DISCIPLINE AND CHILD PROTECTION

ORIENTATION
(Based from the TCNHS Gender Responsive Student Discipline and
Child Protection Policy Manual Contextualized Edition 2022)

A. RESPONSIBILITIES AND CODE OF CONDUCT OF STUDENTS

Section 1. Code of Conduct of a Student Inside the School

The Code of Conduct reflects the responsibilities of student to himself/herself, to


others and to the community. The students shall adhere to the following norms of behavior
as provided in the 2015-issued Tabuk City Division Learners’ Code of Conduct:

1. Every student who is enrolled in Tabuk City National High School has high
expectations of oneself. He/she is prepared to achieve his/her highest possible
attainment levels. He/she is ready with his/her hearts and mind as he/she gets to
school. He/she enters the school with pride and dedication to achieve excellence
in any undertakings
2. Every student recognizes and appreciates the achievement of his/her peers and
other students.
3. Every student conducts himself/herself at all times in a manner that enables
him/her to follow his/her potential in both academic and social spheres and which
does not prevent others from doing the same.
4. Every student practices honesty and integrity in pursuing his/her studies. He/she
does his/her homework or other lesson requirements diligently, answers quizzes
and tests at his/her own and participates in teaching-learning activities with
concentration. Absences without valid reason/s should be avoided.
5. Every student practices desirable indigenous belief and practices. He/she actively
participates in the preservation of culture. He lives for and with the community.
Therefore, he/she studies and understands local customs and traditions in order
to develop appreciation and respect towards others culture, thus refrain from
degrading/ belittling the community.
6. Every Kalinga learner upholds the ideals and principles of Paniyaw, Ngilin and
Bain and shall adhere to the provisions of Pagta of the Bodong and yTabuk
Pagta that signifies a responsible IP learner.
7. Every student respects authority and all those who vested with it. The teachers,
school Head and other school personnel are persons with authority that has
been vested upon them by the institution and indirectly by the parents of the
students. Relative to this authority, a student gives his full cooperation to his
teachers, school head and other school personnel in pursuance to the school
goals.
8. Every student gives due respect for the older and this is recognized as an
obligation.
9. Every student wears his identification cards (ID) upon entry to the school
premises all times within the school campus.
10. Every student strives to be neat, clean and well-groomed at all times. He/she
wears modest, simple and decent attire that signifies a well-mannered Ytabuk
aside from the school and PE uniform.
11. Every student observes silence in the libraries, conference halls and study areas
within the schools. Unnecessary noise, sarcastic laughter and conversations,
whistling and the like should be avoided along corridors especially during
classes.
12. Every student refrains from the use of words that are indecent, vulgar and
offensive in nature.
13. Every student helps keep the school and its premises clean and tidy. He avoids
spitting, scattering pieces of papers and food wrappers, marking of walls,
furniture
14. and sitting on railings which are manifestations of untidy practices and habits.
15. Every student handles and takes care of all the properties of the school that are
considered assets to provide him/her comfort and to support his/her academic,
physical, civic and spiritual growth and development.
16. Every student masters and sings with fervor and sincerity the Philippine National
anthem, Cordillera Hymn, Kalinga Hymn, Tabuk City Hymn and School Hymn.
He/she recites with patriotism the Panatang Makabayan and Panunumpa sa
Watawat. He/she observes silence and proper decorum during flag ceremony.
17. Every student practices healthy living. He/she doesn’t bring to schools any
alcoholic beverages, prohibited drugs, deadly weapons and pornographic
materials. He/she doesn’t enter the school premises under the influence of any
intoxicating drink or prohibited drugs that destroy his/her health.
18. Every student exercises with diligence, honesty and sincerity his/her duties and
responsibilities.
19. Every student fosters harmonious relationships with each other within and
outside the school premises.
20. Every student helps preserve and sustain the environment. He/she takes part in
reforestation, recycling, clean and green movement and the like.
21. Every student reads important notices and announcements posted on the bulletin
boards in the school to update himself with current issues, notices, memoranda
and announcement.
22. Every student gives due to respect to gender equality and gender sensitivity.
23. Every student is a steward of others’ property, his environment and school
property.

