CONTINGENCY PLAN FOR COVID – 19 PANDEMIC

I. OBJECTIVES
This is the DepEd Schools Division of Capiz, David Moises Memorial High
School Contingency Plan for Covid - 19 Pandemic..

This Contingency Plan aims to:

1. Align with the Harmonized National Contingency Plan for the COVID 19 pandemic
of the National Disaster Risk Reduction and Management Council (NDRRMC).
2. Establish the coordination and communication mechanisms among the division office
and the affected and assisting schools.
3. Set the response and rehabilitation or early recovery roles and functions of the DepEd
division office and the affected and assisting schools for purposes of education
continuity.
4. Provide guidance for the continuing capacity building of DepEd offices and schools.
5. Determine the preparedness and prevention and mitigation measures to reduce the
impacts of the COVID 19 Pandemic.
6. Support the identification of needed equipment and supplies to reduce the impacts of
the COVID 19 Pandemic.

III. ACTIVATION, DEACTIVATION AND NON-ACTIVATION OF CONTINGENCY


PLAN

The contingency measures in this document aligns with the 2019 NDRRMC Harmonized National
Contingency Plan (HNCP) for coordination horizontally, i.e. DepEd with other NDRRMC agencies, and
vertically, i.e. DepEd Central Office down to the schools.

A. Activation
The activation of DepEd’s Contingency Plan for COVID – 19 Pandemic is aligned with the
activation of the Harmonized National Contingency Plan. This include any of the following triggers
1. Opening of classes
2. Possible/Suspected (Teachers, Personnel or Community) treat
3. Declaration of Community Quarantine
4. Force implementation to observe and follow the health protocol of the IATF.
5. Strict entry of each provinces, municipalities and barangays.
B. De-Activation
1. Issuance of guidelines, rules, resolution and/or laws stating that there is no longer a treat of
COVID – 19 pandemic.
2. The deactivation of the contingency Plan will follow the declaration of the Municipal Mayor and
Provincial Governor through from the Inter Agency Task Force on COVID – 19.

C. Non-Activation
1. Issuance of guidelines, rules, resolution and/or laws stating that the treat of COVID – 19
pandemic is totally wipe out.
2. Discovery of Vaccine to combat COVID 19 – pandemic.

IV. COORDINATION, COMMAND AND CONTROL

The school head should coordinate with the District Supervisor, Division DRRMO focal
person and Division Health Officer whenever there is a significant COVID 19 crisis occurs in
the school and also to the Barangay Health Workers, Municipal DRRM Office and in the
Rural Health Unit for their possible response.

Communication with the School COVID – 19 Committee using the designated emergency
communication equipment and provide instructions and advisories as directed by School
Covid -19 Committees.

Covid – 19 Committees and Updates Information


- School Covid – 19 Committees should be aware of their duties and responsibilities when
there is possible or suspected covid -19 cases occurs.
- Teachers, learners, and parents should be aware of the covid – 19 Contingency Plan and the
standard operating procedure and to be aware on the prevention, mitigation and reduction
measures of the school.
- Teachers, learners, and parents have to ensure their safety against covid – 19.

Incident Command System (ICS)


a. Communication includes updated emergency hotlines, cellphone, two – way radio handset,
and various online platforms will be used.
b. The school formally activated its school wide Incident Command Team to response to this
rapidly evolving situation the COVID – 19.
c. The Incident Command Team composed of the teaching staff, learners, stakeholders and
barangay officials
V. Response and Early Recovery Measures of Schools Division Office, Affected Districts, and
Assisting Schools
The Schools Division Office, District and Schools do their share by putting up facilities to mitigate
the spread of this corona virus and observe proper health protocol to ensure the safety of their teachers,
pupils, and other stakeholders
Timeline of Response, Rehabilitation and Early Recovery of Schools Division Office, Affected
Districts, and Assisting Schools
The timely distribution of crisis facts is among most important thing in Pinay Elementary
School do the response on threatening COVID – 19 situation. Thus following actions are follows;
a. For timely response, twinning of schools in the district level and in Congressional Level is
encouraged. The school will prepare a Memorandum of Understanding to easily access if the
need arises.
b. Consultation with school, community and health officials and consistent guidance offered by the
Department of Health and Inter - Agency Task Force.
c. Promote daily preventive actions for all learners, teachers, and other school personnel and other
stakeholders to encourage the pupils to engage in health promoting behaviour the prevent illness.
d. Daily decontamination of the school/classroom
e. Designated School Clinic Coordinator to access adequacy of infection and control of supplies
and review distribution plan
VI. Preparedness Measures

A. Schools Division of Capiz
- School Division of Capiz must provide series of webnar seminar training regarding the
safety protocol on the essentials health and safety measures related to COVID - 19 to both
teacher and non – teaching personnel.
B. For Districts and Schools
- School Head should ensure the functionality of the School COVID – 19 Committees to
address the COVID – 19 related matters in the school.
- School Head must maintain an up to date contact of list of learners, parents, teachers, and
other school personnel, DepED higher Offices, Brgy. Health Workers, Municipal DRRMO,
Rural Health Units to be made easily get in touch within twenty four (24) hours to assist with
timely health follow – up as needed in the event of a possible COVID – 19 cases
