The article XIV of the 1987 Philippine Constitution


EDUCATION, SCIENCE AND TECHNOLOGY, ARTS, CULTURE AND SPORTS

In order to understand the legal bases of professionalizing teaching in the Philippines, we


need to study the constitutional basis of Philippine education. This article shows that the country
recognize the importance of education, science and technology, cultural development, sports and
wellness of its people. The article XIV has 19 sections. It states the rights of all citizens to have a
quality education and make education accessible to all. Focuses on the education system from
preschool to tertiary, the state also provide financial assistance to deserving students. The state
shall also provide all the content in the curriculum that endures the values, knowledge and skills
that needs to be improved and emphasized. All educational institution shall be owned solely by
the citizens of the Philippines. It also highlights the academic freedom of every students
especially in tertiary education to freely choose their profession or field of study. This article also
promoting Filipino as the national Language and as a medium of instruction, another is giving
importance to the other foreign languages. It focuses on the science and technology in the
Philippines, because it is important in the innovation of Filipinos. Moreover, the country shall
recognize and promote the rights of cultural communities to their own education, their traditions,
beliefs and cultural practices. In addition, the country shall foster the development of sports
programs and physical fitness for the well-being of the Filipino people.
Overall, the Article XIV of the 1987 Philippine Constitution emphasizes the importance
of education and the development of various fields for the well-being of the Filipino people.
Reaction:
It is the Rights of the school to set high standards of efficiency for its teachers since quality
education is mandate of the Constitution. It enables us to have justice and live a beautiful life. It
helps us to know our limitations and the right things we should do in order for us to become a
good citizen.

B. Republic act 232

AN ACT PROVIDING FOR THE ESTABLISHMENT AND MAINTENANCE OF AN


INTEGRATED SYSTEM OF EDUCATION

The Education Act of 1982, also known as Batas Pambansa Blg. 232, is a significant law in the
Philippines that governs the educational system of the country. The law recognizes and upholds
the right of all citizens to quality education and promotes equal access to educational
opportunities regardless of gender, socioeconomic status, religion, or cultural background. The
educational system shall reach out to educationally deprived community. The law provides for
the development of an improved and relevant curriculum, focusing on the development of critical
thinking, communication skills, and ethical values. It also promotes the integration of Filipino
cultural heritage and the study of Philippine history. This act also value the rights of all school.
Another, is that they give coverage to those persons or groups that are associated with the
institution such as Parents, Students, and school personnel and of course the school or the
institution. This Education Act of 1982 also gives value to the participation of the community.
They provide establishment for them through which the members of the educational community
may discuss some relevant issues. The chapter two of this law is about the rights of parents,
students and school personnel including the right to free expression of opinion and suggestions,
the right to be provided with free legal service by the government office, the right to join,
establish and maintain labor organizations and the right to be free from involuntary contributions
except those imposed by their own organizations. The content of chapter 3 is about Duties and
obligations of parents, students, teachers, school administrators as well as the non-teaching
personnel. The educational system also support Formal education in elementary, secondary and
tertiary. Also, in this article it recognizes their responsibility in Specialized Educational Services,
the establishments of schools, the internal organizations of school and school finance and
assistance.
Reaction:
I believe that the Republic Act 232 serves as a reminder of the continuous need for adaptation,
innovation, and collaboration to address current and future educational challenges and ensure
that all Filipinos have access to a quality education that prepares them for a prosperous future.

C. Republic Act No. 7836, December 16, 1994


AN ACT TO STRENGTHEN THE REGULATION AND SUPERVISION OF THE PRACTICE
OF TEACHING IN THE PHILIPPINES AND PRESCRIBING A LICENSURE
EXAMINATION FOR TEACHERS AND FOR OTHER PURPOSES

Republic Act 7836, also known as the "Philippine Teachers Professionalization Act of 1994," is
a law in the Philippines that governs the professionalization and regulation of the teaching
profession in the country. The article 1 provides the statement of policy, objectives and
definitions of important terms used in the law. It recognizes the vital role of teachers in nation-
building and development through a responsible and literate citizenry. The law aims to
professionalize the teaching occupation by setting standards, qualifications, and licensing
requirements for teachers. In article II it discusses the composition and functions of the board for
professional teachers. It also includes necessary qualifications of the members of the board. It
establishes the Professional Regulatory Board for Professional Teachers, which is under the
supervision and administrative control of the Professional Regulation Commission (PRC). The
board is responsible for the implementation and enforcement of the law's provisions. The law
mandates the conduct of a licensure examination for teachers, known as the LET. Passing the
LET is a requirement for individuals who wish to be employed as teachers in public and private
schools in the Philippines. In Article III it explains the examination and registration rules and
procedures. Also, it outlines the qualifications and requirements for individuals who want to take
the LET, including the educational attainment, citizenship, and other criteria set by the
Professional Regulatory Board for Professional Teachers. The Republic Act 7836 encourages
teachers to engage in continuous professional development activities to enhance their knowledge
and skills.

