Introduction

The Ministry of Health (MOH) has received a grant from the US Centers for Disease Control and Prevention
(CDC) Cooperative Agreement (CoAg), a strategic mechanism of the United States Government (USG) to
implement activities in line with its mandate to strengthen the technical capability of the MoH in support of the
public health response to HIV/AIDS and through health systems and provide s spillover effect within the broader
PHC services and impact other public health threats. CDC will be supporting key Human Resources that are
expected to enhance the MoH leadership functions in response of the national response and manage other grants
to the MoH. The staff to be recruited under this grant will be contracted by the MOH. The contracts are for one
(1) year renewable subject to availability of funds and satisfactory performance of the staff. Applications are invited
from suitable qualified Ugandans to the fill the position below.

Job title: SENIOR OFFICER- INFECTION PREVENTION $ CONTROL (2)

Reports to: Head Community Health Department

Purpose of the job: Supporting implementation of policies and programs for effective IPC programing,
implementation by heightening IPC measures and preventing exposure to potentially
infectious medical waste and body fluids by mitigating and responding to infections as Post
exposure prophylaxis for HIV, TB, Hepatitis B, SARS CoV-2 resurgence, epidemic as Cholera
outbreaks, imminent Viral Hemorrhagic Fevers (VHFs) like Ebola Based at regional referral
hospital.
Duties and Responsibilities:
• Working with the national IPC program officer to ensure that all districts and health
facilities have an IPC focal person, an IPC team comprising of both doctors, midwives
and nurses ensure IPC Committee are working.
• Ensuring that the IPC team at each facility meets every week, IPC committee meets
monthly and have minutes recorded and submitted to him/her
• Ensuring the facility tailored IPC protocols are in-line with the national and international
IPC guidelines.
• Ensuring that the relevant IEC materials on IPC are conspicuous in all work stations in
the regional referral hospitals, general hospitals and health facilities.
• Ensuring that all the staff are trained in occupational health and safety.
• Ensuring lofty antibiotic stewardship practices in all health facilities in the region.
• Ensuring the HAI subcommittee performs quarterly facility tailored HAI surveillance in
all facilities in the region.
• Ensuring adherence to the tenets of waste management by the staff in all health facilities
in the region.
• Ensuring that there are adequate IPC materials for implementation of IPC measures for
catheter-associated blood stream infections and urinary tract infections.
• Participating in writing meetings to update/develop national IPC guidelines and SOPs in
collaboration with the national IPC teams.
• Monitoring implementation of multimodal IPC strategies in the regional referral hospital
and lower facilities.
• Collaborating with the hospital management hierarchy to ensure optimal bed spatial
separation, bed occupancy and workload distribution for the facility staff.
• Collaborating with the management and regional partners to ensure optimal utilities,
supplies and equipment for WASH.
• Implementation of activities focused on increasing accessibility to quality PEP by eligible
clients and follow up
• Performing other tasks as assigned from time to time by the responsible Officer.

Qualifications MBChB or Bachelor of Medical Laboratory Technology/Science or A Bachelor's Degree in


Nursing or any related field.
Master’s in Public Health (Infection Control), Master of Medicine, Pathology
(Microbiology), Masters of Medical Microbiology or any other MSc qualification relevant
infection prevention and control.
Up to date practicing license from the relevant professional bodies like UNMC or UMDP.
Training in Management and experience in teaching will desirable.
Three (3) years working experience in a facility that provides tertiary health care services.

Job Purpose: • Providing curative and preventative health care services.

Duties and • Participating in diagnosis, treatment and management of patients.
Responsibilities: • Evaluating patients and referring them for specialized health care.

Job Title: • Regional Quality Improvement Advisor (2)
Reports To: • Head Of Community Health

Job Purpose: • Planning and implementing Quality Improvement strategies for health care and service
provision for Regional Referral Hospitals.
Duties and 1. Providing technical support to the Regional Referral Hospital to institutionalize Quality
Responsibilities Improvement including:
a) Participating in drafting, approval and dissemination of Quality Improvement
guidelines.
b) Ensuring the formation and implementation of Quality Improvement
Committees and Teams at Regional, District and Lower Health Facilities.
c) Providing technical support in the coordination of Quality Improvement
Activities in liaison other Implementing Partners in the Region.
d) Advocating and mobilizing resources of Quality Improvement for the Region.
2. Developing and implementing Quality Improvement Work Plans including:
a) Providing technical support in development of QI Work plans and budgets.
b) Supporting the development of Quarterly Quality Improvement Action Plans.
c) Providing technical support to the Regional, District Quality Improvement
Committees and Lower Health Facility Quality Improvement Teams through
coaching, supervision and mentorship.
d) Identifying training needs within the Region and participating in Quality
Improvement Capacity Building for health workers in the Region.
3. Monitoring and Evaluating Quality Improvement activities including:
a) Ensuring consolidation of Quarterly Regional Quality Improvement Reports
with those of the Ministry of Health.
b) Providing guidance and technical support during quarterly regional learning
sessions and performance reviews.
c) Maintaining updated database on trainings in the iHRIS and other relevant
databases.
d) Convening stakeholder’s meetings.

Job Purpose: • Keeping records and information on patients, retrieving them for Clinicians and
Researchers and ensuring confidentiality and safety.
Duties and • Retrieving clients file for clinical consultation and arranging files in a logical way.
Responsibilities: • Transferring data from paper formats into computer files or database systems
• Verifying data by comparing it to source documents.
• Updating existing data. i.e. PRE ART and ART registers.
• Retrieving data from the database or electronic files as requested.
• Performing regular backups to ensure data preservation.
• Sorting and organizing paperwork after entering data to ensure it is not lost.

Responsibilities: • Liaising with Police, Home Care Centres and other stakeholders and providing for the

welfare.

Duties and • Supporting targeted risk-based HIV testing at different care entry points of the facility.
Responsibilities • Supporting formation of family Support Groups or Peer support groups (adolescents
and discordant couples).
• Supporting health workers to prepare for client visits
• Supporting Linkage and Retention of HIV positive clients identified at all care points
including outreaches, TB care point, teenage centers, VCT/PICT to receive HIV care.

• Providing support in the management of non-suppressed clients.
• Following up of clients who miss visits by more than a week using telephone or home
visits if they live within your area of residence.
• Linking up with the other community resources to follow up clients e.g. through VHT
or community based organizations.
