1. GENERAL
1.1 Introduction
This specification describes the minimum requirements for the design, manufacture, inspection, testing,
painting and supply of 132kV Gas Insulated Switchgear for a new SCOP refinery to be located in Karbala.
This document shall be read in conjunction with other applicable Project Specifications, Project Data
Sheets, Project Drawings and documents.
1.2 Purpose
The purpose of this specification is to ensure consistency in selection and design of low voltage
switchgear and control gear.
1.3 Definitions
For the purpose of this specification, the following definitions shall apply.
SUBCONTRACTOR : The party(s) which carry(s) out all or part of the design,
procurement, installation and testing of the System(s) as
specified by the CONTRACTOR / VENDOR.

The listed standards and Codes, together with their all parts and subparts, shall be applied considering
their latest applicable issue.

The present design rules are complemented by the following additional project design
specifications and documents:
3. DOCUMENT PRECEDENCE
The VENDOR shall notify the COMPANY/CONTRACTOR of any apparent conflict between this
specification, the related data sheets, the Codes and Standards and any other specification noted herein.
Resolution and/or interpretation precedence shall be obtained from the COMPANY/CONTRACTOR in
writing before proceeding with the design/manufacture.
The specifications and codes referred to in this specification shall, unless stated otherwise, be the latest
approved issue at the time of the Purchase Order placement.

c) This Specification
In the absence of a list of deviations, it will be assumed that the MANUFACTURER complies fully with this
specification.
Any technical deviations to the Purchase order and its attachments including, but not limited to, the Data
Sheets and Narrative Specifications shall be sought by the VENDOR only through Concession Request
format. Concession requests require CONTRACTOR’S and COMPANY’S review/approval, prior to the
proposed technical changes being implemented. Technical changes implemented prior to COMPANY
approval are subject to rejection.
A copy of the VENDOR’S QA/QC program shall be submitted to the COMPANY with its Quotation for
CONTRACTOR’S review and concurrence prior to award.
The VENDOR shall identify in purchase documents to its SUBVENDORS all applicable QA/QC
requirements imposed by the CONTRACTOR, and shall ensure compliance thereto. On request,
VENDOR shall provide objective evidence of its QA/QC surveillance of its SUBVENDOR’S activities.
The VENDOR shall submit certified reports of production tests as soon as the tests are completed
satisfactorily.
The COMPANY/CONTRACTOR reserves the right to inspect materials and workmanship at all stages of
manufacture and to witness any or all tests. The VENDOR, 30 days after award but prior to the pre-

inspection meeting, shall provide the CONTRACTOR with a copy of its Manufacturing and Inspection
Plan for review and inclusion of any mandatory COMPANY/CONTRACTOR witness points.
6. DOCUMENTATION
6.1 General
VENDOR shall submit the type and quantity of drawings and documentation for CONTRACTOR’S
Authorization or information as listed in the individual Material Requisitions and Purchase Orders.
Mutual agreement on scheduled submittal of drawings and engineering data shall be an integral
part of any formal Purchase Order.
Comments made by Contractor on drawing submittal shall not relieve VENDOR or SUBVENDORS
of any responsibility in meeting the requirements of the specifications. Such comments shall not be
construed as permission to deviate from requirements of the Purchase Order unless specific and
mutual agreement is reached and confirmed in writing.
Each drawing shall be provided with a title block in the bottom right-hand corner incorporating the
following information:
c) Drawing title giving the description of contents whereby the drawing can be identified.
Revisions to drawing shall be identified with symbols adjacent to the alterations, a brief description
in tabular form of each revision shall be given, and if applicable, the authority and date of the
revision shall be listed. The term “Latest Revision” shall not be used.
6.2 Deliverables
Unless otherwise stated in the Purchase Order, the MANUFACTURER shall at least supply the
following documents. The language used shall be English.

c) Final assembly arrangement drawing showing main circuits, main dimensions, floor plan and
shipping sections
e) DC load requirements.
g) Minimum clearances around the assemblies for ventilation and safety during operation and
maintenance
All documents shall show the relevant order number, item and MANUFACTURER’S references and
shall be distributed as specified in the Purchase Order.
Graphic symbols for electrical diagrams shall be according to IEC 60617. Device code numbers
shall be as per IEEE C-37.2.
7. SUBCONTRACTORS/SUBVENDORS
The vendor shall assume unit responsibility and overall guarantee for the equipment package and
associated equipment. The vendor shall transmit all relevant purchase order documents including
specifications to his sub vendors and subcontractors. It is the vendor’s responsibility to enforce all
purchase order and specification requirements on his sub vendors and subcontractors. The vendor shall
submit all relevant sub vendor and subcontractor drawings and engineering data to the contractor. The
vendor shall obtain and transmit all sub vendor and subcontractor warranties to the
CONTRACTOR/COMPANY, in addition to the system warranty.
8. HANDLING

