This is to remind all concerned, with emphasis on end users for

procurement of goods, services, and infrastructure projects to comply
with Item 9.0 of Annex “A” of COA Circular No. 2023-004 dated 14
June 2023.
WHAT
In this regard, end users are reminded that compliance with the afore-
stated COA Circular is STRICTLY ENJOINED to ensure observance of
the provisions of R.A. 9184 and its Revised IRR, and to facilitate proper
disbursement of payment relative to these transactions.
