1.0 SCOPE

This specification shall define the minimum technical requirements for the 36 kV SF6 GAS INSULATED
SWITCHGEAR for the RASGAS ONSHORE EXPANSION PROJECT PHASE 2 (TRAIN 6&7 EPC) and
Al Khaleej Gas Project Phase 2 (AKG-2 EPC).

2.0 REFERENCES

Project Specification for "Electrical Design Criteria" RG6-S-91-1381-001 shall form a part of this
Specification.

36kV SF6 Gas Insulated Switchgear shall be referred to the latest following INTERNATIONAL
ELECTROTECHNICAL COMMISSION (IEC) standards. The latest edition and addenda up to Year
2004 shall apply without updating edited year, title and number.

3.0 GENERAL

3.1 The references and requirements of RG6-S-91-1381-001 as well as of RG6-S-91-1381-026 “Distributed


Control System for Electric Power System” shall apply to this Specification.

3.2 Switchgear assemblies, circuit breakers, relays, and all control and indicating devices shall be fully identified
by permanent nameplates fabricated and mounted in accordance with the requirements of RG6-S-91-1380-
001.

3.3 The switchgear vendor shall supply the following drawings:

(a) Panel arrangement: front view, sections, and floor plan.

(b) Schematic control diagram, indicating the operation of switchgear mounted control switches, remote
control switches, protective relays, circuit breaker trip and close coils, auxiliary relays, indicating
lights, circuit breaker position switches and auxiliary contacts, and applicable breaker disconnecting
contacts.

(c) Three-line diagram, indicating the connection and operation of switchgear buses; switches; fuses;
circuit breakers; switch and circuit breaker disconnecting contacts; control power, current and voltage
transformers; test blocks; metering and associated meter switches; source of connections to
protective relaying circuitry; space heaters and associated control; service lighting, switch, and
receptacle where applicable; and grounding.
(d) Connection diagram for switchgear wiring, including identified terminal points at relays; control
devices; instrument and control power transformers; test blocks; metering; circuit breaker position,
disconnecting, and auxiliary contacts; indicating lights; and terminal strips.

(e) Device summary.

(f) Protection relay logic diagram (relay program list) shall be provided by the Vendor.

4.0 POWER CIRCUIT BREAKER SWITCHGEAR

4.1 Structural and Mechanical Requirements

4.1.1. Switchgear shall be factory assembled, completely SF6 insulated, metal clad, system voltage of 36kV
and operating at a service voltage of 33 kV, 50 Hz.
The 36KV system shall be a double bus design in a single line-up.

4.1.2. Barriers shall be provided to prevent a fault on one bus-bar section from flashing across to another
bus section. Power and control components shall be isolated for safety and protection purposes.

4.1.3 Switchgear shall be free standing, self-supporting, dead front design.


High voltage live parts shall be installed in gas insulated, metallic and earthed compartments.

4.1.4 Individual gas filled compartments shall be provided with suitable desiccant containers to absorb any
humidity, entrained in the SF6 gas filling.

4.1.5 Individual isolated compartments filled with SF6 such as breaker and bus compartments shall have their
own independent gas supervision with alarm contacts.

4.2 Electrical Requirements — General

4.2.1 Service Life;


The switchgear shall be designed for a service life of at least 30 years in the environment and for the
duty specified on the data sheets.
The switchgear shall be maintenance free for a minimum of 3 years continuous operation.

4.2.2 Rating;
The switchgear ratings shall be as detailed on the data sheets and shall comply with the requirements
of IEC 62271. The VENDOR shall state any derating allowances, which apply to satisfy the specific
site conditions. Ratings shall not be dependent on the use of cooling fans.

4.2.3 Switchgear operation or ratings shall be unaffected by humidity, dust, vermin and chemically active
gases present in the ambient air.
Switchgear shall be operated continuously at the ambient conditions specified.

4.2.4 Spare breakers specified for future extension of the switchgear shall be designed such that future
feeders may be connected without de-energizing the switchgear.

4.2.5 Switchgear assemblies shall be provided with a common ground bus.

4.2.6 Cable terminations shall be located in the rear section of the switchgear assemblies. Cable terminals
shall be positioned to facilitate placement of H.V. terminations as required by the swithchgear
manufacture.

4.2.7 Switchgear shall be extendable at both ends without cutting or drilling any part of the equipment. It shall
be possible to erect extension compartments without isolating the switchgear until it is required to
connect the bus bars. Extension of switchgear shall be possible by isolating only one bus at a time. For
a single phase per enclosure design, overall protection shall be as existing plant. For a 3-bus single
enclosure design, bus zone protection shall be developed.

4.2.8 Energized bare parts mounted on switchgear doors shall be guarded where the door must be opened for
maintenance of equipment.

