the meeting (Red Zone refer to
https://twitter.com/KKMPutrajaya)

2. During the meeting


▪ No handshaking policy
▪ Participants are encouraged to regularly sanitize their hand and mandatory to wear
surgical/N95 mask
▪ Seating arrangements with minimum 2-meter gap

▪ Participants to practice cough and sneezing etiquette

3. Response plan in case someone at the meeting becomes ill with symptoms
▪ Isolation room to isolate the person who is showing symptoms
▪ Contact nearby hospital for transportation of the said person
▪ Call off the meeting and start decontamination process

5.5 CB Construction training and briefing

All training shall progress accordingly as projected in monthly Training Programme. All
trainers and participants shall be subjected to comply with below requirements prior
commencement of training session;
1) All participants to complete Health and Travel History Declaration form (Appendix III)
2) Numbers of participants shall be reduced to half in order to facilitate social distancing
3) Seating arrangements shall be more than 2 meters between each participant
4) All trainers and participants shall practice no hand shaking policy
5) Hand sanitizers, tissues and face mask shall be readily available for each training
classroom.
6) Online Training promoted through Webinar (the details, mode, date and time will be
notified by HSE Department)

In the event of emergency, response plan shall be activated (Please refer Section 5.4 (3))

5.6 Mental Health Card Alert


- Upon coming back from an outbreak area, employees are required to complete a Mental
Health Alert Card as required by MOH (Please refer Appendix V)

5.7 Visitor attending CB Construction office


- Refer to Section 5.2 –Point of Entry Management

5.8 Restriction of Travel

5.8.1 Business and Personal Travel During Movement Control Order (MCO)
a) Travel restriction are imposed to safeguard employees from being exposed to
the disease
b) Employees are not allowed to travel either on business or personal purposes to
any foreign countries
c) Employees are not allowed to travel interstate on business or personal purpose
d) Needs of travelling due to family emergencies to be notified to immediate
superior / HOD and to furnish necessary documented evidence
e) Employees are advised to stay at home and work from home
f) Employees are recommended to travel alone

5.8.2 Business and Personal Travel Post Movement Control Order (MCO)
a) Travel restriction are imposed to safeguard employees from being exposed to
the disease
b) Employees are not allowed to travel either on business or personal purposes to
any foreign countries
c) Employees are not allowed to travel interstate on business or personal purpose
d) Employees to notify respective HOD who shall then obtain the approval from
Project Director prior travelling.

5.8.3 Returning Flight to Malaysia


a) With effect from 3rd April 2020 until further notice, MOH requires all
passenger upon arrival to Malaysia airport to be quarantined for 14 days at the
government designated quarantine centres

b) If employees receive any instruction from MOH, employees shall notify
respective HOD immediately who shall then inform CB Construction HSE for
contact tracing (where required) and imposition of relevant precautionary
measures

6.0 WORK PACKAGE CONTRACTOR

6.1 General Requirement


- Restrict having physical meetings whenever possible or reduce to less than 10 people at
a time
- Meeting to be carried out at open space whenever possible
- Mandatory temperature screening at site entrance, office and site cabin. Record of
temperature shall be registered for tracking
- Restrict incoming visitors whenever possible
- Ensure health screening and travel declaration form completed by all level of employees
including subcontractor

6.2 Work Arrangements


I. Site toolbox talk carried out with social distancing of minimum 2 meter and to avoid
mass gathering. Toolbox talk shall be separated by zone or location.
- PIC to ensure usage of paper and pen is only by 1 person for attendance sheet, site
diary and any other construction related paper on site.
- PIC to ensure all workers temperature reading recorded during PTT and after
completion of work.
- PIC to ensure mode of transportation for workers are disinfected regularly prior usage
- PTT shall be made use to remind workers on self-hygiene on daily basis
II. To introduce online / video / tele-conference training to increase awareness among
workers, subcontractors and site operation team
III. Site safety induction shall be conducted with less than 10 people at a time.
Recommended to be carried out at open space .
IV. Work trade recommended not more than 10 people at a time

V. Vulnerable group and extremes of age shall be restricted from entering site

6.2.1 Shift Rotation


- Site PIC to keep track of workers movement on site
- Limit number of workers at one time, plan for works to be carried out on
rotation
- Plan for night shift (if no restriction from authorities)

6.2.2 Meal Arrangements


- Demarcation of seats to done at site rest area with minimum 2 meter
apart from one another
- Break time shall be staggered to avoid congestion and close contact
between workers
- Workers prohibited to purchase food from outside
- Recommended to use hand rather than utensils to minimize touch points

6.2.3 Transportation of Material / Goods


- Security guard shall ensure truck drivers are screened accordingly with
thermal scanner and sanitize their hand and security post
- Workers receiving goods shall be limited to less than 5 at one time

6.2.4 Workplace Disinfection Schedule


- MMCPLSB to establish schedule for all common areas and carried
disinfection regularly. Record of disinfection to be kept for future
reference
- Welfare facilities to include hand wash soap (at site washing facilities)
and hand sanitizers wherever possible

6.3 External Labour Quarters / House

6.3.1 Workers
- No visitors allowed into the CLQ without official business
- Thermal screening for all workers, suppliers and staff
- Provision of extra staff for morning and evening shift to ease thermal
screening process
- Workers prohibited from going out until further notice.
- No mass grocery shopping allowed, designated person as appointed by
Senior site supervisor will be point of contact
- Workers movement shall be recorded in/out Movement Log at security
post

6.3.2 Transportation of worker


- Workers in same room shall travel together to minimize point of contact
- Seating arrangements in bus/van shall be distanced (minimum 1 seat)
50% of approved seating arrangements
- Drop off/pick up shall be only at security post
- Increase frequency of transportation to avoid large group of workers
travelling in a time.

