The Government of the Philippines (GoP) through the Approved General


Appropriation Act (GAA) 2020 in the amount of Seven Million Three
Hundred Twenty Thousand Nine Hundred Sixty-eight Pesos and
Twenty Centavos (Php 7,320,968.20).

The name of the Project is Construction of Castillejos Fire Station,


Zambales.

12.1 (a) (i) Pursuant to GPPB Circular Number 07-2017 dated July 31, 2017,

particularly Item 4.1.1 thereof states:

Bidders may still submit their class “A” Eligibility documents required to
be uploaded and maintained current and updated in the PhilGEPS pursuant
to Section 8.5.2 of the same IRR, or if already registered in the PhilGEPS
under platinum category, their Certificate of Registration and Membership
in lieu of their uploaded file of Class “A” Documents, or a combination
thereof, in case the bidder opted to submit their Class “A” Documents, the
Certificate of PhilGEPS Registration (Platinum Membership) shall remain
as a post-qualification requirements to be submitted in accordance with
Section 34.2 of the 2016 Revised IRR of RA 9184.

Thus, bidders have the following option:

1. Submit the following Class “A” documents:

a. Registration Certificate;

b. Mayor’s/Business Permit or its equivalent document;

c. Tax Clearance;

d. Audited Financial Documents.

NOTE: The Certificate of PhilGEPS Registration (Platinum Membership)


shall be submitted during the Post-qualification.

2. Submit Certificate of PhilGEPS Registration (Platinum Membership)

NOTE: The valid Certificate of PhilGEPS Registration (Platinum


Membership) shall reflect the updated eligibility documents or Class “A”
documents.

OR

If the PhilGEPS Certificate (Platinum Membership) does not reflect the


updated Class “A” documents, submit Certificate of PhilGEPS Registration
(Platinum Membership) together with the updated documents.

12.1(a)(iii) A valid PCAB license or a valid Special PCAB license in case of Joint
Venture, and registration.

12.1(b)(ii.2) The minimum work experience requirements for key personnel are the

13.1(b) This shall include all of the following documents:

1) Bid prices in the Bill of Quantities;

2) Detailed estimates, including a summary sheet indicating the unit


prices of construction materials, labor rates, and equipment rentals
used in coming up with the Bid; and

3) Cash flow by quarter or payment schedule.

13.2 The ABC is Seven Million Three Hundred Twenty Thousand Nine
Hundred Sixty-eight Pesos and Twenty Centavos (Php 7,320,968.20).
Any bid with a financial component exceeding this amount shall not be
accepted.

16.1 The bid prices shall be quoted in Philippine Pesos.

17.1 Bids will be valid 120 Calendar Days reckoned from the date of opening of
the bids.

18.1 The bid security shall be in the form of a Bid Securing Declaration or any of
the following forms and amounts:

1. The amount of not less than Php 146,419.36, if bid security is in cash,
cashier’s/manager’s check, bank draft/guarantee or irrevocable letter of
credit;

2. The amount of not less than Php 366,048.41, if bid security is in Surety
Bond.

18.2 The bid security shall be valid for 120 Calendar Days from the date of bid
opening.

20.3 Each Bidder shall submit one (1) original and one (1) copies of the first and
second components of its bid.

single lot and the lot shall not be divided into sub-lots for the purpose of
bidding evaluation and contract award.

non-extendible period of five (5) calendar days from receipt of notification:

a. ITR for CY 2019, Business Tax Returns filed through eFPS within the
last six months preceding the date of bid submission;

b. Valid and current Certificate of PhilGEPS Registration (Platinum


Membership) if the bidder submitted Class A documents during the opening
of bids; and

c. BIR Registration Certification which contains the Taxpayer’s


Identification Number.

31.4(f) List of additional contract documents required:

a. Duly signed construction schedule and S-curve;


b. Duly signed manpower schedule;
c. Duly signed construction methods;
d. Duly signed equipment utilization schedule;
e. Duly signed construction safety and health program approved by the
Department of Labor and Employment; and
f. Duly signed PERT/CPM.