4.3 Electrical Requirements — Main Metering and Ground Indication

4.3.1 Each breaker panel in the switchgear assemblies shall be provided with metering devices as per the
data sheets. Normally, the voltage transformers for detecting the voltage shall be connected to the line
side of the incoming main circuit breaker.

4.3.2 Each breaker panel shall be provided with an ammeter and ammeter switch to determine the load
current in all phases.

4.3.3 Ammeters and voltmeters for main metering shall be built in the microprocessor protections.

4.3.4 Paragraph deleted.

4.3.6 Each breaker panel in switchgear assemblies shall be provided with a current and voltage test block and
plug for connection of portable measuring instruments.

4.4. Voltage Transformers

4.4.1 Voltage transformers shall:

(a) Have voltage ratings equal to the system line-to-line voltage.


(b) Be protected on both the high- and low-voltage windings with suitably rated fuses.

4.4.2 Voltage transformers shall comply with IEC 60044-2. Precision Class 1.0 or 3.0 power 15/30 VA.
Class 1.0 shall be applied for metering and class 3.0 shall be applied for relaying.

4.4.3 Voltage transformers nominal secondary voltage shall be 110 volts between phases unless otherwise
specified.

4.4.4 Three phase voltage transformers shall have star-connected primary and secondary windings unless
otherwise specified.

4.4.5 One phase of secondary windings shall be earthed.

4.4.6 Voltage transformers shall not be loaded to more than 90% of their rated output.

4.4.7 Wiring shall be fitted with interlocking numbered identification slip-on ferrules. Ferrules shall be fitted at
both ends of the wire unless the wire is individually routed and is less than 100 mm long. Ferrules shall
be indelibly marked. It shall be necessary to disconnect the termination to remove the ferrules.

4.4.8 Wiring size inside the panel shall be 1.5 mm2 or larger.

4.5 Current Transformers (CTs)

4.5.1 Current Transformer shall comply with IEC 60044-1.

4.5.2 Current transformers shall be rated to withstand the thermal and magnetic stresses resulting from
currents equal to the short-time rating of the circuit breakers or other protective devices with which the
transformers are used.

4.5.3 Current transformers shall have a short time withstand current rating at least equal to that of the
switchgear. The primary winding continuous rating of the current transformer shall match that of the
switching device, unless otherwise shown in the data sheets.

4.5.5 An Independent Protection Consultant shall review the accuracy class and power provisions for all
current transformers selected by CONTRACTOR. Current transformer secondaries shall be earthed at
one point through a removable link. Secondary windings shall be connected to terminals integral with the
current transformer.

4.5.6 One set of matching CTs shall be supplied by the 36 kV switchgear VENDOR to accommodate the
differential zone of protection that encompasses each GTG and generator captive transformer. The
36kV switchgear VENDOR shall send the generator VENDOR one set of matched CTs for each
generator.

4.5.7 Current transformer circuit wiring connected to external circuits shall be provided with captive-type
shorting links at the outgoing terminals.

4.6 Switchgear Circuit Breakers

4.6.1 General requirements are as follows:

(a) The fault-current calculation results have been considered for selecting circuit breaker ratings.

(b) Circuit breakers mounted in switchgear shall be vacuum and the fixed type.

(c) All circuit breakers shall be designed to safely interrupt the asymmetrical currents at the time of
circuit opening without the help of mechanical or electrical timing devices.

(d) The number of spare circuit breakers to be supplied shall be evaluated by the CONTRACTOR
and approved by COMPANY when the distribution scheme has been finalized.

(e) Circuit breakers shall be:

(1) Mechanically and electrically trip-free.


(2) Equipped with manual operating devices.
(3) Electrically operated where used for automatic transfer of loads or controlled from
remote locations.
(4) Circuit breakers shall be equipped with dual trip coils.

(f) Circuit breakers are equipped with stored energy mechanisms.

4.6.2 Requirements for circuit breaker control are as follows:

(a) DC power source obtained from a stationary battery shall be provided for control of circuit
breaker closing and opening operations. For requirements on stationary batteries and battery
chargers, refer to Project Specification RG6-S-91-1381-041.

(b) Switchgear shall operate at DC 125 V control voltage. Separate circuits shall be provided for:

a. Closing of circuit breakers.


b. Tripping and protective relay supply.
c. Alarm circuits.

(c) The control circuit for each electrically operated circuit breaker shall be individually protected.

(d) D.C. power source shall have double pole fusing.

4.6.3 Electrically operated circuit breakers shall be provided with:

(a) An antipump feature.


(b) Manually reset lockout relays to prevent remotely controlled circuit breakers from reclosing
when tripped by protective devices. Operation of lockout relays shall be indicated by white
lights. The above function may be incorporated on multifunction protection relays
(c) Position indicator lights.
(d) A quick-close mechanism to provide a closing time of approximately one-tenth second.

