Computer is one of the greatest technologies have been ever invented, it

contributes a lot for us humans to work more easier and faster. If you have some
skills about this creation of human, you are in advanced level in others in terms of
technology. So, the main purpose of this study is to assess the computer literacy
skills of the students as basis for tutorial manual, for them to understand more and
improve more their skills in computer.

This study used descriptive research design and a survey questionnaire with
twenty-six (26) students from grade 12 TVL-ICT programming, followed by data
interpretation and analysis. The result of the survey summarizes that many students
have a low percentage level of understanding and knowledge about debugging, but
most of them are agreed to have a proper training to develop their skills in
computer. The Tutorial Manual leaflet entitled (SSD) Seven Step for Debugging,
will help to figure it out what are the errors have of their computer and how to fix
it by themselves.

Having a knowledge and better skills in computer is important, it will help them to
find a better job, and a better future someday. Computer is not the way for us to get
more successful in life, but it is our skills that we have inside.

CHAPTER 1

THE RESEARCH PROBLEM

Introduction

In today's modern world, we are living in the digital era, and a technology like
computer is one of the best things ever invented in history. Many companies in today's
generation are more likely and wanted some employees who's expert and has a proficient
computer literacy skill, because it is also can be part of their foundation to build up more and
to have great success. According to Gool (2018) “South Africa’s overall ICT market is
expected to reach $21.4 billion (R248 billion) by the end of 2018, and $23.4 billion (R273
billion) by 2021, representing a compound average growth rate of 2.9%”. Computer literacy
skills is very important especially for some ICT students who needs the most exposure about
this technology, it is important that the students are computer literate not only because they
can use the technologies in their personal lives, but also those with computer literacy will
have greater opportunities in the work force as more and more careers require the use of these
different technologies. So, the researchers wanted to implement an assessment for Grade 12
TVL ICT programming students about their computer Literacy Skills, to know how far their
knowledge about computers and how to develop it, although the school has the materials and
equipment that they can provide for the ICT students, but since the pandemic hits us, the
students' performance level about computer does not really increase for the cause of less
equipment that can be use. “Of the many groups that would benefit from the development of
technological literacy, the most obvious is the formal-education community. As more and
more states move toward adopting technology-education standards for K-12 students”
(Meade and Dugger, 2004), the researchers wanted to assess them and giving a tutorial
manual guide, the basic needs they need to learn about this wonderful technology that may
help them for their future career. Hence, the researchers chose to study this topic, because the
students of TVL- ICT Programming needs to learn this computer skills and develop it, cause
of the pandemic these students never experience to enhance and gain more skills about
computer, therefore assessing their computer literacy skills may help them.
2

BACKGROUND OF THE STUDY

Computer literacy is the knowledge and ability of the students' using computers and
related technologies. Assessment of computer literacy skills measuring the student's
proficiency by using internet browser and different applications. Assessments will help
researchers to find out who is the beginner, expert and medium when it comes in computer
literacy skills in grade 12 programming students making tutorial manuals for beginner will
help them to enhance their skills in using desktop and applications.” Essential skills are the
basic skills that make it possible to learn basic other skills, this is a guide to help individuals
to learn basic practical computer skills needed for everyday living “(ES 2010-Practical
computer Use, Collier ,2011).” The ability to appropriately deal with modern information and
communication technology (ICT)—often referred to as ICT literacy—has become
increasingly important in everyday life (ETS [Educational Testing Service] 2002) and is
assumed to be key competence in the 21st century for successful participation in society
(Binkley et al. 2012; European Commission 2008; Fraillon et al. 2013). Lennon et al. (2003)
defined ICT literacy as “the interest, attitude, and ability of individuals to appropriately use
digital technology and communication tools to access, manage, integrate, and evaluate
information, construct new knowledge, and communicate with others in order to participate
effectively in society.” Not all TVL programming students have a same knowledge and
ability in using computers and application. Reasoning of insufficient material and Equipment.
The researcher conducts a study to help TVLICT programming students to enhance their
knowledge in using computers or different application.
3

STATEMENT OF THE PROBLEM

The study aims to determine the student’s computer literacy skills, Specifically, it sought to
answer the following:

1. What are the different skills that respondents can be considered as computer literate?

2. What is the level of Computer Literacy Skills of the respondents in terms of:

2.1 Basic Foundational Computer Literacy Skills

2.2 intermediate Computer Literacy and Competency beyond the foundational level
2.3 Proficient Computer Literacy and Competency beyond the intermediate level
3. What is the importance of Computer Literacy Skills in the respondents learning strategy?

