Project Title:

Transparent Utilization of
MOOE Procurement

PROJECT DESCREPTION
Large and efficient bureaucracies require not only efficient internal
asset, legal, finance and procurement management processes and systems,
but they also need to be responsive, automated, and continually improving.
BAC member, performance management, and quality assurance units must
be properly equipped and trained to generate, and record trustworthy, data
that can be shared both vertically and horizontally within the system.
In addition, guidelines on customized procurement for selected major
programs general management and supervision is composed of
identification, and assessment of services, infrastructure, and other
resources to be availed through contract, implementation of a contract
management system, conduct a capacity building for procurement officers,
BAC member and TWG on the standard procurement process, monitoring
the procurement process, creation of supplies registry, capacity building of
schools on transparency mechanism, submission of requirements and
documents for the procurements process and filing purposes, the conduct of
hands-on and coaching in PHILGEPS registration for those suppliers who
are not yet registered, revisiting the guidelines on the procurement of
selected major programs, the conduct of capacity building on the guidelines
of customized procurement for selected programs implementation and
monitor the implementation of customized procurement for selected
programs.

Rationale:

Apparently, the significance of transparency is given prime importance


by the government as people wanted to ensure that public funds are
properly utilized for what it is intended for, that is, public service. The
challenges in accountability and transparency in managing school finances
are still experienced by most public schools. When the internal and external
stakeholders have no clue of the school’s finances, or if the actual utilization
of the school MOOE is not disclosed to staff or parents, pressure would
build up which may result in conflicts, doubts or serious administrative
complaints. All stakeholders wanted to be guaranteed that public funds are
properly utilized for what it is intended for – the PUBLIC SERVICE. It is for
these reasons that public elementary and secondary schools are required to
post information on the sources, intended use and actual utilization of
school funds in the Transparency Board that must be publicly accessible
and updated every three months as mandated by Republic Act 9485 (Anti-
Red Tape Act of 2007). To prevent the conflicts and doubts Bagor
Elementary School make a program to insure the transparency of the
utilization of MOOE procurements.

Objectives:
To enhanced transparency as to the utilization of School MOOE and
financial accountability.

Source of Fund: Funding source is from MOOE

Beneficiaries:
The target beneficiaries for procurement of this project are the Bagor
Elementary School Teaching staff, BAC Members.

Expected Institutional Outcomes and Impact:

Having transparency of the MOOE procurement can lead to the following


outcomes:

1. Make resources available for the delivery of quality education, to cater


to learners' needs, to support teachers, and to strengthen school-
based management.
2. To procure school supplies and other consumables for teachers and
students deemed necessary in the conduct of classes.