SECTION 2. Code Conduct of a Student Outside the School

1. Every student is imbued with patriotism and nationalism, love and humanity,
respect for human rights, respect cultural diversity, civic consciousness, ethical
and moral values, moral character and self-discipline in keeping with the mandate
of the educational system under the Philippine Constitution.
2. Every student protects the image of his/her school; upholds and defends its
integrity.
3. Every student participates actively in community civic programs, symposia,
conference, convention, culture and religious and the like.
4. Every student performs his/her civic duties by giving sound opinions about public
issues and cooperates with his/her local government officials in the
implementation of such policies that are directed towards the development of
Tabuk City.
5. Every student manifests his/her charitable and fraternal spirit by helping his/her
fellow
students in distress.
6. Every student secures from appropriate school authorities’ permission prior to the
undertaking of any activity outside the schools that are sponsored by recognized
organizations.
7. Every student is commanded to protect all public and private properties, and
commit himself/herself to the preservation of all resources, indigenous and
culturally relevant heritage within the community.
8. Every student is a peace-loving citizen; hence; he/she strives to avoid involvement
and participation to wars, tribal conflict, armed conflicts, etc.
9. Every student as a member of indigenous cultural communities takes pride in the
beauty of the original material culture of Tabuk City and continue to live up to the
sense of belongingness necessary to boost the morale of the Ytabuk.
10. Every student, at all times, abide by the provisions of this Code and other
pertinent ordinances promulgated by the local government in promoting his/her
well-being.

B. OFFENSES AND DISCIPLINARY CASES

Section 1. Possession of prohibited items:


1. Items causing physical accidents and/or injuries
 Firearms and any form of explosives
 All types of knives
 Pointed scissors
 Knuckles
 ice pick, screw drivers, nails, hammers, “paet” which
are not required for school-related activities.
 Necklaces, rings, and other body accessories with
knuckles, knives and sharp/pointed objects
 Baton or “batota” and “Chako”
 Metals, rods, and steels NOT needed in class
 All other items that pose danger and harm
 Substances which are dangerous to health:
 Illegal drugs and paraphernalia
 Cigarette, vapes or e-cigarettes
 Liquor and intoxicants
 Lighters/matches which are not needed in school
activities
1. Mom-ma
2. Gambling paraphernalia
3. Pornographic Materials

Section 2. Light Violations


1. Uttering profanities/swearwords inside the school campus and its
immediate premises
2. Going to restricted places as determined by the school
3. Tampering of the school ID card such as placing stickers and other
objects on school ID card
4. Graffiti – it is the act of scratching, etching, painting, or other form of
writing or drawings made on a wall or other surface, usually without
permission and within public view
5. Spitting momma causing stains in the surroundings

Section 3. Less Grave Violations


1. Illegal gambling in any form
2. Cheating such as but not limited to copying the works of others
3. Bringing of or drinking intoxicants and liquor or entering the school
premises under the influence of liquor
4. Instigating, leading or participating in concerted activities leading to
stoppage of classes; formation of gangs
5. Bringing of or smoking inside the school premises, tobacco products,
vapes, etc..
6. Vandalism (destruction of school property)
7. Hooliganism – violent or rowdy behavior by young trouble makers,
typically in a gang
8. Necking, petting, and public display of affection
9. Intentional display of private parts, except if the individual is mentally ill
as certified by a mental health professional
10. Posting disrespectful/unacceptable entries/comments and unverified
statements in the social media

Section 4. Grave Violations and Offenses. The following are prohibited acts that
correspond to disciplinary sanctions:
A. General Prohibited Acts
A. Engaging in discrimination, or leading a group of pupils/ students to
discriminate another with reference to one’s physical appearance,
weaknesses, and status of any sort
B. Preventing, threatening learners or faculty members or school authorities
from discharging their duties or from attending classes or entering school
premises
C. Doing any act that is inappropriate or sexually provocative
D. Participating in any behavior that is illegal, unsafe or abusive
E. Engaging in fights or aggressive behavior
F. Introducing into the school premises or otherwise possessing prohibited
articles, such as deadly weapons, drugs, toxic and noxious substances
G. Performing other similar acts that cause damage or injury to another
H. Assaulting school personnel or other learners, or any other school
authority or his agents
I. Corporal punishment committed by a learner/student who has been given
or assumed authority or responsibility for punishment or discipline
J. Possession, use, and sale of illegal drugs and other prohibited
substances and items
K. Extortion of money or in kind from others
L. False testimonies during investigation
M. Fighting, causing injury to others
N. Forging or Tampering with school records/forms, securing or using
forged school documents
O. Engaging or joining in gangs and in hazing in any form or manner
whether inside or outside the school premises as per DO No. 7, s. 2006
P. Identity theft such as using someone’s pictures and name (e.g. social
media)
Q. Serious dishonesty
R. Stealing