D. Republic Act 9293
AN ACT AMENDING CERTAIN SECS OF REPUBLIC ACT NUMBERED
SEVENTY-EIGHT HUNDRED AND THIRTY-SIX (R.A. NO. 7836), OTHERWISE
KNOWN AS THE “PHILIPPINE TEACHERS PROFESSIONALIZATION ACT OF
1994”

The "Philippine Teachers Professionalization Act of 2004" is governed by Republic Act


7836, not Republic Act 9293. Section 15, (e) (3) of Republic Act No. 7836 is the
qualification Requirements of applicants it states that no applicant shall admitted to take
the examination unless, on the date of filling of the application, shall have complied.
They must have a degree in Early Childhood Education (BECED) for teachers in pre-
school. Bachelor’s degree in elementary education (BSEED) for teachers in the
elementary grades. A Bachelor’s Degree in Education with a minor and major or a
Bachelor’s Degree in art and Sciences with at least 18 units in professional education for
Secondary Teachers. And a Bachelor’s Degree in the field of specialization or its
equivalent with at least 18 units in professional Education for teachers of vocational and
two-year Technical courses. SEC 2. Section 26 is the registration and Exception it state
that No person shall engage in teaching and/or act as a professional teacher as defined in
this Act, whether in the preschool, elementary or secondary level, unless the person is a
duly registered professional teacher, and a holder of a valid certificate of registration and
a valid professional license or a holder of a valid special/temporary permit. This section
also states that those who have failed the licensure examination for professional teachers,
with a rating of not lower than five percentage points from the passing general average
rating, shall be eligible as para-teachers upon issuance by the Board of a two-year special
permit, renewable for a non-extendible period of two (2) years. The para-teachers shall be
assigned to areas where there is a shortage or absence of a professional teacher, as
identified and provided by the Department of Education and the Autonomous Region for
Muslim Mindanao (ARMM) education department to the Board for professional teachers
and to the Commission. The special permit shall indicate the area of assignment of the
para-teacher. In Sec. 3. Section 31 of the same act is a Transitory Provision. Sec. 4.
References to the term “Department of Education, Culture and Sports”, in section 4 (a)
and section 25, and the term “DECS” in section 20, of the same Act, are hereby amended
to read as “Department of Education” and “DepEd”, respectively.

Reaction:
It is important to set standards for teacher licensure, promoting continuous

E. Republic Act 10533 “Enhanced Basic Education Act of 2013”


AN ACT ENHANCING THE PHILIPPINE BASIC EDUCATION SYSTEM BY
STRENGTHENING ITS CURRICULUM AND INCREASING THE NUMBER OF
YEARS FOR BASIC EDUCATION, APPROPRIATING FUNDS THEREFOR
AND FOR OTHER PURPOSES

Republic Act 10533, also known as the "Enhanced Basic Education Act of 2013" or the
K to 12 Law, is a significant education reform law in the Philippines. It was enacted to
enhance the country's basic education system and align it with international standards.
The law mandates the inclusion of a universal kindergarten program as the starting point
of formal education. They implements the K to 12 program, which adds two additional
years to the country's basic education system. It extends the curriculum from ten years
(six years of elementary and four years of high school) to twelve years (kindergarten, six
years of elementary, four years of junior high school, and two years of senior high
school). The law introduces a two-year senior high school program, which provides
students with specialized tracks or strands that they can choose based on their interests,
aptitudes, and career aspirations. The SHS program aims to equip students with skills that
will prepare them for higher education, employment, or entrepreneurship after
graduation. Republic Act 10533 promotes the use of the students' mother tongue or

provides educational opportunities for out-of-school youth and adults who were not able
to complete formal basic education. It addresses the need for additional classrooms,
libraries, laboratories, and other educational facilities to accommodate the expanded basic
education system. It also allocates resources for the acquisition of instructional materials
and technologies. Overall, The Enhanced Basic Education Act of 2013 (Republic Act
10533) aims to improve the quality of education in the Philippines by extending the
duration of basic education and implementing various reforms to better prepare students
for higher education, employment, or entrepreneurship.

