GUIDANCE NOTES FOR HS&E ADVISOR INSPECTIONS

INTRODUCTION & SCOPE


A key deliverable of a HS&E Advisor is to ensure Next Gear Delivery including compliance with the LOR SMS across
the allocated project and workplaces they visit and support.
To this end the following guidance has been produced to promote shared understanding and expectation regarding
the inspection process and the recording and close out of all audits

ONE TEAM GUIDANCE PROTOCOL & IMPACT ENTRY


• All LOR HS&E inspections/reviews are to be ‘One Team’ activities with the focus being on the compliance of
all operations on site irrespective of who is carrying them out.
• The amount of time spent reviewing each element of work should be proportional to the level of risk and the
inspection / review report content should also reflect this.
• When distributing, communicating and uploading the inspection/review report onto IMPACT it should be loaded
into the ‘Primary’ location only.
• Specific ‘Brief summary of key actions’ comments are to also be entered into every relevant primary and
secondary project. These comments are to be taken from the ‘Summary Comments’ boxes of the Form T8-J.

OUTLINE PROGRAMME

HS&E Advisor / Leader should always consider speaking with the Project Leader /
1. Opening Establishment Manager prior to commencing an inspection / review and discussing and
agreeing the key activities and operations to be reviewed.

HS&E Advisor conducts the inspections / reviews of all the works, focussing on the key
areas of activity and risk.
2. Inspection Consideration should be given to carrying out the inspection with a member of the project
or workplace leadership team. The tour should focus on ‘work as done’, site standards and
engagement with the workforce.

If possible it is advised that the advisor / leader feeds back the key observations from the
inspection / review with the Project Leader / Establishment Manager raising any concerns

that require urgent action before leaving site. The advisor or leader must then complete the
inspection/review report within 24hrs and upload it onto IMPACT.

It is the responsibility of the PL / Establishment manager to ensure the inspection/review

report actions are closed out as agreed with the advisor and IMPACT is updated.