4. What innovative tutorial manual can be proposed to address the result of the study?

SCOPE AND DELIMITATION

The main goal of this study is to assess the computer literacy skills of the students in
terms of basic foundational computer literacy skills, intermediate computer literacy and
competency beyond the foundational level, and proficient computer literacy and competency
beyond the intermediate level. The objective of this study is also to provide more information
and knowledge about the computer systems. This study is limited to 51 students, 36 male, and
15 females, from Grade 12 TVL – ICT Programming students in Lian senior high school, this

CHAPTER 2

REVIEW OF RELATED LITERATURE AND STUDIES

This chapter presents the related literature which has direct bearing to the research
study. It comprises different findings from previews studies, and related ideas from the
researchers, regarding giving assessment to the TVL- ICT programming students which give
extensive review, this will help to support our study.

LOCAL STUDIES AND LITERATURE

A research study by Aubrey and Carlos (2021) the “Filipinos Access and Exposure
to ICT: A General Overview based on the National ICT Household Survey” explained that
ICT or Information and communication Technology is considered to be one of the basic
necessities in the digital world, in all aspect of our life computer help us and provides better
and quicker ways to learn, interact with and gain more information. They stated that one of
the reasons why there are still non- negligible proportion of individuals is because of lack of
infrastructure and equipment's to access ICT. Yet, it is one of the basic things to learn, but
less exposure to this technology will end up for the students with no- development at all, it
may result for less skills less opportunities.

According the study result of (ESCAP) Economic and Social Communication for
Asia and the Pacific in 2016 by one of their programs in the Philippines “The Barangay
Computer Literacy Program” (BCLP) implemented in Pasig City, shows that many Filipinos
that are unemployed participate in this program, there are three levels, the level 1 2 and 3,
they completed these levels of semester and they have been employed in a certain job,
because of the skills they gained from the program.
7

This kind of action or project proposal will also help the students to enhance and develop
their skills in computer. Also, school and colleges around the world are using computer
software and web technologies to teach students digitally and creatively with data
visualization, because students can also take benefits of internet and computers after
having basic computer skills. According to another study by Dorothy and Mayeth (2018) the
“Improving Level of Teachers’ Computer Literacy through Community Extension Program”
they stated that not only the students who needs the basic skills of learning computer but
also our teachers, they also explained that teachers in this era also need some knowledge
on using all the possible capabilities of the computer, and some software application like MS
word, Power Point, etc. as their aid for instruction must be given importance since almost of
our schools are now using computer in teaching and learning process.

FOREIGN STUDIES AND LITERATURE

According to the study by Answorth and Habgood (2011) published in “Sheffield

Hallam University”, the method of implementing computer-aid education (CAE) can be a
precious supplementary aid use to improve students' achievement, indicated by previous
studies. They also stated that educational software can be used as sugar coating for learning
content by means of introducing games as extrinsic motivation, if we teach as we taught
yesterday, we rob our children of tomorrow.

Another study by Bo et al., (2011), stated that over the past decade the teaching
model and learning method has been changed a lot, mostly due to the introduction of
information technology, especially in higher education. A research study by Janine M.
Jurkowski (2018) entitled “ICT adoption impact on students' academic performance:
Evidence from Saudi Universities”. Information and communication technology (ICT) has
become an important source of innovation and improvement of efficiency for many sectors
across the globe. The teens used the Internet for schoolwork, for communication with both
local and distant friends, and to have fun, especially by finding information related to their
interests and hobbies. A study by Bashir et al., (2012) entitled “ICT Skills and Computer
8

Self-Efficacy of Research Students: The Case of Institute of Pure & Applied Biology
and Biotechnology, Bahauddin Zakariya University, Multan, Pakistan” they explained
that in the current changing higher education environment research students need to possess
ample skills related to use of computer and different ICTs for education and research
purposes. Someone who finds programming difficult are simply those for whom
programming difficult. So, basically, giving attention for the students, and exposed them in
this technology is what they need to trained, learned, enhance, and developed their computer
skills.