After inspection and test, equipment shall be completely free of water and dry before start of
preparation for shipment.
Preparation for shipment shall be in accordance with the VENDORS standards and as noted
herein. VENDOR shall be solely responsible for the adequacy of the preparation for shipment
provisions with respect to materials and application, and to provide equipment at the destination in
ex-works condition when handled by commercial carriers.
Adequate protection shall be provided to prevent mechanical damage and atmospheric corrosion
in transit and at the jobsite.
Preparation for shipment and packing will be subject to inspection and rejection by
COMPANY’S/CONTRACTOR’S inspectors. All costs occasioned by such rejection shall be to the
account of the VENDOR.
After inspection and test, equipment shall be completely free of water and dry before start of
preparation for shipment.
Equipment shall be packed, securely anchored, and skid mounted when required. Bracing,
supports, and rigging connections shall be provided to prevent damage during transit, lifting, or
unloading. All temporary bracing/supports shall be marked "REMOVE BEFORE EQUIPMENT
COMMISSIONING AND STARTUP."
Separate, loose, and spare parts shall be completely boxed. Pieces of equipment and spare parts
shall be identified by item number and service and marked with CONTRACTOR’S order number,
tag number, and weight, both inside and outside of each individual package or container. A bill of
material shall be enclosed in each package or container of parts.
Exposed finished and machined surfaces, including bolting, shall be given a coating of rust
inhibiting compound. Internal metal surfaces shall be sprayed or coated with a suitable rust
preventative prior to shipment. Openings shall be suitably tagged to indicate the rust preventative
applied.
Mechanical seal assemblies shall be fully protected from rusting and entry of moisture and dirt.
One complete set of the installation, operation, and maintenance instructions shall be packed in
the boxes or crates with equipment. This is in addition to the number called for in the Purchase
Order.

Equipment and materials shall be protected to withstand ocean transit and extended period of
storage at the jobsite for a minimum period of 12 months. Equipment shall be protected to
safeguard against all adverse environments, such as: humidity, moisture, rain, dust, dirt, sand, mud,
salt air, salt spray, and seawater.
9. SERVICE CONDITIONS
The following site conditions shall apply;
Earthquake or seismic rating : S=0.43 for short period & S=0.118 at 1sec.
Site Class D
Unless specification otherwise environmental condition shall be in accordance with the Specification
“Basic Design Data”(IONE-AA00-SP-PR-0001).
HV switchgear shall be designed for minimum life duration of 25 years in the environment and for
the duty specified herein and on the Project data Sheets.
Switchboards shall be designed to operate continuously without maintenance for 3 years, minimum.

The Gas Insulated Switchgear shall consist of complete factory assembled units except where
section breaks are required for transportation. Each unit shall be complete with, but not limited to,
the following equipment and requirements:
c) Data communications interface equipment for remote control from the Distributed Control
System(DCS).
d) Provision of data communications facilities for remote monitoring and control of circuit
breakers/contactor feeders and power system parameters via an external Power Distribution
Control (PDC) system (by others).

10.4 Materials
The materials of construction for the equipment shall be as specified in the equipment data sheets
and this specification. When materials are not specified, the materials proposed in the offer shall
be suitable for the environmental, operating and design conditions
All materials, equipment or supplies furnished under this specification shall be the product of a
manufacturer who is experienced in the design and construction of such materials, equipment, or
supplies, and who has furnished similar materials, equipment, or supplies that have been in
satisfactory operation for a minimum of three years, preferably in similar environmental conditions,
to establish its reliability.
In the case of materials which are specified in the Specification or reference documents, alternate
materials may be offered. Any such alternatives shall be clearly indicated in the Bid, along with any
cost adjustments and technical data supporting the alternative. Alternative materials shall be
subject to COMPANY/CONTRACTOR’s written approval.
All materials shall be new, free of defects and be identifiable against their certification.
The gas shall fulfill the requirements of IEC publications 60376 and 60480.
Flexible connections and adjustable mountings shall also be provided to compensate for

reasonable tolerances in the manufacture of associated equipment to which SF6 switchgear may
be connected.
All equipment covered by this specification shall have an ingress protection of at least:
The SUPPLIER shall refer to the Material Requisition for the procedure for raising deviations or
concession requests to the technical content of this specification.
The COMPANY/CONTRACTOR will consider all deviations and concession requests; approval
may be granted at the discretion of the COMPANY/CONTRACTOR. No deviation or concession
shall be implemented prior to approval being granted. Any deviations or concession implemented
prior to approval shall be subject to rejection.
11.1 General
The design shall be based on the specific requirements stated in this specification, Project Data
Sheet(s) and other applicable documents inclusive of the applicable editions of codes and
standards listed under Section 2.
Any deviations shall be submitted by the SUPPLIER together with the Bid in the format specified in
the Material Requisition//Bid document. In the absence of this, it shall be construed that the
SUPPLIER fully complies with this specification.
11.2 Configuration
Reference should be made to the relevant Single Line Diagram and data sheet.

Operation of circuit breakers will normally be from a remote location. In this context, ‘remote
location’ means ‘not from in front of the switchgear’ and may be manual control from a separate
Gas Insulated switchgear control panel located in the same room or by digital commands from an
external control and monitoring system via digital data communication interfaces (see section 6.2).
GIS Switchgear shall be designed to minimize risk of an internal short circuit. It shall also provide
for personnel and operating safety during all operating conditions, inspections, maintenance, the
connection of main, control and auxiliary cables whilst the Switchgear is energized and in operation.
Under extreme conditions of major short circuits or mal-operation, there shall be no danger to
persons in the vicinity of the Gas Insulated Switchgear. Interlocks and covers shall be provided to
prevent incorrect or unsafe operation and to prevent access to live parts.
The maximum difference in time between the circuit breaker phase contacts touching during
closing shall not exceed one half cycle. The maximum difference between the instant of contacts
separating during opening shall not exceed one half cycle.
Gas Insulated Switchgear (GIS) Enclosures shall be designed in accordance with the requirements
of IEC 62271 – 203 for 132kV. The arrangement for bolting together and the method of ensuring
electrical conductivity between enclosures shall be to approval of the CONTRACTOR. The live
parts of the switchgear and busbars shall be supported on barriers of insulating material with
proven long-term compatibility with SF6 gas and its arc degradation products.
Insulating barriers shall be discharge free at all working voltages. The design of the enclosure shall
be such as to keep loss of SF6 gas to a minimum. It is expected that replenishment of gas shall not

