1. The Hamilton Method

Step 1: Get the standard divisor.

→ Total populations: 12576 + 13146 + 14105 + 13578 + 12986

= 66,391

→ Number of seats: 25

Standard Divisor: total population/ number of seats

→ 66,391/25

= 2655.64

Step 2: Get the standard quota and lower quota for each state and then Hamilton’s
apportionment.

Standard Quota (get the quotient of the population and the standard divisor):
→ State 1= 12,576/ 2,655.64
= 4.735
→ State 2= 13,146/ 2,655.64
       = 4.950
→ State 3= 14,105/ 2,655.64

2. Adam’s Method

Step 1: Find the standard divisor.

Step 2: Pick a modified divisor, d, that is slightly more than the standard divisor
→ Modified Standard Divisor (MSD): 2,900