4.6.4 Close and trip circuits shall be separately fused. Fuse blocks shall be insulated, pullout type, GEC "Red
Spot" or equal, which provide the control power disconnecting means.

4.7 Switchgear Requirements

4.7.1 Switchgear shall be designed and manufactured in accordance with IEC 62271.

4.7.2 Circuit breakers installed in switchgear shall be designed, manufactured, rated, and applied in
accordance with IEC 62271-100. Circuit breakers shall be tested in accordance with IEC 62271-100.

4.7.4 Switchgear shall be capable of carrying a current equal to the rated short-time current of the main circuit
breaker for a period of three seconds without danger to operating personnel and without electrical,
thermal, or mechanical damage or permanent deformation to the bus, structure, or enclosure.

4.7.5 Each feeder circuit breaker shall be provided with an ammeter to determine load current in all phases.
The ammeter shall be built in the multifunctional protection relay.

4.7.6 The manufacturer's standard switchgear accessories for operation, maintenance, and testing shall be
provided for each separate switchgear assembly.

5.0 SWITCHGEAR BUS

5.1 Bus material used in 36kV SF6 Gas Insulated Switchgears shall be copper, in accordance to
International Code approved Manufacturer. The design and installation of bolted bus joints, if used, shall
ensure a low-resistance connection that requires minimum maintenance.

5.2 The bus shall be installed in gas tight enclosures. It shall not be required to depressurized or replace the
SF6 gas in the entire bus compartment to extend the bus.

5.3 Expansion joints shall compensate for thermal expansion of bus bars and enclosure parts.

6.0 INTERLOCKS

6.1 The switchgear shall be provided with interlocks in accordance with IEC 62271. Electrical interlocks
may only be used with the approval of purchaser.
Key interlocks shall be provided, as specified on the data sheets, or as required for safe operation.

6.2 Mechanical and electrical interlocks shall prevent misoperation of breaker and earthing switch, i.e.:

- closing the earthing switch when the breaker is closed.


- energizing the breaker when the earthing switch is closed.

6.3 Electrical interlock shall be provided so that both of the disconnects in each incoming and outgoing
feeder unit can be closed, for the purpose of “Bus Selection”, only under the condition of the disconnects
and circuit breakers in the bus coupler units are closed.

7.0 PROTECTIVE RELAYS AND METERING

7.1 Requirements for protective relaying are as follows:

(a) Circuit breakers shall be equipped with three-phase overcurrent relays.

(c) Protective relays shall be provided with self-contained operation indicators.

(d) Low-energy relays shall be used for ground-fault protection of grounded systems. Window-type
current transformers are applied for ground detection.

7.2 The protective relays for the 36 kV SF6 switchgear lineups shall be located on each panel, not remote
and stand-alone. The wiring to CT's and trip circuits shall be internal and short.

7.3 The switchgear metering and controls shall be designed to accommodate an ELICS supervisory system.
VENDOR is responsible to supply necessary signals, relays etc. compatible with the selected ELICS
system.

7.4 Protective relays shall be microprocessor-based type, flush mounted with easy floor level access.
Protective relays shall have a serial link provision to ELICS.

7.5 For testing purposes, all relays shall be withdrawable or fitted with a communication port that will permit
online testing without open-circuiting current transformer secondaries or causing protective systems to
operate.

7.6 For trip circuit supervision, the trip circuit wiring shall be arranged so that the supervising relay operates
if any of the wiring becomes discontinuous.

7.8 All trips shall have manually reset indication to indicate what tripped the breaker.

7.9 All relays and other trip devices shall directly operate trip circuit as well as operate lockout relay.
The lockout relay shall reinforce the trip/close signals.

7.10 Ring type connectors shall be used for field connections.

7.11 Switchgear shall be designed to interface with a monitoring supervisory system. Remote synchronizing,
breaker monitoring and metering from a control console located in the main control room shall be
possible using hard wiring. Where required for safe operation of switchgear breaker isolation and
earthing switches shall be monitored and controlled from ELICS system using hard wiring. Serial data
communication ports compatible with protocols of various telemetry suppliers shall be used to monitoring
the electrical system.

8.0 INDICATING LAMPS

Indicating Lamps are no longer required as far all indication requirement are fulfilled by Microprocessor
relays, by mean that signal display is built-in into relay.

9.0 TERMINALS

9.1 Terminals of either the screw clamp or the stud type shall be provided for the connection of all wiring.
Pressure plates shall be incorporated such that neither screws nor nuts bear directly on to wiring.
Securing arrangements shall incorporate a locking feature.

9.2 Screw clamp type terminals shall be arranged such that only one conductor is secured by one screw
clamp. Multiple connections at one point shall be done using cross connecting links.

9.3 Terminals shall be provided for all conductors from external cabling. The terminals shall be located such
to allow easy access for inspection, testing, maintenance and connection units.