be necessary for at least 10 years. The switchgear gas enclosures must be sectionalized into gas
zones with gas tight barriers between sections or compartments. The sections shall be arranged to
minimize the extent of plant rendered inoperative when gas pressure is reduced, either by
excessive leakage or for maintenance purposes, and to minimize the quantity of gas that has to be
evacuated and then recharged before and after maintaining any item of equipment. In order to
minimize the extent of equipment outage in the event of gas loss when gaining access inside
equipment for maintenance or when an item of equipment needs to be removed, the overall
equipment shall be divided into discrete gas zones isolated from each other by gas-tight bulkheads.
The gas-tight support insulating barriers shall be capable of withstanding a pressure differential of
a vacuum on one side and on the other a pressure equal to the design gas pressure or the
maximum gas pressure under conditions of an internal fault if this is greater. The design of the
enclosure assemblies shall be such that in the event of a fault, the damaged items can be replaced
with minimum disturbance to the adjacent compartments.
The basic equipment design shall be the responsibility of the SUPPLIER. Hybrid type Gas
Insulated Switchgear can be applied.
The SUPPLIER shall submit full technical details of his standard equipment with the Bid proposal,
which most nearly meets the requirements detailed herein. Aspects of the requirements which
cannot be met, or for which the SUPPLIER proposes new or alternative technology, shall be
identified and the variances explained.
Unless otherwise specified, all equipment shall be designed for continuous working under the
service conditions stated in the relevant documents and the Project Data Sheet.
Gas Insulated Switchgear shall be metal enclosed, vermin proof, dead front and floor mounted.
Outgoing transformer feeders shall be provided with SF6 circuit breakers.
Continuous current rating of incomers and bus tie feeders of HV Switchgear shall be maximum
2000A. Transformer outgoing feeders shall be maximum 1250A.
The electrical apparatus shall be located in such a manner as to enable the apparatus to be easily
maintained when in service. The location and installation shall also satisfy all relevant statutory and
regulatory requirements applicable at the installation site.
All electrical equipment supplied shall be adequate for the short circuit levels specified in the data
sheets.

Interlocks, bus bar shutters, covers, etc. shall be provided to prevent incorrect or unsafe operation,
and to prevent access to live parts. Mechanical interlocking should be provided on the GIS to
prevent operation of isolators or grounding devices until necessary GIS conditions are satisfied.
GIS Switchgear ratings and configuration shall be as per Project Data Sheets/ Project drawings.
Electrical running loads shall be uniformly distributed across each bus and it shall be ensured that
running and stand by loads for a given service are fed from two different bus sections.
All control, indication and protection equipment associated with a circuit breaker feeder shall be
accommodated in the segregated control compartment.
The GIS will be provided with separate power supplies from an external source to each bus section.
To minimize the extent of dismantling necessary to remove a part of a main busbar, it is required
that discrete lengths of busbar shall be able to be withdrawn without disturbing adjacent busbar
lengths; this may be achieved by the use of compressible bellows or other approved means. The
equipment shall be arranged to avoid excessive dismantling in the event of a main busbar fault.
Information shall be provided with the Tender to indicate the facilities incorporated in the equipment
to allow removal of busbars and the consequential maximum extent of dismantling that may be
involved in the event of such a fault.
The bus bar system shall be fully gas insulated, 3 phase and rated to withstand all dynamic
thermal and dielectric stresses for the full length of the Gas Insulated Switchgear. Bus bars and
connections shall be adequately sized, braced and supported to withstand the mechanical forces
and thermal effects resulting from the GIS rated short circuit current and carry certification from a
recognized testing authority.
Bus bar joints and connections shall be designed to be maintenance free for the life of the
equipment without the need for tightening of bolted connections. The SUPPLIER shall provide
details on the proposed method of bus bar jointing in their Bid.
Main bus bar sections shall be rated as specified on Project Data Sheets and shall be of the same
current rating throughout their length.

The main bus for the end section cubicles shall be pre-drilled and insulated to facilitate future
extension on either end of the board. For connecting new sections of bus bar it shall not be
necessary to remove, cut, drill, or bend the existing conductors.
11.6 Grounding
A common copper earth bus bar having the same fault withstand capability as the main bus bars
shall be provided continuous through the bottom of the GIS for grounding of cable screens, armors
and gland plates. The earth bar shall be positioned and prepared so as to receive bonding straps
from the incoming and outgoing cables.
All metallic non-current carrying conductive parts of the GIS including hinged doors shall be
bonded to the earth bus bar.
Provision shall be made, adjacent to the cable termination, for grounding cable armor to the earth
bus bar.
All GIS units shall be supplied with two (2) grounding bosses for external grounding connections
All gland plates and doors shall be provided with flexible grounding connections connected to the
earth bar.
The earth bar extension shall be used to earth each end of the GIS Section system earth.
Grounding cables and extensions shall not restrict the removal of panels or access to cable
termination compartments.
Joints in the main earth bus bar shall be tinned and fixed with galvanized steel bolts, washers and
lock nuts.
Internal grounding and bonding wiring shall be identified by green/yellow outer sheath.
11.7.1 General
SF6 gas insulated circuit breakers shall be single-pressure puffer or Self-blast or Self-
blast/Rotating Arc type, suitable for indoor installations. Circuit breakers shall be designed
to IEC 62271 - 203 and fully tested in accordance with IEC 62271 and with the
requirements of this Specification and shall be capable of carrying the specified rated
current continuously under the Site conditions.

