CONTINGENCY PLAN ON TYPHOON

I. BACKGROUND

Mahabang Sapa School is located at Brgy. Agnaga, Cuartero , Capiz. twenty one
kilometres away from the town of Cuartero with a total population of 113 learners, 7 teaching
personnel, 1 non -teaching personnel. To make sure the safety of everyone in the school
premises at all times the School Disaster Risk Reduction Management Committee was
formed.

Schools are mandated to form School DRRM team, which is headed by a designated coordinator.
The DRRM Team and Coordinator are expected to: ensure the establishment of an early warning system for
the school, conduct an annual student-led risk identification and mapping within and around the school
premises, plan and implement disaster preparedness measures, maintain the safekeeping of vital school
records and learning materials, track all school personnel during disasters, conduct damage assessments,
facilitate immediate resumption of classes, and monitor recovery and rehabilitation interventions being
implemented in the school, among other roles and responsibilities.
II. OBJECTIVES:
Disaster management aims to reduce, or avoid, the potential losses from hazards, assure prompt and
appropriate assistance to victims of disaster, and achieve rapid and effective recovery. Disaster Risk
Management includes sum total of all activities, programs and measures which can be taken up before, during
and after a disaster with the purpose to avoid a disaster, reduce its impact or recover from its losses. Reduce,
or avoid, losses from hazards; (2) Assure prompt assistance to victims; (3) Achieve rapid and
effective recovery. Disaster management aims to reduce, or avoid, the potential losses from hazards,
assure prompt and appropriate assistance to victims of disaster, and achieve rapid and effective
recovery.
There is an increased need for Disaster Risk Reduction (DRR) education in the school sectors
because of the massive impacts it has felt over the past few years as a result of the earthquakes,
landslides and floods it has had to face. DRR will be a great way to reduce the impacts because it
will help promote resilience as well as save lives and properties.

III. HAZARDS

Hazard maps provide important information to help people understand the risks of natural
hazards and to help mitigate disasters. Hazard maps indicate the extent of expected risk
areas, and can be combined with disaster management information such as evacuation sites,
evacuation routes, and so forth.

VI. PREPAREDNESS MEASURES

Typhoon and continuous heavy rains will cause ,landslides affected areas based on the PAGASA’s Rainfall
Forecast, Forecast of Tropical Cyclone and Climate Outlook for 2017.

Localized flooding will occur triggered by either a tropical storm (winds between 60 -170 kph) and/or
heavy monsoon rains over a longer period of time (3-7 days); landslides are expected.

Immediate effect of this are disruption of classes due to the displaced family using our school evacuation
center, damaged school buildings, facilities, teaching and learning materials and disruption of major
lifelines.

School Building Safety

The activity will focus on school building. Activities such as Student-Led Hazard Mapping and School
Safety Inspections will be conducted by the school.

Temporary Learning Spaces should be identified.

Knowledge Management Project

Under this project are the conduct of training needs assessment to capacitate teachers and students on
Disaster Risk Reduction and Climate Change Adaptation, , Information and Education Campaign,
Dissemination of emergency hotlines, .

Monitoring and Implementation

Track the development and progress of the DRRM Committee in school in the implementation of DRR
Program.

Enabled Mapping Project

Production of School Hazard Mapping in coordination with Barangay Officials that will provide visual
information to the pupils on the hazard that exist in the school
