ERC STANDARD PROCEDURES FOR


TECHNICAL INSPECTION OF POWER PLANTS
VIA VIDEOCONFERENCING1:
(NEW/RENEWAL – IPP)

I. OBJECTIVE:

To ensure that the Owner and/or Operator of the Power plant


observe the following:

A. The Operation and Maintenance in accordance to acceptable level


of International Standards for Safety, Efficiency and Security.
(availability of safety handbook, security handbook, operation
and maintenance procedures recognized to international
standards at the plant site or posted in conspicuous area)

B. The Due diligence in systems and procedure in planning for


Operation, Maintenance and Expansion.

C. Compliance to the ERC and other government agency’s rules and


regulations.

II. PROCEDURES FOR INSPECTION:

A. Meeting with the Plant Management:

Management to provide presentation regarding the power plant


facilities:

1. Company Overview

This shall not preclude the ERC from conducting actual physical technical inspection of the
generation facilities subject to certain exception. The videoconferencing shall be recorded and
shall form part of the ERC Records.

1.1 Company Structure including all affiliates;


1.2 Customer of the electricity generated; and
1.3 Other related information.
2. Plant overview
2.1 Incorporators/Shareholders Agreement;
2.2 Details of EPC Contract (if applicable)
2.3 Lease agreement (if applicable); and,
2.4 Other related information.
3. Organizational structure
3.1 Management, supervisory, technical and non-technical and
administration level; and
3.2 Includes its Educational attainment, technical qualifications,
skills, experiences.

TECHNIAL CONSIDERATIONS

1. Start of project construction up to start of commercial operation


(construction period);
2. Operations and Maintenance Agreement (if applicable);
3. Single Line Diagrams up to connection point facility.
3.1 Low, Medium, and High Voltage System; and
3.2 Battery/DC Supply System (if applicable)
4. Process Flow Diagrams
4.1 Power Generation Process;
4.2 Balance of Plant Process;
4.3 Features of the Power Plant; and
4.4 Other related process and facilities essential to the power
plant operation.
5. Plant Equipment Specifications
5.1 Nameplate ratings of the engine/turbines and generators;
5.2 PV Panels/Inverters;
5.3 Battery Storage System (if applicable);
5.4 SCADA System;
5.5 Metering Facilities;
5.6 Blackstart Generators; and
5.7 Other related information.

6. Power Plant Operation Procedures


6.1 Start-up and shutdown procedures;
6.2 Cost of operation and production cost (P/kWhr);
6.3 Protection Scheme/System Integrity; and
6.4 Synchronization procedure with NGCP.
7. Preventive Maintenance Schedule (PMS).

FINANCIAL CONSIDERATIONS

1. Actual Project Cost;


2. Breakdown of Total Investments;
3. Sources of Funds and Project Financing; and
4. Five (5) years financial forecast.

OTHERS

1. Environmental, safety, security operations and procedures; and


2. Projects to community development (e.g. source of funds, ER 1-
94, company donations, etc.).

B. Plant Tour and Verification of Major Offices and


Equipment of the Power Plant via
Videoconferencing:

1. Administrative Office;
2. Power Plant Control Room;
3. Power Plant Equipment and Auxiliaries (including switchyard and
black start generator, if applicable);
4. Generator and engine/turbine nameplate confirmation;
5. Connection Point and Metering Facility;
6. Fuel source and storage, and conveyance system (e.g. coal yard,
geothermal wells, weir or dam and tanks); and
7. Maintenance and Repair Shop, if applicable.
7.1 Determine whether they contract out the maintenance and
repairs of equipment/s;
7.2 Tagging procedure, signals, and coordination procedures.

C. Exit meeting (clarification, question and answer, etc.)

D. VERIFICATION OF THE SUBMITTED DOCUMENTS


BASED FROM THE CHECKLIST

1. Operation, Planning and Maintenance Procedure.


1.1 Standard Operating Procedures; and
1.2 Preventive and Maintenance Schedule of the Power Plants.
2. Safety and Security Procedures/Manuals including all Safety
Permits

* Note: Proper justification in writing should be provided to the


inspector at the time of inspection if any of the above
document/s cannot be provided or is/are not available

** Note: The Commission may, at any time whenever it deems


warranted and necessary, inspect on its own or through
duly authorized representatives, any other
facilities/premises, books and records, in the exercise of its
quasi-judicial power for purposes of determining
compliance with the qualifications, obligations and
standards set forth for Generation Companies/Facilities,
and/or violations of the rules and regulations issued by
ERC.