The design of the circuit breaker shall be such that inspection and replacement of
contacts, nozzles and any worn or damaged component can be carried out quickly and
easily. The circuit breaker shall be fitted with the open/closed position indicators easily
visible from ground level. The inherent design of the circuit breakers shall be such that
one set of contacts and nozzle (or nozzles as the case may be) shall be able to
successfully interrupt at least twenty 100% fault currents without excessive erosion. The
over-voltages produced on any switching duty must be less (<<) than 2.5 pu. The sound
pressure levels of the breaker during the mechanical operations shall comply with the
local and national health and safety regulations. A suitably sized molecular sieve shall be
used in the circuit breaker tank to absorb any moisture and contaminants for at least ten
years in service.
The circuit breakers shall be suitable for 10,000 satisfactory open and close mechanical
operations in accordance with IEC 62271. A low gas pressure alarm and lockout system
with local and remote indications shall be provided on each circuit breaker. The low
pressure/density alarm switches shall instantly provide an instruction to the operator and
subsequently inhibit their further operation until suitable remedial action has been taken.
The continuous rating of the circuit breakers shall be equal to or greater than the specified
values on the Project data sheets.
HV power circuits shall be disconnected and remote control circuits shall be inoperable
when the circuit breaker is in test .
Power driven mechanisms which do not require manual assistance shall be used.
The rated short time withstand current and the rated making and breaking current for the
circuit breakers shall not be less than the ratings for the main bus bars of the Gas
Insulated Switchgear.
Circuit breakers shall be provided with trip circuit supervision to monitor trip circuit
continuity and trip circuit supply.
The operating mechanism shall be a stored-energy system for tripping and closing. It shall
consist of a motor-charged, spring operated type mechanism as specified in the
datasheet, complete with all associated devices and accessories for efficient and reliable
operation.

Two trip coils shall be provided, one actuated by the main protection, and the other by
back -up protection circuit.
A graphic on the bay controller, which depicts the single line diagram of the feeder and all
devices status, shall be provided.
The circuit breakers shall be fitted with power-spring mechanism. Other types of reliable
mechanisms such as leak-free Hydraulic, Spring/Hydraulic, and Spring/SF6 gas will also
be considered, provided they comply with the above circuit breaker mechanical
operations requirement.
A positively driven open/closed, mechanical indication device to show the position of the
main contacts and with local manual operated features for tripping, closing and spring
charging, visible without the necessity to open the mechanism door, shall be provided.
The drive for the device shall be positive in both directions. The mechanism shall fully
close the circuit breaker and sustain it in the closed position against the forces of the
rated making current and shall fully open the circuit breaker without undue contact bounce
at a speed commensurate with that shown by tests to be necessary to achieve the rated
breaking capacity in accordance with IEC 62271. The mechanism shall be capable of
being locked in the open position. When an auto-reclose facility is specified, the
mechanism shall be capable of fully closing and opening again after the auto-reclose time
interval specified i.e: performing a complete O-0.3 sec-CO-3 min-CO duty. Mechanical
counters, to record the number of closing operations, shall be provided for each circuit
breaker mechanism. The mechanism and the connected interrupters shall satisfy the
mechanical endurance requirements of IEC 62271 and all additional requirements
specified herein.
Motorized spring charging shall be automatic. When fully charged, the spring set shall
store sufficient energy to perform a trip-close-trip sequence without assistance from an
external power source.
It shall have provision for local and remote indication of the spring charged condition and
the spring failed condition.

It shall be possible to hand charge the operating springs with the circuit breaker in either
the open or closed positions. In normal operation, recharging of the operating springs
shall commence immediately and automatically upon completion of the closing operation
and shall be completed within 30 seconds. Closure whilst a spring charging operation is in
progress shall be prevented, and release of the springs shall not be possible until they are
fully charged. The state of charge of the operating springs shall be indicated by a
mechanical device which shows `SPRING CHARGED' when operation is permissible and
`SPRING FREE' when operation is not possible. A local manual spring release device
shall be provided and so arranged as to prevent inadvertent operations.
The following facilities shall be provided at each circuit breaker local control point:
a) LOCAL/REMOTE selector switch. The selection of `local' operation shall inhibit the
operation of the breaker from any remote source with the exception of the protection
scheme.
A local point of control shall be provided which is local to the substation but remote from
the switchboard in the from a remote control box located within the vicinity of the
switchboard. A test facility shall also be provided on all circuit breakers when in test with
the primary contacts isolated but secondary contacts maintained to include all external
interlocks.
The selector switch shall be lockable in both positions and the control switch shall be
lockable in the neutral position. For maintenance purposes, means shall be provided for
manual operation including the slow closing and opening of those circuit breakers whose
moving contacts are mechanically coupled to the direct linkage mechanism. A suitable
interlock shall be provided between slow closing and the fast normal operation. Such
operation shall be possible without the necessity of gaining access to the interior of the
power unit, and shall not require excessive physical effort.

The breaker shunt-operating mechanism shall be capable of closing with the control
supply energized at 110%, 100% and 85% of the rated supply and opening with the
supply at 110%, 100% and 75% of the rated supply voltage.
The circuit breaker shall be driven by a single mechanism coupled to the three phases.
The circuit breaker shall be mechanically and electrically trip-free.
Alarm and indication facilities shall be provided for each circuit breaker and a volt free
group contact provided via internal bus wiring for remote common alarm.
The GIS disconnect switches shall be constructed and fully tested in accordance with the
requirements of IEC 62271 and this Specification. The design shall incorporate features,
which shall reduce or eliminate very high frequency voltage transients during disconnect
switch operation.
The disconnect switches shall be provided with power and manually operated
mechanisms. The power operation of the disconnect switches shall be capable of being
controlled from a local or remote point. Each power-operated disconnect switch shall be
complete with a lockable LOCAL/REMOTE selector switch and OPEN/NEUTRAL/CLOSE
control switch or push buttons.
Where any particular scheme requires special timing of auxiliary contacts, these shall be
provided.
GIS Earth Switches shall comply with IEC 62271 and the requirements of this
Specification. They shall be provided with power and manually operated mechanisms and
shall be provided on one or both sides of the disconnect switches dependent upon the
locations. The electrical operation shall be performed from their control cubicles. The
position indicators shall be clearly visible from the permanent working platform level.

