ABSTRACTION

THE STATE OF ICT IN THE PHILIPPINES

Information and Communication deals with the use of different communication

technologies such as mobile phones, telephone, Internet to locate, save, send and edit
information.

Philippines is dub as the ‘’ICT Hub of Asia” because of huge growth of ICT-related jobs, one
of which is BPO, Business Process Outsourcing, or call centers.

The Department of Information and Communication Technology (DICT) is responsible for

the planning, development and promotion of the country’s information and communications
technology (ICT) agenda in support of national development.

On the use and access of ICT in the country, Philippines

was ranked 103rd in 2013 from 102nd in 2012, despite the
advances in the areas of access and use of it. The country’s
ICT connectivity was further improved through the
installation of the Boracay-Palawan submarine cable
system that was completed in the second quarter of 2013.

ICT is a valuable tool that can be used for the economic development of the country. And
in a region where other countries are already ahead in using ICT to their benefit, we are still
struggling to make effective use of it.

Philippines has been known as texting capital of the world and now taken the global lead
in social media usage. Due to these demands of ICT in the country, Philippine
Telecommunication Companies are now challenged to improve their services especially the
internet connectivity in the country.

Here are some of the major telecommunication companies in the country;

1. PLDT Inc. (formerly known as the Philippine Long Distance

Telephone Company- It is one of the country's major
telecommunications providers, along with Globe Telecom.
Founded in 1928, it is the oldest and largest telecom
company in the Philippines, in terms of assets and revenues.
2. Globe Telecom- It is the largest mobile network operator in
the Philippines and one of the largest fixed line, and
broadband networks. As of end-September 2019, Globe’s
total mobile subscriber base reached 97.4 million, five
percent more than its subscriber.

3. Dito Telecommunity Corporation (formerly known as

Mindanao Islamic Telephone Company, Inc. or Mislatel) is
the newest major telecommunications provider in the
Philippines. It is a Joint Venture Company comprised of
Udenna Corporation, Chelsea Logistics Holdings
Corporation, and China Telecommunications Corporation.
4. ABS-CBN Convergence, Inc. - It is a telecommunication owned by
ABS-CBN and globe, founded on December 29, 2011. The
company’s products and services are ABS-CBN mobile, ABS-CBN
TV plus, Mobile telephony, and Digital terrestrial television.

provider in the Philippines. It operates fiber optic broadband
networks, cable television (marketed as Air Cable), and

subscribers as of September 2020 capturing 54% of the
market share of fiber to the home in the country.

ONLINE SYSTEMS, FUNCTIONS, AND PLATFORMS

When it comes to studying ICT, we should understand the fundamentals so that we could
deal on using computer system in an internet environment. Below are examples of online
systems, functions, and platforms that you should understand.
1. Computer- It is an electronic device used for storing and processing data, typically
in binary form, according to instructions given to it in a variable program.
2. Internet- It is the global system of interconnected computer networks that use the
internet protocol suite (TCIP/IP) to link billions of devices worldwide.
3. World Wide Web- It is an information system on the internet that allows documents
to be connected to other documents by hypertext links, enabling the user to search
for information by moving from one document to another.
4. Web Pages- It is a hypertext document connected to the World Wide Web. It is a
document that is suitable for the World Wide Web.
a. Web 1.0- refers to the first stage in the World Wide Web, which was entirely made
up of the Web pages connected by hyperlinks. Webs 1.0 were static websites,
which means they worked on a read-only principle. The visitor’s function was to
simply work as an observer of what’s already been saved in the server. Only the
owner/administrator had the authorization to make any change.
b. Web 2.0- is the evolution of Web 1.0 by adding dynamic pages. The user is able
to see a website differently than others. It also allows users to interact with the
page; instead of just reading the page, the user may be able to comment or
create user account.

Features of Web 2.0

i. Folksonomy- allows user to categorize and classify information using freely

chosen keywords e.g. tagging by FB, Twitter, use tags that start with the sign #,
referred to as hashtag.
ii. Rich User Experience- content is dynamic and is responsive to user’s input.
iii. User Participation- The owner of the website is not the only one who is able to
put content. Others are able to place a content of their own by means of
comments, reviews and evaluation e.g. Lazada, Amazon.
iv. Long Tail- services that are offered on demand rather than on a one-time
purchase. This is synonymous to subscribing to a data plan that charges you
for the amount of time you spent in the internet.
v. Software as a services- users will be subscribe to a software only when needed
rather than purchasing them e.g. Google docs used to create and edit word
processing and spread sheet.
vi. Mass Participation- diverse information sharing through universal web access.
Web 2.0’s content is based on people from various cultures.
c. Web 3.0- This platform is all about semantic web. Aims to have machines (or
servers) understand the user’s preferences to be able to deliver web content.
5. Media Convergence- is the synergy of technological advancements to work on a
similar goal or task.
For example: Besides using your personal computer to create word documents, you
can now use your smartphone.
6. Social Media- is a website, application, or online channel that enables web users
web users to create , co-create, discuss modify, and exchange user generated
content.
7. Mobile Technologies- The popularity of smartphones and tablets has taken a major
rise over the years. This is largely because of the devices capability to do the tasks
that were originally found in PCs. Several of these devices are capable of using a
high-speed internet. Today the latest model devices use 4G Networking (LTE), which
is currently the fastest.
