Enabel in Uganda
The Belgian development agency – Enabel implements and coordinates the Belgian
development policy. It also works for other national and international partners. The
organisation has been active in Uganda for more than 20 years, supporting the
government in its development agenda in various sectors: environment, health,

2023 – 2027 Enabel in Uganda Portfolio
Enabel and the Government of Uganda have received funding from the Government
of Belgium and the European Union to implement a new 5-year country portfolio
(2023 – 2027) targeting Rwenzori/Albertine, West Nile, Busoga and Central regions.
The overall objective of the programme is to ensure that young people especially
young women develop into active, economically independent citizens in a sustainable
society that respects human rights and ensures quality basic services. This will be
achieved through two pillars.
The first pillar focuses on providing young people, especially young women, with the
right vocational skills and genuine opportunities to generate an income and
contribute to the economy through sustainable decent work. This objective will be
pursued by addressing barriers both from the supply-side (employability) and the
demand-side (jobs and entrepreneurship). Pillar one projects called “WeWork” will
follow an economic sector logic approach, with a focus on specific value chains in
agriculture and the green economy.
WeWork will ensure that
i) Technical and Vocational Education and Training (TVET), agriculture and the
green economy are better promoted as employment pathways; ii) The provision of
skills development is more equitable, qualitative, innovative, and demand-driven for
increased employability; iii) Work-ready youth have increased access to general
employment services that connect them with decent work employers; iv) Vulnerable
youth, including women, have increased access to entrepreneurship promotion and
support to set up small businesses; v) Selected enterprises are supported to engage in
sustainable development for green growth and decent jobs; and vi) The development
of selected value chains in agriculture and green economy is improved.
Pillar two aims to ensure that the rights to safe and quality education and healthcare
are more transparently ensured especially for the most in-need populations such as
children, women, girls, as well as refugees and host communities. This pillar is divided
into three projects namely; education (WeLearn), health (WeCare) and nursing
training (WeTrain4Health).
WeLearn will support lower secondary education through: ensuring that
households, communities and adolescents are aware of, demand access to, have
equitable access to and complete a quality, inclusive lower secondary education.
Secondly, the local education officials, school leaders and teachers will be supported
to be able to provide an increased range of quality education services and resources,
more equitable and inclusive learning environments, and higher quality, more
relevant teaching and instruction for secondary students. To achieve this, the project
intends to provide holistic support to secondary schools through creating a safe and
gender-sensitive learning environment (appropriate infrastructure), provision of
equipment, improving the skills of teachers through continuous professional
development (CPD). Lastly, WeLearn will strengthen local government and governing
structures to promote more participatory and accountable education management
and leadership, that is inclusive of socially excluded groups including girls, refugees,
and people living with disabilities.
WeCare will provide multidisciplinary support to communities and schools to make
informed decisions about their health, work towards healthy lifestyles and to advocate
around health issues and defending health rights. Secondly, the quality of health care
and the chain of emergency referral will be strengthened from community up to
regional level. This will be through direct support to the referral services of different
health institutions (selected HC III and HC IV) to the regional hospital. It will address
challenges of quality of care due to lack of essential medicines, supplies, equipment,
and infrastructure. Thirdly, the capacities of the district health office, health managers
and local authorities will be reinforced in relation to stewardship, participative
leadership, coaching and supervision style. Lastly, community engagement in the local
health system will be reinforced by boosting the organisation and initiatives of
existing community platforms and interfaces.
WeTrain4Health will support Nursing and midwifery schools to deliver quality
teaching through both “soft” components like pedagogical and institutional support,
as well as infrastructure.
Duties form: Logistics Officer
Generic function of reference: Procurement and Logistics Administrator

The Procurement and Logistics Officer manages small purchases, supports the
technical team in procurement processes of small purchases, liaising with colleagues
in the contract service center and contract management and is responsible for all the
Logistical aspects such as the operational management of buildings, vehicles and
equipment transportation of goods and people, exemptions, fleet management and
mission orders of drivers.
Major Roles and Responsibilities:
Put in place procurement procedures and be responsible for good price applications in
order to have equipment and services that are adapted to the needs of the Project
safely available.
Main Tasks:
• Manage the procurement of goods and services below the threshold of 2500
EURO from beginning to the end;
• Make the link between the contract service center and the intervention as
regards the purchase of goods and services above 2500 Euro ensuring proper
filing of contracts and liaising with the intervention team for the appropriate
implementation of the tenders;
• Propose necessary rationalisation and cost-reduction measures, identify and
participate in the development of framework contracts in view particularly to
limit the number of pro-formas being requested; carry out comparative
analysis with process of reference;
• Explore the market and establish contacts with suppliers or potential suppliers;
• Advise and support the management in implementing the supply policy and fix
cost optimisation, quality and deadline objectives;
• Identify, anticipate and manage supplier risks;
• Define the control points to optimise internal control of the Procurement chain
and contribute to cost budget control to ensure the transparency of the
Procurement process, and respect for the policies;
• Organise the transportation and dispatch of the good and services procured to
the rightful destination;
• Co-ordinate and provide guidance in the procurement of services. Supplies and
works;
• Manage and update the database of service providers, update the list of the
third-party suppliers and co-ordinate their assessment/evaluation;
• Ensure timely submission of invoices and payment of suppliers.
2. As In-charge of Inventory and Assets (20%)
Ensure proper maintenance of office inventory in order for equipment including
communication systems function correctly and to guarantee a suitable working
environment.
Main Tasks:
• Ensure that computers, air conditioners, copiers, power generators etc…work
well by ensuring regular maintenance of equipment and offices where
necessary via framework contracts as well as reporting any technical problems
to the responsible authorities;
• Be the contact person with the property owner for repairs to the office
premises;
• Take lead in preparing and updating the project inventory list of assets and
ensuring that all assets are insured on time;
• Assist in the application of lease conditions regarding repairs, damage or
negligence;
• Ensure that the building and Project vehicles are maintained continuously and
in accordance with all Health and Security requirements;
• Raise awareness and advise staff on how to use office supplies;
• Ensure the optimal management of office stock and inventory;
• Carry out subscription formalities for electricity, water, telephone services and
ensure they are in good use.
• Plan and organize the transport of people and goods;
• Monitor the fuel supply and consumption of project vehicles ;
• In liasion with the Logistics Coordinator, schedule and follow-up on the
maintenance of project vehicles and update the tracking file;
• Manage vehicles’ insurance for Enabel in Uganda ;
• Supervise a team of drivers;
Result Area 3: As In- charge of Registration (15%)
Submit requests to customs, etc… for the claiming of materials and equipment in
order for the projects to be able to dispose for the goods as soon as possible and to
avoid having to pay unnecessary fines.
Main Tasks:
• Submit the request for approval to the authorized signatories in order to use
the most suitable procedure for collecting imported materials and equipment;
• Be in-charge of all regulations and registration requests in accordance with
applicable procedures;
• Take the necessary measures to facilitate the work of forwarding agents;
• Supervise the temporary import procedures of materials and equipment;
• Ensure that each vehicle has all the necessary documents to circulate in
accordance with country legislation (registration documents, appropriate
license plates…etc. and renew these documents or permits where necessary;
• Be responsible for the restitution of documents such as license plates to the
competent authorities as appropriate;
• Ensure that (imported or local) procurement is in accordance with the specific
tax arrangements or agreements;
• Analyse monthly fuel reports shared from the fleet monitoring firm in
correspondence with Total Invoices;
• Update the exemption monitoring and stock management records.
