Problem: Allocate 25 seats for five states whose populations are 12 576, 13 146, 14 105, 13 578,
and 12 986 respectively using:

1. The Hamilton Method

2. The Adams Method

3. The Huntington-Hill Method

A. THE HAMILTON METHOD

Step 1: Get the standard divisor.

(Standard divisor = total population ÷ number of allocated items)

Total population: 12 576 + 13 146 + 14 105 + 13 578 + 12 986 = 66 391

Number of allocated items: 25 seats

Standard divisor: 66 391 ÷ 25 = 2 655.64

Step 2: Obtain the standard quota for each state by dividing the standard divisor and the
population.

State 1: 12 576 ÷ 2 655.64 = 4.74

State 2: 13 146 ÷ 2 655.64 = 4.95

State 3: 14 105 ÷ 2 655.64 = 5.31

State 4: 13 578 ÷ 2 655.64 = 5.11

State 5: 12 986 ÷ 2 655.64 = 4.89

Step 3: Acquire the lower quota by getting only the whole number in the standard quota; compute
for the sum as well as the surplus seats.

Lower quota: 4 + 4 + 5 + 5 + 4 = 22 seats

Surplus seats: 25 seats - 22 seats = 3 surplus seats

Step 4: Allocate 1 surplus seat to each state which contains the largest or highest decimal points.

State 2: 0.95 – plus 1 surplus seat

State 5: 0.89 – plus 1 surplus seat

State 1: 0.74 – plus 1 surplus seat

B. THE ADAMS METHOD

Step 1: Get the standard divisor.

(Standard divisor = total population ÷ number of allocated items)

Number of allocated items: 25 seats

Standard divisor: 66 391 ÷ 25 = 2 655.64

Step 2: Obtain the standard quota for each state by dividing the standard divisor and the
population.

State 1: 12 576 ÷ 2 655.64 = 4.74

State 2: 13 146 ÷ 2 655.64 = 4.95

State 3: 14 105 ÷ 2 655.64 = 5.31

State 4: 13 578 ÷ 2 655.64 = 5.11

Step 3: Round up all the standard quota into a whole number regardless of their decimal points;
compute for the sum as well .

Step 5: Get the new modified quota by dividing the modified standard divisor and the population.

State 1: 12 576 ÷ 3 000 = 4.19

State 2: 13 146 ÷ 3 000 = 4.38

State 3: 14 105 ÷ 3 000 = 4.70

Step 6: Round up all the modified standard quota into a whole number regardless of their decimal

C. THE HUNTINGTON-HILL METHOD

Step 1: Get the standard divisor.

(Standard divisor = total population ÷ number of allocated items)

Standard divisor: 66 391 ÷ 25 = 2 655.64

Step 2: Obtain the standard quota for each state by dividing the standard divisor and the

State 2: 13 146 ÷ 2 655.64 = 4.95

Step 3: Acquire the lower quota by getting only the whole number in the standard quota and adding
1 to each of them to have the upper quota.

State 1: 4.74 – LQ = 4 & UQ = 5

State 2: 4.95 – LQ = 4 & UQ = 5

State 3: 5.31 – LQ = 5 & UQ = 6

State 4: 5.11 – LQ = 5 & UQ = 6

State 5: 4.89 – LQ = 4 & UQ = 5

Step 4: Find the geometric mean of each state by using the formula √n(n + 1), wherein n = lower
quota and n + 1 = upper quota.

State 1: √4(4 + 1) = 4.47

State 2: √4(4 + 1) = 4.47

State 3: √5(5 + 1) = 5.48

State 4: √5(5 + 1) = 5.48

State 5: √4(4 + 1) = 4.47

Step 5: Compare the standard quota and the geometric mean. Add 1 to the whole number if the
SQ is higher than the geometric mean; if not, the whole number stays as is.