SUMMARY OF FINDINGS, CONCLUSION AND RECOMENDATIONS

This chapter manages the formulation of the summary, conclusion and
recommendations of the study. The aim of the study is to assess the level of the student's
computer literacy skills: A basis for a proposed project tutorial manual for grade 12 TVL
computer programming students.

Summary of Findings
This study discussed the level of computer literacy skills of the students of lian senior
high school. The data is being gathered and carried out by the researchers and it will discuss
the following findings. It aims to present the details in response of the certain problems stated
in the study.

1. What are the different skills that respondents can be considered as computer
literate?
Based on Table 4.1, it can clearly see that many students have more skills in animating, it
is because of they have a proper and enough knowledge about these skills in their grade 11
and given a right equipment to animate. While most of the computer skills of the student
considered as computer literate are in computer programming subject, but because of
pandemic a chance to develop their skills by using the school equipment's and gain more
knowledge is lessened. That’s why the percentage and the count of number in other skills that
in computer programming is low.
19

2.What is the level of Computer Literacy Skills of the respondents in terms of:
2.1 Basic Foundational Computer Literacy Skills
2.2 intermediate Computer Literacy and Competency beyond the foundational level
2.3 Proficient Computer Literacy and Competency beyond the intermediate level
Base on the table 4.2, it can be seen the student's average level of Computer skills in
terms of basic skills or as a beginner is Seventy-seven (77%) And in terms of intermediate
skills the total average of the student's computer literacy is twenty-three (23%), While on the
other hand, they have no percentage in proficient skills, so it can clearly see that the students
have no enough knowledge or not able to surpass beyond basic and intermediate level of
Computer Literacy Skills.

3. What is the importance of Computer Literacy Skills in the respondents learning

strategy?
Table 4.3 shows that the students are more preferred to have a proper training about
developing their computer skills and willing to learn and join to some educational programs
lead by the teachers. And as the table presented by the researchers, the agreement with
composite means of 4.34% with the highest rate of 4.38% for the importance to learn how to
use computer while the least rate is 4.31% which is the 5th statement. The importance having
a composite mean of 4.39%, the highest rate is 4.62% communicating in social media, while
the lowest rated is 4.04% which is the Using Facebook in pc or laptop. The importance of
having a communication trough social media has a higher percentage and count number than
the other statements, and it can use also as an easiest way to give them a manual tutorial
about computers, or to get closer to them just to give information's for some educational
programs and a help for them to gain more knowledge

Conclusion
However, the course of wary and satisfactory examination of data gave on making this
assessment study, the researchers concluded that the level of the student's skills of computer
programming in lian senior high school, are in low average skills as a student programmer.
20

1. School is a place to teach and learn where we can gain more knowledge and
experiences that may serve for us as a key to success. But this pandemic is the
hindrance why they are in not capable to expand more and understand more the
lessons in school, and get a high-level percentage of their skills, especially in
computer, but were always have a solution to deal with it.

2. One of the main reasons why some of the students in computer programming are in
basic level of computer literacy skills is because of lack of exposure in to a real
computer and to teachers to teach them personal and learned much faster and easier to
understand some of the lessons.

3. Most of the students agreed to have a proper training about computer to enhance their
computer skills, and to join in some educational program for ICT’s students. The
students also agreed based on the data that has been gathered, that communication
through social media is important.

Recommendations
To improve the subject of this study, the researchers unassumingly support the
accompanying proposals that were in fixed with the issues expressed in this study,
recommendations of act, especially for the student's skills improvement and development in
computer technology.

1. Based on our data analysis students have a low percentage at debugging skills, maybe
some of them are not familiar with it, so we, as the researchers recommend to have a leaflet
presenting their needs to learn and know about debugging, this will help them to fix some
errors in their laptops and computers to used it much secure and safe.
21

2. The researchers recommend to ask for some teachers who wants to volunteer to teach for
some ICT’s students, and to execute the program, we, as the researchers also recommend to
write a letter for the principal regarding the request for approval to develop an education
program for the students who wants to learn more to become a computer literate

3. The researchers recommended to implement an online learning tool for the students to be
able to continue learning even at home, since this pandemic is not over yet. Since most of the
students agreed for the importance of communication through social media, creating a
website and Facebook pages is a great example to execute the assistance that they needed to
learn more and enhance their computer literacy skills.