Reaction:
R.A 10533 is a great help to the education system of the Philippines. The implementation
of the K-12 Curriculum has been a great help because the child's intelligence has been
cultivated.
F. Republic Act of 4670 June 18, 1966
The Magna Carta for Public School Teachers

Republic Act 4670, also known as the "Magna Carta for Public School Teachers," is a
law in the Philippines that outlines the rights and privileges of public school teachers.
Enacted in 1966, this law recognizes the important role of teachers in society and seeks to
protect their welfare. This law is very important in the history of the teaching profession
in the Philippines because it aims to promote the social and economic status of public
school teachers, their living and working conditions, their terms of employment and
career prospects in order that they may compare favorably with existing opportunities in
other walks of life, attract and retain in the teaching profession. This law also upholds the
academic freedom of teachers, allowing them to pursue intellectual inquiry, critical
thinking, and creative expression within the bounds of the law. It enumerates the rights
and responsibilities of public school teachers, including the right to self-organization,
collective bargaining, due process, and freedom of expression. It also emphasizes their
responsibility to maintain professional competence and ethics. The law establishes the
qualifications and standards for the appointment and promotion of public school teachers.
It ensures that teachers possess the necessary academic qualifications, teaching skills, and

Reaction:
As a future Teacher we should be aware and know our rights as a teacher. We should
know this rights not only for us to be aware and also for us to know our obligations and
duties and to fight for our own rights if needed. Magna Carta for teacher is not only about
our rights but also the qualification of teachers. For me the qualifications are important
because we cannot do our profession if we are lack of knowledge about the profession
that we are taking.

G. The Code of ethics for professional Teachers in the Philippines

Teachers are duly licensed professionals who possess dignity and reputation with high
moral values as well as technical and professional competence in the practice of their
noble profession, and they strictly adhere to, observe, and practice this set of ethical and
moral principles, standards, and values. The Code of Ethics for Professional Teachers in
the Philippines provides guidelines and standards that professional teachers are expected
to uphold in the practice of their profession. Professional teachers are expected to
demonstrate the highest standards of professionalism in their conduct, appearance, and
work ethic. They should exemplify integrity, objectivity, and dedication to the teaching
profession. Teachers should prioritize the well-being, welfare, and development of their
students. They should promote a safe, inclusive, and conducive learning environment that
respects the dignity, rights, and individual differences of each student. Teachers should
continuously strive for professional growth and development. They should update their
knowledge, skills, and teaching methods to provide quality education and meet the
changing needs of their students. They also need to maintain the highest standards of
honesty and integrity. They should uphold ethical principles and avoid any form of
cheating, dishonesty, or unethical behavior in their professional practice. Teachers should
value and respect the cultural, social, religious, and individual differences of their
students. They should promote understanding, tolerance, and inclusivity in the classroom
and foster a positive and supportive learning environment. They should establish and
maintain professional relationships with students, parents, colleagues, and other
stakeholders. They should uphold confidentiality, exercise fairness, and avoid conflicts of
interest or favoritism. Teachers should actively contribute to the improvement of
education and society. They should be advocates for quality education, social justice, and
the rights of students. They should also respect and uphold the laws, regulations, and

H. Continuing Professional Development Programs for Teachers

Continuing Professional Development is a lifelong learning process which aims to


enhance the competence of the professional by upgrading and updating knowledge and
skills for the profession as brought about by modernization, scientific and technical
advancements in the profession. Continuing Professional Development (CPD) programs
for teachers are designed to support their ongoing learning and development
throughout their careers. These programs aim to enhance teachers' knowledge, skills,
and instructional practices, ultimately improving student learning outcomes. These are
short-term, focused sessions that provide teachers with opportunities to learn about
specific topics or teaching strategies. Workshops and seminars can be organized by
educational institutions, government agencies, or professional organizations. Mentoring
and coaching programs pair experienced teachers with less experienced colleagues.
Mentors provide guidance, support, and feedback to help newer teachers develop their
skills and navigate the challenges of the profession. CPD has always been an important
activity for teachers. Teachers are always encouraged to attend CPD activities like
seminars, trainings, workshops, and conferences. Pursuing a graduate degree or an
advanced certification in education allows teachers to deepen their knowledge and
expertise in a specific area. Master's programs, doctoral programs, and specialized