All incomer grounding switches shall have a key interlock to eliminate the risk of closing
the grounding switch onto a live cable or bus bar. All feeder, incomer and bus bar
grounding switches shall have provisions for locking the switch in the closed position.
Operation of grounding switches shall be manual and only possible with the security door
closed.
All grounding switches shall be rated for the asymmetrical peak making current and the
rated short circuit current of the HV Switchgear. The design shall include appropriate
measures to protect an Operator from any harm if the grounding switch is closed onto a
live cable or bus bar.
11.8 Interlocks
Interlocks shall be provided for both general operation of GIS Switchgear and for specific switching
functions required for safe operation of the facility.
It shall only be possible to open or close circuit breakers when the doors are closed and
secured. Mechanical interlocks shall be provided to ensure the following:
The operation of a circuit breaker shall not be possible unless it is in the service
or disconnected/test position or it is removed
It shall not be possible to electrically close a circuit breaker in the service unless
the 110Vdc tripping supply and all auxiliary and protective circuits are connected
and operable
A functional unit is prevented from being energized unless the door is closed and
secured
Simultaneous closure of devices is prevented where this may cause a fault (e.g.
forward and reverse contactors)
Inserting a circuit breaker into the service position is prevented unless the
grounding switch is open

All locking shall be arranged such that it can be achieved by the use of padlocks. Barrel
type locks shall not be used. The following provisions for padlocking shall be provided:
Doors closed
It shall not be possible to padlock any switching device, except grounding switches, in the
closed position.
12.1 General
Tripping, closing, control and indication supplies for Gas Insulated Switchgear shall be as shown
on the Project drawings/data sheets and be complete with monitoring devices to detect
undervoltage or loss of supply.
All protection, monitoring and control functions shall be implemented using multi-function,
microprocessor based numerical relays and/or intelligent electronic devices (IED). All protection
relays and other IEDs shall have digital data communication ports internally wired in the switchgear
so that monitoring and control of the circuit breakers can be done remotely via external data
communication links if required.
Normal control and status monitoring of circuit breakers shall be from a separate local control
panel included as part of the SUPPLIER’s scope. The local control panel shall include Close/Open
manual controls and Closed/Open indication for all circuit breakers and fused contactors, arranged
on the front of the panel in the form of a synoptic diagram representing the physical arrangement of
the switchgear. All controls and indicating devices on the local panel shall be wired out to terminals
for hardwire connection (by others) between the local panel and the switchgear.
All stored data and configurable parameters of protection relays and IEDs shall be available for

viewing/setting from a graphical user interface on the front of the device and shall also be available
via the internally wired data communication ports for use by remote monitoring and control systems
(by others). Facilities shall also be provided on the front of the device to permit the use of a hand
held digital device or laptop computer for downloading/viewing stored data and configuration
settings or to upload new configuration settings.
It is preferable that all protection functions should be combined into a single numerical relay. The
SUPPLIER shall offer a scheme that best suits this application.
Protection relays shall be of the draw out type. When drawn out the relay shall short-circuit all
connected CT circuits.
Test facilities shall be provided to allow secondary injection of current and voltage into the
protection relay, while isolating the instrument transformers.
All CT terminals on the protection relays and other IEDs shall be a bolted stud type and utilize ring
type compression lugs.
The control circuits of incomer circuit breakers and outgoing transformer feeders shall include
provision for implementation of inter-tripping and close permissive electrical interlocking schemes
such that the downstream incomer circuit breaker cannot be closed unless the upstream circuit
breaker is closed and will be tripped if the upstream circuit breaker is tripped or otherwise opened.
Furthermore, any earth fault protection trip of the incomer circuit breaker shall result in a trip of the
corresponding upstream circuit breaker via the inter-tripping circuit.
All panels shall be fitted with a 230 Volt single-phase receptacle and an interior light
controlled by a door-operated switch located inside the panel.
The panels shall be bolted to the floor. Any cable entering to the panels shall be tight and

All of the following control modes are applicable only when the respective circuit breaker
is in service and otherwise will be inhibited. Refer to other relevant sections of this
specification for applicable control modes when a unit is in test.
Mode of control for the main circuit breakers shall be by manual operation of Open-0-
Close pistol grip control switches mounted on the front of the Gas Insulated switchgear
local control panel.
Alternative mode of control for the main circuit breakers shall be by digital commands
from an external monitoring and control system via the data communication interface with
the unit control and protection relay or IED. All main circuit breakers shall be capable of
this mode of operation irrespective of whether or not a digital monitoring and control
system is used.
As a general rule each feeder shall be tripped, regardless of the control mode, by the
following:
A loss of power supply to a bus shall not result in a trip of any Gas Insulated Switchgear
unit other than protection inter-tripping of incomer circuit breaker.
The metering for each circuit shall be as shown on Project data sheets/drawings.
Unless otherwise specified, all metering shall be a part of the microprocessor based numerical
protection relay or other IED. However, analogue type voltmeter and ammeter shall be separately
provided wherever required in Project Data Sheets/drawings.
Analogue indicating meters, where specified, shall be flush mounted and comply with IEC 60051,
class index 2.5 and shall have an external zero adjustment.
The overall accuracy of the metering provided by numerical relays, IEDs and associated CTs shall
be 2% or better.

