Dear Valued Business Partners,

This letter supersedes our letter released dated 13 May 2020.

In relation to MDC’s preparation for the resumption of construction activities, cognizant of the
continued threat of COVID-19 infection and transmission, and mandatory compliance to various
guidelines set by supervising government agencies, all subcontractors are required to strictly comply
with the following;

A. Compliance to measures, protocols and policies. MDC will be implementing several measures,
protocol and policies at the project site which all subcontractors should strictly comply. These
measures, protocols and policies (“MDC Guidelines”) as of May 15, 2020 are included in the
following documents (copies of which are attached to this letter):

2. MDC Guidelines on ARK Testing.
3. SCA SUPPLEMENTARY ISSUANCE in relation to Article 13.3

B. Administration of rapid tests. All subcontractors’ personnel and workers must accomplish the
Case Decision Form (CDF) and should undergo COVID-19 Rapid Anti-body Test (“Rapid Test”) and
cleared by accredited medical practitioners before being allowed to enter the construction site.
For ease of reference, copy of CDF is attached to this letter.

Rapid test and CDF procedures are outlined in the attached references. Rapid test will be
repeated at required frequency based on the attached MDC Guidelines. We wish to clarify that
the effectiveness of rapid tests is limited to the declarations of the DOH accredited
manufacturers.

MDC can provide to the subcontractor the initial rapid test kit including the administration of
the test. For avoidance of doubt, MDC’s provision and administration of rapid test should not
relieve the subcontractor from the responsibility of ensuring compliance of their personnel and
workers to all conditions contained in all of the attached MDC Guidelines. However, the
subcontractor has the option to procure their own test kits from DOH duly-accredited suppliers
and conduct their own test administration based on approved DOH guidelines. In both
instances, it is solely the responsibility of the subcontractor to ensure that the rapid test and
administration of the test are compliant with the attached MDC Guidelines.

C. Provision of barracks. Upon clearance based on the results of the rapid test and completion of
CDF procedures, all cleared subcontractors’ personnel and workers, should be housed in the
barracks complete with essential toilets, shower facilities, mess halls and all associated
amenities in the designated area inside the project premises . This is to avoid the risk of
infection from exposure outside the project premises. These barracks should be maintained
through proper housekeeping and regular disinfection.

D. Provision of Transport. All subcontractors must ensure all personnel and workers are safely
transported to the site to ensure no infection or transmission.
E. Submission of details of workers assigned to site. All subcontractors are required to submit the
details such as number of personnel and workers to be assigned and housed in the barracks for
ease of administration and implementation of rapid test beginning 18 May 2020.

We wish to emphasize that MDC including its subsidiaries and all its subcontractors are required to
strictly comply with all of the requirements stated in the attached MDC Guidelines and protocols. Any
breach on any of the conditions set out in the attached MDC Guidelines by any subcontractors’
personnel and workers would cause termination.

We will issue any revisions or amendment to these MDC Guidelines in the event there are changes in
the government policies, protocols and guidelines which they will impose for strict implementation. The
subcontractor shall ensure that all other updates, new guidelines which may be released by the
government within the duration of the Work shall fully complied without delay.
