METHOD STATEMENT FOR ABC OVERLAY

1. SCOPE
This would consist of placing and compacting of dense graded aggregate in layers on a prepared sub-
grade, subbase, base or existing pavement in accordance with lines, levels, grades, dimensions and
cross sections.

Material

The material would be obtained from approved source according to the sub section 1701.3 (a)
and table 1701.5 of sub section 1701.3 (b) of SSCM.

4. METHODOLOGY

4.1 Procedures

1. ABC construction would be carried out after checking the underlying layer conforms to
the specified requirements.
2. Unevenness of thew surface and failures shall be corrected as required or as directed by
Engineer.
3. Where the base course is laid over a prepared sub grade or subbase, the surface shall be
brushed free of dust and extraneous matter and if required wetted before laying ABC.
4. Where an existing bituminous pavement layer is to be improved by addition of an ABC
layer, the existing surface would be scarified lightly (to make a rough surface to bond the
new layer) or tack coat shall be applied (according to the sub section 502 in SSCM),
before laying ABC.
5. The dense graded aggregate material would be placed, spread, broken down, watered and
compacted in accordance with the requirements of the specification.
6. The aggregate shall be spread without segregation over the prepared surface.
7. Thickness of any layer, when measured after compaction would comply with
requirements specified.
8. It shall be ensured that thickness of the compacted layer should be less than 75 mm
unless 8 -10 tone smooth wheel roller are used (If the compaction carried out by 8 -10
tone rollers maximum single layer thickness of 150 mm can be achieved). Otherwise the
required thickness should achieve with more than one layer of ABC.
9. Sufficient water must be added to facilitate compaction and would be added to the
material in successive applications by means of water bowser fitted with sprinklers.
10. The rolling should be done by a series of overlapping longitudinal passes of the roller
working from edge towards the centre, except on super elevated sections where the
rolling shall be progress from lower edge to the higher edge.
11. The field moisture content would be within 2% of the predetermined optimum moisture
content at the time of compaction.
12. If the material is too wet, it would be dried by aeration and if it is too dry the material
would be sufficiently watered prior to compaction.

4.2 Degree of Compaction

The sub-base would be compacted to not less than 100% of the maximum dry density of
the material as per BS 1377. (or ASTM D424 - 59)

4.3 Quality Control

1. Where the surface is high, it would be trimmed and suitably compacted to achieve the
tolerances.
2. Where the surface is low, the deficiency would be corrected by scarifying the existing
layer and adding fresh material.
3. The degree of compaction would be checked by field density measurements at the rate of
one test for every 500m2 completed sections of work.

4.4 Aftercare of ABC

1. Maintenance would include the immediate repair of any damaged or defects which may
occur as is necessary to keep the layer continuously intact.
2. Repairs would be done in such a manner that will ensure restoration to an even and
uniform surface and may involve scarifying, watering and re-compacting.
3. The prime coat would be applied over the prepared approved aggregate base course
according to the Method Statement (QA/MS-06/PT).

5. SAFETY PLAN

5.1 Site Staff and Labor

 Personal Protective Equipment (PPE) such as safety boots and helmets would be
provided with workers.
 All tools, plant, equipment and temporary facilities and all other items use to carry
out the work should be in a safe, sound and good condition.
 Working Radius: Mamoties and jungle clearing knife should have working space to
move freely without hurting other employees.
 Signalmen would be deployed if the work spaces disturb traffic flow in the main road.
A traffic supervisor would also be deployed to take responsibility over the traffic
control.
 First Aid Facilities: First aid facilities such as a first aid box would be made available
for in case of minor injury treatment.

5.2 Safety Control

a. All workers would be educated in the use of excavators and backhoes, such as the
excavator arm & bucket distance and buffer zone in order to prevent from injuries.
b. Signalmen would be deployed in order to alert workers and traffic on the road.
c. Operators would be thoroughly instructed to prevent pushing soil loads into the main
road area.

6.0 ENVIRONMENT CONTROL

a. Strict environmental compliance would be implemented with regard to disposal of any


demolished debris. The debris in question would be transported and dump in the disposal areas
as approved by the Engineer.
b. Disposable materials would not be dumped into streams or unauthorized areas.
c. Effort would be made to clean the affected road surface, i.e., brushed off, and washed off to
prevent from dust pollution.
d. Every effort would be made not to disturb prevailing surface water run off. In case of
prevailing surface water run off could be disturbed then investigation would be conducted to
find out proper irrigation channeling system.

7.0 SOCIAL ASPECT

a. Workers involved in construction in this area would be educated with regard to HIV/AIDS
prevention. Separate HIV/AIDS prevention education program would be conducted along with
Medical Officer of Health / Public Health Inspector.

b. Relevant authorities would be educated with regard to project affected people prior to start
work in these areas. Leaflets and other sources of education material with regard to
construction shall be distributed among the project affected people.

c. Every effort would be made to minimize the disturbance from the project.
d. If not convince to an affected person with regard to disturbances every effort would be made to
direct them to Residents Engineer for amicable settlement.