9.4 Terminals and wiring for external connections exceeding 6mm 2 shall use straight shanked compression
type cable lugs.

9.5 Each and every terminal shall be identified by means of a permanent marker.

9.6 Terminals in circuits operating at voltages over 120 V shall be shrouded unless interlocking precludes
live access.

9.7 Terminal blocks with shrouds shall be grouped by operating voltage and each group shall be labeled
'Danger XXX volts'. Terminal blocks for tripping supplies shall additionally be labeled 'tripping supply'.

10.0 CONTROL DEVICES

10.1 Push buttons and related control switches shall comply with IEC 60947-5-1.

10.2 All push buttons shall have a lockable full shroud to prevent inadvertent operation.

10.3 Unless otherwise specified on the data sheets, stop push buttons shall be latched type, manually reset
and colored red.

10.4 The rated thermal breaking capacity of a contact shall be at least:

a. 1A at 500 V a.c. 0.3 power factor.


b. 1A at 110 V d.c. inductive.
c. 2A at 60 V d.c. inductive.

10.5 D.C. power source shall have double pole fusing.

10.6 Control switches, selector switches, meters, meter switches, position indicating lights, protective relays,
etc., shall be mounted on the front of the switchgear panels and arranged in an approved, logical,
symmetrical manner. Full-height door extension with the necessary depth to accommodate all protective
relays and metering shall be provided.

10.8 Selector-type control switches shall have "oval" handles.

11.0 CABLE WIRING IDENTIFICATION

11.1 Wiring ends shall be fitted with a crimped terminating device with an insulating shank.

12.0 TESTING

12.1 Type and routine Tests ;

12.1.1 The Switchgear and its individual components shall have been type tested in accordance with IEC
62271. Circuit breakers of each type and rating shall have been type tested in accordance with IEC
62271-100.

12.1.2 The switchgear shall be subjected to routine tests in accordance with IEC 62271 at the vendor's works.
Circuit breakers shall be subjected to the routine tests in accordance with IEC 62271-100 at the
VENDOR's works.

12.1.3 Earthing disconnect switches shall be subjected to the routine tests in accordance with IEC 62271-102
or the appropriate national standard at the VENDOR's works.

12.1.4 Voltage transformers of each type and rating shall have been type tested in accordance with IEC 62271.
Voltage transformers shall be subjected to the routine tests of IEC 60044-2.

12.1.5 Current transformers shall be type and routine tested to IEC 60044-1.

12.1.6 Instruments and other ancillary equipment shall be type and routine tested in accordance with the
applicable IEC or other standards.

12.1.7 Handling devices, lifting tackle, testing equipment and maintenance equipment shall be type and routine
tested, marked and certified as required by the IEC.

12.2 Acceptance Witnessed Tests ;

12.2.1 A representative of the purchaser shall witness type tests, which are undertaken in order to meet this
Paragraph.

a. Power Frequency voltage test (IEC 62271).


b. Main circuit resistance measurement (IEC 62271-100).
c. Auxiliary circuit voltage tests (IEC 62271).
d. Dielectric tests (IEC 60470)
e. Operation tests of protective relays and circuits by primary injection of current or voltage as
required.
f. Mechanical operation tests (IEC 62271).
g. Operation tests (IEC 60470).

h. Check of wiring (IEC 60298).

12.3 Test Certificates ;

The complete switchgear assembly, including any adapter units, components etc. shall have been type
tested by a recognized test authority at the required operating and short circuit duty in accordance with
IEC 62271 and other relevant IEC standards. Copies of certificates for each type and rating shall be
included with quotations. This requirement applies to switching devices both in their service and earthing
position.

13.0 LABELS

Labels shall be provided for all components, lamps, relays etc. to be attached with screwed. All labels
shall be engraved laminated plastic white lettering on black background. Warning labels shall be white
letters on red.

14.0 CABLE TERMINATION

14.1 All high voltage cable shall be bottom entries connected through cutouts in the floor.

14.2 Cable terminations shall be “Plug-in” Type and shall use any special terminators required by the
manufacture.

15.0 GROUNDING

a. As a minimum, integral-earthing arrangements for each section of bus bars shall be provided on
each incoming circuit breaker and at the bus-section switch.

b. A 95mm² copper earthing bus shall extend throughout the entire length of the switchgear
effectively earthing all breakers, enclosures, cable shields and cables with earthing switches
closed. This bus shall have provisions on each end to allow the switchgear to be tied to the
main plant-earthing grid.

c. Bonding shall be provided across metallic surfaces separated by seals or insulating material.
Earthing doors shall be arranged to preclude damages during doors operation.

d. Each switchgear unit shall have integral facilities for earthing the outgoing and incoming cables.

16.0 A TRANSIENT EVENT DISTURBANCE RECORDER

A transient event disturbance recorder shall be provided to record the voltage and frequency on each