6.3.3 Isolation Facilities


- To provide a room isolated from others for workers displaying symptoms
- Transportation of workers to hospital shall be arranged with nearest
hospital

6.3.4 Disinfection
- Sub-contractor to carry out monthly professional disinfection as
approved by MOH
- In-house sanitizing to be carried out 3 times daily at common areas (meal
areas/canteen, cooking area, toilet, site office, site cabin and prayers area)

6.3.5 Training
- COVID-19 Awareness training to be conducted in all language
(Bangladesh, Nepal, Tamil & Chinese) if necessary
- Frequent refresher training to be conducted
- To introduce online training class and monitor effectiveness

6.3.6 Compliance Assessment


- CB Construction compliance assessment will be carried out at random
location and date to monitor level of compliance by contractors
- Disciplinary action shall be taken upon any non-compliance to the SOP
and legal requirements

6.3.7 Health Screening

- High risk group shall be identified by category of pregnant women,


extremes of age (>65 y.o), existing health condition and etc
- Prerogative health screening shall be arranged by employer

7.0 MEDICAL EMERGENCY PREPAREDNESS ACTION PLAN

Individuals who have been potentially exposed to the virus, or who are exhibiting symptoms are
instructed to:-
I. Shall be subjected to return to work programme by DOSH (refer Occupational Health Services
04/2005 Guidelines);
II. Contact their supervisor and/or human resource department
III. Stay at home and self-isolate
IV. Contact local health authorities for further direction

8.0 RECOMMENDED PREVENTION MEASURES

8.1 Access and Movement to/from Construction Site


a) Detailed tracking of workers status on-site and off-site are kept at all time (e.g. fit to
work, sick, off-work or on leave)
b) Employee traveling to site using individual mode of transportation (one person one
vehicle)
c) All non-essential individuals are not permitted access to the site

8.2 Limiting and Removing Internal Touch Point Areas


a) Limit access and use of shared devices like photocopier machines, coffee machines,
microwaves oven and any other similar. To clean and disinfect such devices between
usage
b) To provide paper towels to avoid skin contacts to users for remaining touch points like
door handles
c) Limit use of common pens / paper for signing sheet to worksite (PTT, Toolbox,)
d) Remove door / door handles – Look at reasonable opportunities to remove them
e) Gloves to be worn whenever possible while on the worksite, but are treated the same
as bare hands in terms of minimizing unnecessary touching of anything on site and the
user’s face

8.3 Site Operation


a) The number of in persons meeting to be minimized. If required, meeting should only
involve key individual which shall be 10 people of fewer. Minimum social distancing
shall be maintained and meetings to be held in open space whenever possible
b) Worksite to be rearranged to reduce high-traffic areas and allow for the minimum
social distancing
c) Site team / ground crews to work in split/alternating shifts to avoid extensive
intermingling. Time gaps between shifts are highly encouraged
d) For work that must be done in proximity, workers are to wear additional PPE as
appropriate for the specific task in order to minimize the risk

e) Project teams to stagger break and lunch schedules to minimize the number of people
near one another
f) Work schedules are adjusted to provide time for proper cleaning and disinfecting as
required

8.4 Working Remotely


a) Upon any sign of potential outbreak, HOD shall plan a Work from Home (WFH) plan
to ensure work continuity
b) If the country declared restricted movement or the workplace become temporarily
inaccessible due to cleaning & disinfection, HOD must implement WFH plan
c) If work is required to continue, resources shall be arranged and allocated to allow
work front to progress after disinfection procedures are completed.

8.5 Communication and Awareness


a) To display clear signage at entry points to the construction site
b) Sub-contractor to outline commitment to maintain health and safety measures during
health crisis with relevant updates from authorities

8.6 Social Distancing for Workplaces


a) Encourage employees to stay home and notify HOD when sick
b) If employee develop symptoms at work, avoid contact with fellow employees and
inform HOD (for screening / home surveillance
c) Encourage staff to telework when feasible
d) Encourage no handshake policy
e) Increasing physical space between workers at the worksite and office (2 meters)
f) Staggering work schedules
g) Limit in-person meeting. If unavoidable, meeting should be short

8.7 Proper Hygiene & Sanitization


a) Proper hygiene can help reduce the risk of infection or spreading infection to others
- Wash hands often with sop and running water for at least 20 seconds, especially after
using the washroom and when preparing food
(Use alcohol-based hand sanitizer if soap and water are not available)
- When coughing or sneezing:
I. Cough or sneeze into a tissue or the bend (crook) of the arm, not the hand
II. Dispose of any used tissues as soon as possible - Avoid touching eyes, nose or
mouth with unwashed hands
- Use approved disinfectants when cleaning hard high-touch surfaces

- To ensure hygiene and sanitation measures of sites, office premises and CLQ is
properly maintained

8.8 Personal Protective Equipment
- All employees regardless of office based or site based to be provided with face mask /
surgical mask
- Usage of safety spectacles highly recommended as to prevent employees to touch their
eyes
- All procurement of PPE’s shall be subjected to DOSH-SIRIM standard and MOH (if
required)

9.0 CONSEQUENCES MANAGEMENT

Failure to comply with conditions stipulated in this SOP is a serious violation with which
Consequence Management proceedings will take place.
