SCHOOL CONTINGENCY PLAN
I. BACKGROUND
Tuyabang Alto Elementary School is located at P-3 Barangay Tuyabang Alto, Oroquieta
City, Province of Misamis Occidental. It is an upland rural Barangay and has a total land area of
4,692, 146 sq. meters having many natural grown tress and planted tress like Gemilina, Coconut,
Rambutan, and Mahogany along the road and inside the school premises that makes the school
prone from falling branches from trees during heavy rains and strong winds. It is bounded on the
North by Barangay Mobod, on the South by Barangay Lower Rizal, on the East by Barangay
Villaflor, and on the West is Barangay Ciriaco Pastrano. The total population is 595; where 331
are males and 264 are females.
Barangay Tuyabang Alto has 10 Barangay officials, 7 Health workers, 1 Nutritional
Scholar, 1 day care worker, 11 Tanods, 8 Lupong Tagapamayapa, 7 purok presidents, 5 School
Personnels and 14 members of Disaster Team.
It has only 1 water system from Lower Rizal River which is 3 kilometers away from the
Barangay. It has a concrete road from submarine up to purok 4, purok 3, purok 2 while sitio
Cabongbongan is a muddy road during rainy season.

II. OBJECTIVES
This 2018 Contingency Plan covers 1 school of division of Oroquieta in Region X. It
focuses on Natural Hazard like typhoon, flood and thunderstorm.
This contingency plans aim to:
a. Ensure the safety of all the people in the community especially the children at
the site/facility
b. Reduce the risk of disaster caused by natural hazards such as typhoon and flood.
c. Be better prepared to recover from a major natural catastrophe
d. Safeguard and make available vital materials, supplies and equipment to ensure
the safety and recovery of records from predictable disasters

III. HAZARD
Based on the flood map provided by the City Disaster Risk Reduction Management,
Barangay Tuyabang Alto is not merely at risk of flood because of its geographical location. When
there is heavy rains, the submarine that is located at the boundary between Mobod and Tuyabang
Alto will overflow because of the presence of the two rivers namely Dulapo River and Villaflor
River respectively and this made it hazardous for the people passing by the submarine. The roads
also becomes slippery that sometimes makes the passers-by worry to travel using their vehicle for
accident might occur.
When there is a typhoon or strong winds, the roads are not also safe for it is surrounded
by plenty of trees along the by ways. Sometimes slight landslide will occur. The school is safe
from flood only the roads are prone to flood. Inside the school ground, there are hazardous
lumbered trees that there branches and twigs may fall every time there is a strong winds.

IV. DISASTER, IMPACTS AND VULNERABLE DIVISIONS


When strong winds or typhoon reaches to signal no. 3 surely the school buildings will be
destroyed. The place wherein the school was located are surrounded with hazardous lumbered
trees like Mahogany and Tugas Trees in front and on the side of each buildings. Gemilina, Jackfruit
Tree, Falcata, Mahogany, Mango, Mangium and Coconut trees at the back of the buildings. If this
happens, these trees enumerated further will be uprooted and broke its branches. The tendency is
that these uprooted trees and branches might fall on the building itself. When these happens,
number of damages will arise. The roofs and the concrete walls will be destroyed. Electrical
wirings will be cut. Flourescent and lamp will be broken. Equipment and classroom supplies will
be destructed. If typhoon will hit unknowingly, this may cause lost of lives and many will be
wounded. The amount of damages will be based upon the how strong the natural hazard occur.

V. CAPACITIES AND VULNERABILITIES

With regards to school capacities upon responding the disaster, in terms of its learning
materials the school can assure its continuity of learning of the pupils. There are enough textbooks
and other learning resources found in each classroom. The school also conducts a regular drills
to orient and made known the pupils on what to do and not to do during such disaster. Parents,
barangay officials, other stakeholders and the LGU’s were invited in the conduct of the drills.
Evacuation route are visible in the school in each building guiding the pupils where to go to avoid
harm. Pupils were oriented on the safe places for their security. Parents were also aware on what
to do before, during and after the event.

VII. PREPOSITIONED MATERIALS AND EQUIPMENT


The School has stocks for learning materials that even if natural hazards will occur the teacher
can continue the learnings of the pupils. Each grade level has enough supplies of books and other
learning materials. School Personnel has their cell phones as means of communication. The school
has no equipment as to disaster preparedness in terms of transportation, rope, flashlights and
whistle but surely the Barangay can provide those needed materials.

VIII. IMPLEMENTING PARTNERS
Tuyabang Alto Elementary School personnel has a close collaboration with its internal and
external stakeholders who have an important role to play in disaster risk reduction. The Division
Disaster Risk Reduction and Management Coordinator, Mr. Ametancio G. Bualat who will assist
the teachers of Tuyabang Alto Elementary School in preparing the school and the school’s
community for disasters, the PTA headed by Ms. Alma C. Bongato who is responsible in search
and rescue, will help organize the parents for meetings and orientations regarding this SDRRM
Plan, the School Governing Council will help in gathering the pupils regarding the SDRRM Plan
and will conduct Hazard/Risk Mapping in the school yearly, the BDRRMC and the CDRRMC
will be assisting the school during disasters and will be included in their plan and the Philippine
Red Cross will be of great help to the school especially the pupils during disasters and will also be
assisting the teachers in educating the learners what to do during disasters.
