Prime Health Response Initiative Formerly known as Hygeia Foundation is implementing Global Fund to fight AIDS, TB and
Malaria, (GFATM) Project under the New Funding Model implementation in 5 states as Sub-recipient (SR) under the Family
Health International (FHI360) who is the Principal Recipient (PR) for HIV/AIDS component of the Global Fund.
PHRI is charged with the responsibility to provide Treatment Adherence, Care and Support services to clients in all Global Fund
supported facilities in 5 States which are Osun, Ondo, Oyo, Ekiti and Ogun states.
To strengthen our operations and interventions in the country, we are seeking qualified candidates for the position below:

Job Title: Technical Officers (Laboratory Services)


Project: Optimizing HIV Investment for Impact

Job Summary:
Technical Officer (Laboratory Services) provide technical and programmatic support to implement FHI 360/GF high quality
laboratory services of HIV/AIDS, PMTCT, TB, HCT and other services within state of assignment and L.G.A. level including
adherence to good clinical laboratory practice (GCLP), National policies and guidelines. S/he also is responsible for providing in
addition to Laboratory Services in HIV service delivery in the state; i) monitor the infection prevention and control practices at
the supported ART and PCR labs, and (ii) provide real time support. S/he will be domiciled in a state within the 6 geopolitical
zones and ramp up/ support the set up and maintenance of IPC practices in supported laboratories to prevent exposure of
facility staff to COVID 19 consequent upon their jobs. In the PMTCT catch up plan states (Edo, Delta, Borno, Benue, Imo and
Anambra states), s/he will serve as a roving EID sample collector in hard to reach areas.

Relationship: National Office team and Zonal officers.


Job description /Role and responsibility
• To provide technical laboratory oversight to all laboratories involved with the implementation of PHRI program
activities through mentoring and monitoring of all laboratory activities so as to ensure that the laboratory
personnel carry out their duties correctly and with the highest professional ethics and standards
• Provide technical support to all PHRI supported medical laboratories through the conduct of periodic laboratory
quality assurance and monitoring of quality improvement activities so as to ensure that results generated from
such laboratories are reliable and accurate.
• Collaborate with Central logistician to ensure that an effective logistic management of laboratory RTKs,
consumables, reagents and other commodities to all PHRI supported facilities for smooth uninterrupted
laboratory support to program implementation.
• To provide technical support and training of all laboratory staff (new and old) through hand-on mentoring on
the use of all supplied laboratory equipment to ensure proper handling for best results
• To conduct periodic capacity building activities through training, mentoring, coaching and supportive
supervision for enhanced competency of facility laboratory staff to improve quality of laboratory services
• Mentoring Pharmacists and Lab Scientists on LMIS in all existing sites.
• Collating and reporting LMIS bi-monthly for all existing sites and sending to the central office at agreed intervals
• Writing logistics program activity reports at state level.
• Attending and contributing in procurement and supply management meetings at state level.
• Taking part in state monitoring and supportive visits (MSV) to all existing sites
• Updating the inventory of commodities, equipment and tools in all existing sites in the state on a monthly basis.
• Perform quality assurance test on commodities in sites at regular intervals.
• Ensure the proper filling of consumption, delivery and stock data in all registers and forms at site level
• Any other duty that may be assigned.

Key Performance Indicators/ Performance Goals:


• Ensure mentoring activities are carried out to staff of facility weekly
• Conduct Laboratory Quality assurance monthly
• Ensure requisition of bimonthly laboratory and logistics consumables with delivery reports
• Ensure Laboratories Lab maintenance schedule are followed with the sites filling their Log forms daily. Seek and Report
on- time faulty machines
• Capacity building activities reports are conducted monthly
• Ensure all EID and other samples are sent to reference Labs weekly. Collect report weekly and give feedback to the
facilities.

Qualification
• Medical laboratory scientist with Bachelor’s degree in medical laboratory sciences with a minimum of 1 year post
national youth service experience in laboratory services on laboratory management of HIV/AIDS with provision of
PMTCT, TB and PEPFAR program.
• Medical laboratory scientist a bias for infection prevention and control (IPC) especially experience working in a BSL 3
laboratory/ practices (previous work on highly infection organism laboratory like Lassa, MDR-TB, Ebola etc.).
• Certification / license to practice as a medical laboratory scientist is a plus. Familiarity with Nigerian public sector
health system and NGOs and CBOs is highly desirable.
• Minimum of 1-year Post graduation/NYSC Experience is desirable
• Analytical Skills
• Good knowledge in HIV data management
• Ability to carry out data analysis.
• Willingness to travel at short notices
