Narrative Script for SGLG AVP 2023

Introduction:
From the vast seas, and green lands of Pangasinan, lies a Municipality that is not defined by its class, but
by its majestic scenery, warm and kind-hearted folks, rich history, and what it can offer to the people. An open
book of past accounts, and anecdote of lessons that became its weapon to be more progressive. Balungao,
whose name was derived from the story of young widowed lady, is now ready to progress even more. The
Municipality of Balungao is one of the eastern municipalities of the province of Pangasinan, subdivided into 20
barangays, with an approximate total population of 30,000.
Situated over plains, Balungao is considered as an agricultural municipality where farming and
producing livestock and poultry products are the main source of income.
Balungao is also filled with much cultural heritage, well preserved and being practiced by the town’s
people up to this day.
The Municipality of Balungao is governed by capable and people who have passion in public service
headed by our Municipal Mayor, Hon. Maria Theresa Rodriguez Peralta, Municipal Vice Mayor Hon. Philipp

Balungao VISION:
We envision Balungao to be one of the prime Agri-Eco-Tourism centers of the north with God-loving,
responsible, empowered, healthy, unified and self-reliant citizens, who live in a modernized, sustainable and
ecologically balanced environment, with competitive, diversified, business friendly economy under honest,
competent, committed, innovative leaders with strong political will.

Balungao MISSION:
Promote the general welfare of the people of Balungao by providing the needed social services through
effective law enforcement, infrastructure development, investment and tourism promotion, agricultural
modernization, environmental protection and people empowerment.

Transition:
Small it may seem however, this 4th class municipality has been achieving awards from local, national, and even
international award giving bodies. This assures the people that this municipality provides good local governance
and quality service to its constituents.
SGLG Parameters/Indicators:
Being a Hall of Famer of Seal of Good Local Governance Award, enabled this municipality under the leadership
of Mayor Maria Theresa Rodriguez-Peralta to strive more, and provide service with extra mile to people.
Achieving an SGLG Award takes a lot of blood and sweat, combined with dedication and passion, here are the
10 SGLG Indicators that the municipality has championed.

Area 1: Financial Administration


The Municipality of Balungao is an agent of transparency and accountability, most especially in the financial
aspect. The consistent compliance of the municipality to all of the necessary documents and good practices,
capacitated the municipality to receive an audit rating of Unqualified/Unmodified Opinion by the Commission
on Audit, adding the Top Performing Agency Award given by GSIS and the Good Financial Housekeeping by
the Department of Interior and Local Government.’’’’’’
Area 2: Disaster Preparedness
The Municipality of Balungao experiences flash floods, extreme rainfalls and earthquakes, but with intensive
planning and proper coordination with our LCE and all of our MDRRM Officers, calamities are addressed
accordingly and responsibly.
All barangays in Balungao are equipped with rescue equipment, early warning systems, and evacuation centers.
All disaster countermeasures and protocols are well coordinated, with the LCE along with the disaster risk
councils as prescribed in the disaster risk plan.
Area 3: Social Protection and Sensitivity
Inclusivity. The Municipality of Balungao has a lot of programs that are inclusive to everyone. The LGU
Olympics that were organized provided positive feedbacks from all the employees, regardless of gender, age,
and status. The LGU is equipped with facilities that are accessible by PWDs and senior citizens, plus there are
services extended at their doorsteps. The Local Government of Balungao has also received the Child-friendly
Local Governance Award. There are cases but close to having none, goes to show that VAWC in this
municipality is working. The Public Employment Service Office is very diligent and competent, and was able to
achieve awards, recognitions, and specials citations. A National Awardee of Secretary’s PESO Bayanihan
Service of Department of Labor and Employment, gained recognition from DOLE Region 1 for being a
Regional and National Winner during the 2023 DOLE Regional PESO Congress and 2022 Year End
Performance Assessment alongside special citations on Kabuhayan Awards and PESO SPRS REPORTS for CY
2022. The only municipality that received a national award from the entire region.\ The Local
Government Unit of Balungao is an agent of social protection and welfare.
Area 4: Health Compliance and Responsiveness
Amidst the pandemic, the Rural Health Unit of Balungao continues to provide quality healthcare services.
Routine check-up and provision of medications to Tuberculosis patients, continuous provision of Meal Packs to
promote proper nutrition to children, and collaborative works of RHU and DOH Staff in order to achieve and
provide quality healthcare service to the people. And as an attestation, the RHU Balungao has gained awards
and appreciations such as Bayanihan Service Plaque of Appreciation, and Bannuar iti Salun-At Award-Best in
Pharmaceutical Management.
Area 5: Sustainable Education
The Municipality of Balungao through the Local School Board promotes and provides quality education by
continuous participation to Brigada Eskwela activities, provision of school equipment such as printers, coupon
bonds, inks, that would help them provide modular learning to students, employing LSB Teachers to all the
schools to meet the increasing demand for school teachers.
Area 6: Business-friendliness and Competitiveness
The local government unit of Balungao continues to provide service among business owners in providing
business permits and licenses. Computerized assessment and documents processing are being utilized in
accordance to “Ease of Doing Business and Efficient Government Service Delivery Act of 2018 ” to eliminate
long processing time and other curbing corrupt bureaucratic practices, and to ensure reliable business dues
derived from the local tax and revenue code by the municipality. The Business One Stop Shop initiated by this
LGU fast tracked all business processes of the town.

Area 7: Safe, Peace and Order


The Municipality of Balungao is equipped with Balay Silangan, and recently received distinguished awards
such as “Drug-Cleared Municipality” and Anti-Drug Abuse Council Awardee. In this municipality, they also
mobilized the Kasimbayanan Program that comprises the involvement of Kapulisan, Simbahan, and Pamayanan
to promote the welfare and safety of the people.
Area 8: Environmental Management
The LGU continues to promote green projects through Convergence Project. This will enable the municipality
to grow coffee trees, and other plants/trees as part of its economic enterprise development. The accessibility of
the LGU to sanitary landfills, and the implementation of MRF to every barangay. The municipality of Balungao
is proactive in providing social awareness regarding environmental issues, and through that, the municipality
gained recognition and awards like Outstanding Practices in Waste Diversion Activities and Model LGU in
compliance with the provision of R.A 9003 the ecological solid waste management act of 2000, its participation
in the regional search for model bio-intensive garden gearing to enhance resources.
Area 9: Tourism, Heritage Development, Culture and Arts
The Municipality of Balungao is filled with colorful arts and culture, delectable foods, and friendly people.
Recently, the LGU was visited by the KMJS Team to feature our very own patupat and tuba, and through that,
our own patupat and tuba gained a lot of attention around the Philippines. Yearly, we celebrate our Goat Festival
to honor our “one town, one product”, and to give thanks for the fruitful and abundant blessing from our Patron
Saint Joseph. Currently, the tourism office is preparing to venture on a new project, the birdwatching, to
showcase the biodiversity existing in our municipality.
Area 10: Youth Development
Acknowledging the advocacies of the youth, the LGU is on full support to all the activities of all the youth
organizations in the municipality. The LYD Office is located inside the Sangguniang Kabataan Building, where
it provides consultation and mentoring to every youth organization needing of help.