Current transformers shall comply with IEC 60044-1. Current transformers shall be dry type. The
SUPPLIER shall supply all metering and protection CTs, including any neutral and restricted earth
fault CTs for installation by others, as shown on Project Data Sheets/drawings.
The selection of appropriate class of protection CT shall remain the responsibility of the SUPPLIER.
The SUPPLIER shall size the CT to ensure correct operation of the protection equipment. The
SUPPLIER shall provide calculations to justify the selection.
The rated accuracy limit factor for protection CTs shall be selected such that the accuracy limit
primary current is greater than the prospective rms fault level of the Gas Insulated Switchgear
(based on GIS rating).
Measurement CTs shall preferably be selected such that the nominal current is not less than 25%
of the CT rated current.
In general, the transformation ratios of measurement CTs shall be as shown on Project data
sheets/drawings.

CTs shall have a rated short-time current capability equal to that of the GIS bus bar short circuit
rating.
CTs shall be designed to prevent damage to instruments and protection relays when their primary
circuits are passing the rated short circuit current of the GIS.
CTs shall have a minimum accuracy designation as per relay manufacturer recommendations,
subject to a minimum as follows:
Measuring Class 1
Differential Class PX
Voltage transformers shall comply with IEC 60044-2. Voltage transformer shall be dry type.
Where not defined on Project Drawings, voltage transformers shall have a minimum accuracy
class as per the following:
Protective Class 3P
The SUPPLIER shall be responsible for the selection of the VT burden and shall provide
calculations to justify the selection.
The VT primary windings shall be protected by removable HRC fuses. VTs and their associated
primary fuses shall be withdrawable.
All VTs shall have a secondary voltage of 110 V AC between phases. VT secondary windings shall
be protected by fuses and wired to terminals. Over current protection of VT secondary shall be
coordinated with VT rating / burden.
Protection and metering VTs shall be double wound with an earth shield between windings.
Secondary windings of VTs shall be earthed at one point through a removable link. Provisions shall
be made for attaching test links.
Protection relays shall be multi-function, microprocessor based numerical type suitable for

communication with external monitoring and control systems via data communications interfaces
using high speed industry standard open protocols. The communication protocol of the protection
relays shall be subject to COMPANY / CONTRACTOR’s approval.
Where applicable, lock out relays shall be electromagnetic type with hand reset facility. Lockout
relays or lockout circuits shall be arranged to ensure circuit breakers cannot be reclosed without
manual resetting.
The amount and type of protection functions, metering, and transducers to be incorporated into the
relay shall be as specified in the Project Data Sheets.
It is preferable that all protection functions for a given unit can be combined into a single numerical
relay. The SUPPLIER shall offer a scheme that best suits this application.
All stored data and configurable parameters of protection relays and other IEDs shall be available
for viewing/setting from a graphical user interface on the front of the device and shall also be
available via the internally wired data communication ports for use by remote monitoring and
control systems (by others). Facilities shall also be provided on the front of the device to permit the
use of a hand held digital device or laptop computer for downloading/viewing stored data and
configuration settings or to upload new configuration settings.
12.7.1 General
All gas zones shall be filled to the design pressure with pure SF6 gas (to IEC 60376/BS
5207) and shall be monitored individually by temperature compensated pressure switches
and pressure gauges. An alarm system shall be provided for each gas section, including
all relays, fascias, etc, these shall be accommodated adjacent to the switchgear.
Additional repeat alarms to announce remotely each alarm stage for the group alarms of
each switch bay shall be provided. The local control cubicle shall be adequately labeled to
allow easy identification of signals from each gas section. The low pressure/density alarm
switches shall be arranged to provide an instruction for the operation, either automatically
or manually of the circuit breakers and disconnectors adjacent to a faulted gas zone and
to subsequently inhibit their further operation until suitable remedial action has been taken.
Facilities shall be provided to constantly monitor the gas density. A low gas pressure
alarm and lock out system with local and remote indications shall be provided on each

circuit breaker.
This specification shall be used for the bid and purchasing of the Gas Insulated
Switchgear. Configuration of data communications interfaces and details of data/control
functions shall be in accordance with project data sheets and drawings forming part of the
inquiry. Final configuration of data communications interfaces data/control command
function requirements shall be determined during bid evaluation and agreed with the
SUPPLIER before any purchase award.
The SUPPLIER shall be responsible for the supply of all application software and device
configuration tools, software licenses, OPC server software, configuration and
programming, factory acceptance testing and commissioning required for the interface of
protection relays and other IEDs with external monitoring and control systems.
All protection relays and other IEDs associated with non-motor circuit breaker and fused
contactor units shall have their communication ports wired to outgoing terminations in
such a way that they can be incorporated into external communication interfaces forming
part of a power distribution control and monitoring system provided by others.
Communication systems for Gas Insulation Switchgear with ECS shall conform to Modbus
TCP/IP.
Control relays shall be rated for their application and shall have a minimum rating as follows:

Control relays shall operate correctly between 85% and 110% supply voltage, measured at the bus
bars.

