SIFFU ES Contingency Plan for CoVID-19


SY: 2020-2021
I. OBJECTIVES

This is the DepED Contingency Plan of Siffu Elementary School which focuses on the
disaster that may arise in the area like the pandemic Covid 19.
This document was developed by the Disaster Risk Reduction and Management Service
(DRRMS), Disaster Management Group members of the central office, Regional and
Division DRRM Coordinators of the affected and assisting regions.
This Contingency Plan aims to:
1. Align with the Harmonized National Contingency Plan for the CoVID-19 Pandemic
of the National Disaster Risk Reduction and Management Council (NDRRMC).
2. Establish the coordination and communication mechanisms among the central office
and the affected and assisting regions.
3. Set the response and rehabilitation or early recovery roles and functions of the
DepED central office and the affected and assisting regions for purposes of education
continuity.
4. Provide guidance for the continuing capability building of DepED offices and
schools.
5. Determine the preparedness and prevention and mitigation measures to reduce the
impacts of the CoVID-19 Pandemic.
6. Support the identification of needed equipment and supplies to reduce the impacts of
the CoVID-19 Pandemic.

III. ACTIVATION, DEACTIVATION AND NON-ACTIVIATION OF


CONTINGENCY PLAN
The contingency measures in this document align with the 2019 NDRRMC Harmonized
National Contingency Plan (HNCP) for CoVID-19 pandemic. This will enable DepED to
have better coordination horizontally, i.e. DepED with other NDRRMC agencies, and
vertically, i.e. DepED Central Office down to the schools.

A. Activation
The activation of DepED’s Contingency Plan for CoVID-19 pandemic is aligned with
the activation of the Harmonized National Plan. This includes any of the following:
1. Presence of suspects and probable cases of COVID-19 in the City of Ilagan;
2. Confirmed case of COVID-19 in school;
3. Community level transmission;
4. Declaration of State of Emergency;
5. Infected DepEd Personnel;
6. Reported Cases of Local Transmission; or
Use of schools as quarantine facility
B. De-Activation
The deactivation of response plan for COVID-19 includes the following indications:
1. Zero reported locally transmitted cases in the last 60 days.
2. Discovery and availability of vaccine in the market
3. Lifting of State of Emergency
4. Pronouncement of the National Disaster Risk Reduction and Management Council or
Inter-Agency Task Force on COVID-19

C. Non-Activation
The non-activation of Response Plan for COVID-19 includes the following
indications:

1. No reported COVID-19 Positive Case in the Locality; and


2. No Community Quarantine enforced in the Locality
3. When vaccine for CoVid-19 is already available.

IV. COORDINATION, COMMAND AND CONTROL


A. Coordination
There will be coordination and constant communication with School COVID-19
Task Force, the teaching personnel and different school stakeholders, parents, barangay officials,
local government unit and CDRRMO.
B. Command and Control
A School Incident Command Center shall be established upon activation of
the Contingency Plan, all information, update and reports coming in and out
shall be directed to the DICC for information and appropriate action.

IX. EFFECTIVITY

This contingency plan for DepED Siffu Elementary School shall be effective
upon publication. The plan shall be considered a “working document” and be
subjected to continuous review and enhancement by the DepED technical working
group based on the latest scientific studies about geological hazards, risk assessment
findings and innovations in DRRM policies and standards.