B. Gender-based Offenses:
1. Sexual assault/harassment/abuse
-Catcalling (Sexist Remarks, Homophobic remarks, Misogynistic
Remarks (Transphobic remarks)
2. Persistent uninvited comments or gestures on a person’s appearance
3. Relentless requests for personal details
4. Statement of sexual comments and suggestions
5. Persistent telling of sexual jokes and use of sexual names
6. Voyeurism
7. ‘Tsansing’ or touching of private parts of others
8. Engaging in prostitution activities
9. possession, bringing in, using, selling and circulating of pornographic
materials
10. Engaging in prostitution activities

C. Peer Violence
1. “Bullying or Peer Abuse” is a ground for disciplinary action. This
include physical, cyber, social, psychological, and gender-based bullying.

Such acts include but not limited to:


 Any unwanted physical contact between the bully and the victim like
punching, pushing, shoving, kicking, slapping, tickling, headlocks, inflicting
school pranks, teasing, fighting and the use of available objects as weapons;
 Any act that causes damage to a victim’s psyche and/or emotional well-
being;
 Any slanderous statement or accusation that causes the victim undue
emotional distress like directing foul language or profanity at the target,
name calling, tormenting and commenting negatively on victim’s looks,
clothes and body;
 Threats to inflict a wrong upon the person, honor or property of the person or
on his or her family;
 Stalking or constantly following or pursuing a person in his or her daily
activities, with unwanted and obsessive attention;
 Taking of property;
 Public humiliation, or public and malicious imputation of a crime or of a vice
or defect, whether real or imaginary, or any act, omission, condition, status,
or circumstance tending to cause dishonor, discredit or expose a person to
contempt;
 Deliberate destruction or defacement of, or damage to the child's property;
 Physical violence committed upon a student, which may or may not result to
harm or injury, with or without the aid of a weapon. Such violence may be in
the form of mauling, hitting, punching, kicking, throwing things at the student,
pinching, spanking, or other similar acts;
 Demanding or requiring sexual or monetary favors, or exacting money or
property, from a pupil or student; and
 Restraining the liberty and freedom of a pupil or student.

1. Other grounds of disciplinary action are “Other acts of abuse by a


student/pupil or learner.” These refers to other serious acts of abuse
committed by a pupil, student or learner of same school, not falling
under the definition of “bullying” in the preceding provisions, including
but not limited to acts of physical, sexual or psychological in nature.

C. Specific Disciplinary Sanctions

A. Light Violations

3 RD violation  Suspension for four (4) school days and counseling with
parent
 Shall be treated as a grave offense

C. Grave Offense

 attendance to any training related to improvement of
behavior

2 nd violation  Suspension of three (5) school days or more but not
more than one (1) school year
 The decision shall be automatically referred to the
Schools Division Superintendent for approval if
suspension is more than 5 school days
3 RD violation  Suspension for more than one (1) year
 The decision and the whole records of the case shall
be automatically referred to the secretary for approval
 Counseling with parents, attendance to any training
related to improvement of behavior
 Referral to proper authorities, institutions or experts
4 th violation  Expulsion
 The decision and the whole records of the case shall
be automatically referred to the Secretary of
Education for approval.

Section 4. Bullying and other acts of violence or abuse that results in serious physical
injuries or death - If the bullying or peer abuse resulted in serious physical injuries or death,
whenever appropriate, the case shall be dealt with in accordance with the provisions of
Republic Act 9344 and its Implementing Rules and Regulations and Procedures on the
Management of Children at Risk or In Conflict with the Law or CICL (DepEd Order # 18, s.
2015)