Control relays shall remain energized without chatter at 75% supply voltage, measured at the bus
bars. The dropout voltage shall not be lower than 10% supply voltage.
Control switches/Push-buttons shall be rated for their application or, as a minimum, 1A at 500V AC
or 250V DC.
Circuit breaker shall be of rotary type, provided with suitable nameplate engraved with switch
operating positions. Breaker control switches shall be of pistol grip type, spring return with position
indicator, sequence interlock and normal after closing (NAC) contact (when specifically called for).
Selector switches shall have stay put positions with oval handle. The number of contacts and their
operation in each switch shall be as per the requirement specified in Project drawings/data sheets.
Stop Push Button - with stay put feature, (preferably lockable) with
mushroom head.
Stop – red
For all feeder modules which include the contactor, the module shall be fitted with a ‘Local’ / ‘Off’ /
‘Remote’ rotary switch to control the operation of the modules, and ‘start’ and ‘stop’ push buttons
which are active only when the module is selected to ‘remote’.
Indicating lamps shall be provided on various feeders as indicated on the Project data
sheets/drawings.
Wherever required, indication lamps shall be clustered LED type. Color of the lamps shall be as

follows:
On / Running : Red
Trip : Yellow
Indicating lamps shall be flush mounted. Lamps operating at the same voltage shall be
interchangeable and the lamp holders and lenses shall be designed to dissipate continuously the
heat produced by the largest lamp that may be fitted, without deterioration and discoloration.
Indicating lamps shall be provided on the front of each Gas Insulated Switchgear module for each
outgoing module.
Each main switch and outgoing module shall be provided with a common ‘Lamp Test’ pushbutton
or similar function to enable the proving of all indication elements.
In general, indicating lamps shall be rated for the same voltage as the control circuits of the
respective module or circuit breaker. The lamps shall be able to be replaced from the front of the
panel.
Auxiliary contacts on circuit breakers and contactors shall be rated AC -15, suitable for a nominal
control circuit voltage of 230 V AC and a current of 2 A.
Auxiliary contacts shall also be appropriate for a rating of DC-13, suitable for a nominal control
circuit voltage of 110 V DC and a current of 2 A.
Each contactor shall have a minimum of one open and one closed spare voltage free auxiliary
contacts wired to outgoing terminals, in addition to those required for the normal functioning of the
module.
Each circuit breaker shall be provided with a minimum of one open and one closed spare voltage
free auxiliary contacts, wired to outgoing terminals, in addition to those required for the normal
functioning of the module, subject to a minimum of six normally open and six normally closed
contacts. If spare auxiliary contacts are not available, an auxiliary relay shall be used to provide
this facility.

Each module shall be provided with a voltage free contact, wired to outgoing terminals, to indicate
fault status of the module.
Auxiliary contacts shall be wired to terminals via two isolating contacts per circuit, including the
spare contacts required as above.
12.12 Wiring
All panel and cubicle wiring shall have approved 600 V stranded copper, with heat, moisture and
flame resistant insulation, conforming to IEC 60227. The insulation shall have a glossy finish and
shall be incapable of supporting combustion. All wiring, other than that for light current (telephone
type) apparatus, shall be of 3/1 mm or, preferably, of 7/0.75 mm tinned copper. Single strand
copper wire, if proposed, shall be approved by the CONTRACTOR.
All cubicle wiring shall be neatly run and securely fixed in such a manner that, wherever practicable,
wiring can be easily checked against diagrams. Wiring passing out of the cubicles shall be run in
non-rustable flexible tubes or galvanized steel tubes. Wherever practicable, wiring shall be
accommodated on the sides of the cubicles and the wires for each circuit shall be separately
grouped.
Back-of-panel wiring shall be so arranged that access to the connecting stems of relays and other
apparatus and to contacts of control and other switches is not impeded. Where provision is made
for addition of equipment not required initially, means shall be adopted for supporting and
terminating wiring during the interim period. All wiring shall be taken to terminal boards and the
wires shall not be jointed or thread between terminal points.
12.13 Terminals
All connections for control circuit or power circuits loaded less than 16A shall be made by readily
accessible tunnel type terminal blocks, for all external wiring connections for controls, relays,
meters, interlocks, alarms etc. The terminals shall incorporate captive pressure screws which do
not bear directly on the wire.
Terminal blocks shall be arranged and positioned to afford ready access for carrying out external
cable termination, testing, inspection and maintenance. There shall be ample clear space allowed
between the terminals and the gland plate for the spreading and termination of external conductors.
Terminal blocks shall be mounted in a single deck arrangement.

For all power circuits exceeding 16A load, terminals shall be of the moulded stud type. All terminals
shall be rated minimum 600V.
Terminal blocks shall have separate terminals for incoming and outgoing wires.
Terminals shall be numbered in accordance with the approved wiring diagrams. Each strip of
terminals shall be identified with a group label. In addition, each terminal in the strip shall be
labeled with its individual number.
Positioning of cable termination facilities shall avoid obstruction of other cable terminations,
removable covers, etc., and provide easy access for terminating cables. Cable supports shall be
provided (where practicable) by the SUPPLIER to avoid undue strain on the cable termination.
Termination of single core cables shall be through a non-magnetic metal panel or gland plate and
provision shall be made for bonding and grounding any armor and/or concentric ground conductors.
Separate cable facilities shall be provided for each HV Switchboard cubicle and for power and
control cables.
12.14 Accessories
Power for lights and receptacles shall be rated for 220V AC supply. An appropriate circuit breaker
shall be provided at the point where the incoming power cable is terminated.
A data connection socket shall be provided at each HMI for connection of the Engineering
Workstation laptop. A standard three pin power socket and withdrawable support tray shall be
provided at each HMI for the Engineering Workstation laptop.
Handles for moving the breaker into the CONNECTED, TEST, or DISCONNECTED
position.

