virtue of being the incumbent of the position of Chief Executive Officer.

KEY ISSUES

• A review of the CEO's Performance Review Committee Terms of Reference has


been conducted as part of a review of all Council committees.

• Minor changes have been made to reflect that the Committee does not have
delegated authority.

It is recommended that the Council adopt the revised Terms of Reference for the
CEO's Performance Review Committee.

BACKGROUND

The CEO's Performance Review Committee was established as a permanent committee


and Terms of Reference adopted by Council in 2013.

Membership is for a two year period and coincides with the Local Government elections.

DETAILS

A review of the Committee's Terms of Reference has been conducted as part of a review
of all Council committees. The following amendments are proposed:

General

The Terms of Reference is on a new template and where applicable refers to sections of
the Act rather than repeating what is required in the Act.

Function

The function (objectives) of the Committee remain unchanged. Although the intent of
the duties and responsibilities are the same, some wording has been amended to reflect
that this Committee does not have delegated authority.

The CEO's Performance Review Committee considered the reviewed Terms of Reference
at its meeting on 11 September 2017 and recommends approval.

Appointment of a facilitator to assist the Committee conduct the CEO's Performance


Review can be accommodated within the City's current budget.
