for COVID-19 Activities, request for

I. ACTION REQUESTED:

For the Regional Director, BFP R9, SSUPT RENATO BADONG MARCIAL,
DSC to approve and issue the herein request for Certificate of Availablity of Fund (CAF)
amounting to FIVE MILLION NINE HUNDRED THIRTY EIGHT THOUSAND NINE
HUNDRED SEVENTY TWO PESOS ONLY (Php 5, 938, 972.00) intended to procure
medical supplies and equipment for Covid-19 Activities.

II. REFERENCES

1. Executive Order No. 114 Institutuionalizing the Balik Probinsya, Bagong Pag-asa
Program as a pillar of balanced regional development.

2. DILG Memorandum No. 2020-073 directing the Chief, PNP, Chief, BFP, All
Provincial Governors, City and Municipal Mayors, Heads of Local Sanggunians, Punong
Barangays, DILG Regional Directors, the BARMM Minister of Local Government, and all
others concerned to assist the DOH in the conduct of expanded testing procedures for
COVID-19;

3. Republic Act No. 11469 “Bayanihan to Heal as One Act” dated March 23, 2020;
Proclamation No. 922 dated March 8, 2020 declaring a State of Public Health
Emergency throughout the Philippines.
III. BACKGROUND/JUSTIFICATION:

As per Section 2 of Proclamation No. 922, “The Declaration of the State of

Public Health Emergency would capacitate government agencies and LGU’s to
immediately act to prevent loss of life, utilize appropriate resources to implement urgent
and critical measures to contain or prevent serious disruption of the functioning of the
government and the community.’’

In adherence to the Agency’s mission to “respond to man-made and natural

disasters and other emergencies” and as part of the IATF, the Bureau of Fire Protection
Region 9 has continously strengthened its commitments and oath providing Emergency
Frontline Services in full operation.

The Health Service Section and the Emergency Medical Service personnel of
the different Provinces, District, Central, Municipal and Fire Sub-Stations need to equip
themselves with adequate supplies and equipment to carry out their obligations
everytime duty calls for us to provide support outside of the Bureau. They will also
provide support to our brothers and sisters who unfortunately became victims of this
pandemic. To date, there are 62 confirmed cases within the BFP Region 9 caused
mostly of them being in the frontlines.