13. NOISE
Unless specification otherwise noise level shall be in accordance with the Specification “Equipment Noise
Control Specification” (2342-AA00-JSD-6000-01)
The lettering on name plates and labels shall be engraved, embossed or otherwise formed so as to
permanent.
All labels shall have black characters on white background except warning labels shall have white
characters on a red background.
15.1 Inspection
The COMPANY / CONTRACTOR or its authorized representatives shall be permitted at all times
free access to all parts of the SUPPLIER’s workshops that concern the construction and testing of
the Gas Insulated Switchgear.
15.2 Testing
All testing shall be carried out at the SUPPLIER’s test facility (except for type tests to be done in
other premises). Test equipment shall be supplied by the SUPPLIER and shall be calibrated within
six months of the test date. The minimum scope of testing is summarized below. The SUPPLIER
shall supply an ITP with the bid.
The SUPPLIER shall provide the COMPANY / CONTRACTOR with advance notice as per the
provisions of the Material Requisition, to witness tests performed in either the SUPPLIER’s shop or

Type Tests shall be carried out with supervision and certification by a recognized testing
authority. Where previous type testing has been completed on equipment of identical
design, type test documentation may be submitted in lieu of performing each of the listed
type tests. The tests for HV Switchgear shall comply with the requirements of IEC 62271.
On completion of tests and before dispatch of HV Switchgear from the SUPPLIER's works,
the SUPPLIER shall supply a full set of test documents to the COMPANY /
CONTRACTOR. The test documents shall include, but not be limited to, all of the test
data for the following Type Tests:
Prior to delivery, each HV Switchboard/MCC unit shall undergo the following routine tests
and checks. Tests shall comply with the requirements of IEC 62271. Instrument
transformer routine tests to verify its class, ratio and rating shall comply with IEC 60044.

Operational test
The SUPPLIER shall submit an Inspection and Test Plan, in accordance with the Material
Requisition, along with the Bid documents. The ITP shall list all inspections and tests proposed for
the equipment by the SUPPLIER, between the date of ordering and the date of delivery.
The SUPPLIER shall be responsible for the planning and execution of all inspections and tests, but
the COMPANY / CONTRACTOR’s representative shall have the right to witness any or all of the

The COMPANY / CONTRACTOR and the SUPPLIER shall sign off the final version of the ITP,
which, thereafter, shall form part of the contract documents.
The SUPPLIER shall provide the COMPANY / CONTRACTOR with advance notice as per the
provisions of the Material Requisition of the date on which any of the inspections or tests
nominated as Hold or Witness Points on the ITP are due to be carried out.
Certificates of Test shall be provided for each item of equipment to prove it has been satisfactorily
tested to meet all requirements of its appropriate manufacturing standards, whether or not
witnessed by the COMPANY / CONTRACTOR.
Where appropriate, test certificates shall state values for all test results. Tests for which the results
are indicated as pass or fail shall be qualified by the relevant acceptance criteria.
The SUPPLIER, in their Bid, shall identify any special requirements or recommendations for
SUPPLIER support during commissioning and start-up of the equipment supplied. The COMPANY
/ CONTRACTOR's final acceptance of the equipment will be subject to a performance test once
the equipment has been installed and commissioned.
The SUPPLIER shall comply with the relevant provisions of the Material Requisition / Bid
document for training and other activities.
The SUPPLIER, in their Bid, shall provide details of their after sales support capability.
SUPPLIER’s shall advise their nearest service representative and nearest service facility to the
project fabrication yard and the facility location
16. PAINTING
Unless specification otherwise painting shall be in accordance with the specification “Job design
specification for external surface painting” (IONE-AA00-SP-PR-2300)

Priced list of special wrenches, tools and gauges required for the routine operation and
maintenance of the supplied equipment.
After inspection and test, equipment shall be completely free of water and dry before start of
preparation for shipment.
Preparation for shipment shall be in accordance with the VENDORS standards and as noted
herein. VENDOR shall be solely responsible for the adequacy of the preparation for shipment
provisions with respect to materials and application, and to provide equipment at the destination in
ex-works condition when handled by commercial carriers.
Adequate protection shall be provided to prevent mechanical damage and atmospheric corrosion
in transit and at the jobsite.
Preparation for shipment and packing will be subject to inspection and rejection by
COMPANY’S/CONTRACTOR’S inspectors. All costs occasioned by such rejection shall be to the
account of the VENDOR.
After inspection and test, equipment shall be completely free of water and dry before start of

Equipment shall be packed, securely anchored, and skid mounted when required. Bracing,
supports, and rigging connections shall be provided to prevent damage during transit, lifting, or
unloading. All temporary bracing/supports shall be marked "REMOVE BEFORE EQUIPMENT
COMMISSIONING AND STARTUP."
Flanged openings shall be protected with metal cover plates to prevent damage during shipment.
Covers shall be a minimum of 6 mm thick and shall be installed with a full-size gasket using a
minimum of 4 full diameter bolts. Large diameter flanges will require enough full diameter bolts to
seat the cover all around. The cover and flange shall be taped for waterproof protection.
Open ends of tubes and pipes shall be capped for protection. Female threaded connections shall
be plugged with solid metal pipe plugs, and male threaded connections shall be protected with full
metal pipe caps.
Separate, loose, and spare parts shall be completely boxed. Pieces of equipment and spare parts
shall be identified by item number and service and marked with CONTRACTOR’S order number,
tag number, and weight, both inside and outside of each individual package or container. A bill of
material shall be enclosed in each package or container of parts.
Exposed finished and machined surfaces, including bolting, shall be given a coating of rust
inhibiting compound. Internal metal surfaces shall be sprayed or coated with a suitable rust
preventative prior to shipment. Openings shall be suitably tagged to indicate the rust preventative
applied.
Mechanical seal assemblies shall be fully protected from rusting and entry of moisture and dirt.
One complete set of the installation, operation, and maintenance instructions shall be packed in
the boxes or crates with equipment. This is in addition to the number called for in the Purchase
Order.
Equipment and materials shall be protected to withstand ocean transit and extended period of
storage at the jobsite for a minimum period of 12 months. Equipment shall be protected to
safeguard against all adverse environments, such as: humidity, moisture, rain, dust, dirt, sand, mud,
salt air, salt spray, and seawater.
