The NOSA Five Star

System
NOSA has conducted extensive research to establish the causes and consequences
of accidents and incidents. It has been proven that no matter the type of industry,
the causes are common in most cases. The use of a structured system, which
identifies these root causes, makes it simpler to reduce the risks in these areas
before an incident takes place.

Every industry has similar risks, even if their operation or products are different.
20% of the risks give rise to 80% of the problems. For example, all industries use
electricity to operate machines and provide lighting. All industries use moving
machinery. Every workplace and home have fire risks. When any big project is
broken down into small steps, each step can be managed well, and as part of the
whole. Grouping together hazards that are alike, or that are found in the same
environment, is a way of making sure that the inspection systematically covers all
aspects and that nothing is left out.

A structured system or procedure is the most effective way to manage a variety of


functions, responsibilities, procedures and critical issues. NOSA has a proven track
record about an easily managed system to care for OHS/HSE issues.

This system is divided into different areas, which are, in turn, divided into specific
risk issues. The nature of the system means that everyone can contribute equally
within their level of scope and authority. Furthermore, the system allows for
almost instant evaluation and measurement of progress. It also provides the
means to identify areas which need remedial action. The action required can be
prioritised after discussion with the appropriate responsible and competent
persons. The NOSA Five Star Systems consists of 76 elements in five sections.
These elements provide a framework on which to build an effective risk based,
operational risk management system.
