1. INTRODUCTION

1.1. Project location and brief description

The contract concerns wastewater infrastructure works to be executed in and around the
sub-cities of Bole and Yeka in Addis Ababa. Majority of proposed works are located in a busy
urban environment, including major public roads which experience a high volume of
pedestrian and vehicular traffic.

The elevation of eastern catchment ranges from 2610m above sea level in the mountainous
areas to the north of the catchment to 2250m in the flat areas to the south. The site
topography varies from areas of flat topography to those with continuous steep gradients in
places. Additionally, some of the works are located through or adjacent to steep
embankment and/or sudden changes in elevation.

The site is typically characterized by the following types of surfaces:

 Heavily trafficked bituminous highways;


 Paved and unpaved roadways;
 Road reserves with both paved and unpaved walkways;
 Narrow passageways between unplanned buildings;
 Narrow passage ways between unplanned buildings/settlements;
 Grassed and cultivated areas.

The site includes a combination of public and privately-owned lands. Many of the proposed
working areas are located close proximity to existing structures, many of which are
unplanned, and many of whose structural integrity cannot be guaranteed. The existing site
also includes a large volume of existing utility infrastructure, comprising water, wastewater,
electrical and communications utilities, which serve the city of Addis Ababa.

1.2. Background

has developed this Environmental and Social Management Plan (ESMP) to identify the
environmental and social management and mitigation actions required to implement the
project in accordance with the requirements of the project ES management strategies and
Implementation plans (ES-MSIP) Environmental and social Management Plan, ESAI,

Statutory and regulatory environmental and social requirements of the Government of


Ethiopia, with the World bank (WB) Environmental and social standards; October 2018.
Meet the following Environmental and Social Standards (ESS):

 ESS 1: Assessment and management of Environmental and Social Risks and Impacts
 ESS 2: Labor and Working Conditions;
 ESS 3: Resource Efficiency and Pollution Prevention and Management:
 ESS 4: Community Health and Safety:
 ESS 5: Land Acquisition, restrictions on land use and Involuntary Resettlement;
 ESS 6: Biodiversity Conservation and sustainable management of living natural
 ESS 7: Indigenous peoples/Sub-Saharan African Historically underserved traditional
local communities;
 ESS 8: Cultural Heritage;
 ESS9: Financial Intermediaries ; and
 ESS10: Stakeholder Engagement and Information Disclosure

It provides an overview of the environmental and social baseline conditions on the route of
the proposed scheme, summarizes the potential impacts associated with the proposed
rehabilitation and improvement works and sets out the management measures required to
mitigate any potential impacts in a series of discipline specific Environmental Management
Plans (EMPs). These EMPs are to be utilized by the contractors for the project and will form
the basis of site-specific management plans as part of their construction methodology prior
to works commencing.

1.3. Employee Occupational Health and Safety


a) Prevention and Response to sexual Exploitation and Assault (SEA)

The contractor will not tolerate any action in relation to sexual exploitation, sexual assault,
sexual harassment or any form of gender based violence. This policy will be expressed
during employment and execution of work, such as meeting and gatherings held for
employees, with notice boards on the construction site and around employee residence
camp.

Developing of strict rules of sexual exploitation, sexual assault, sexual harassment or any
form of gender-based violence, which will be strictly controlled and implemented from the
day of employment throughout the execution of project.

We will establish an internal management organization against sexual exploitation, sexual


assault, or any form of gender-based violence, which shall be chaired and directly
responsible by the contractor’s representative. And related management procedures will be
established and publicized to make sure all related incident reports could be received and
dealt with at the first time. This internal management organization shall at all-time take
responsible pre caution to prevent sexual exploitation, sexual assault, sexual harassment or
any form of gender-based violence, and any unlawful, riotous or disorderly behaviors of its
personnel; and to preserve safe and peaceful work environment and protect persons and
property.

We will also cooperate with local law enforcement authorities, such as police station, court
of justice, etc. to consult legal opinions regarding assumed sexual harassment and/or
gender-based violence, and timely make evidence and report for such incident.

b) Prevention and Response to COVID-19 Diseases

The contractor regional HQ will be leading management authority for COVID-19 prevention
and response, and contractor’s representative shall be responsible on the project level,
assisted by ESHS Expert who shall implement routine management.

Prevention Facilities, below preventative activities shall be implemented:

 Protective and disinfection equipment, such as mask, alcohol, detergent etc., will be
prepared at the cost of the contractor and be supplied to employees.
 Infrared thermometer and basic medicine will be prepared and make available for
employees and body temperature shall be tested before entering work place
 A vehicle shall be available at office or on site for the purpose of transporting ill
person to hospital in emergency cases
 Clean water, detergents sprayer will be available at office or on site for the purpose
of washing and cleaning body, and such facilities will be managed by ESHS expert.

Employees Behavior management.

Employees will obey below rules regarding their behavior management:

 Always wear masks and other necessary protection gears, and remind nearby
persons to wear masks.
 Always obey the requirement of social distance, and remind nearby person to keep
social distance.

 Do not gather together unless necessary. Meeting shall confirm to COVID-19


prevention protocol and social distance requirements will be obeyed.
 Do not go outside of working compounds unless necessary
 Do not go places with crowded people.

Report and processing of violation.

 Employees who observe a violation to the contractor prevention plan must


immediately report to related responsible personnel, either in written or orally.
 The information of reporting, especially the information of the employee who raises
a report, must be kept confidential.
 The responsible personnel must activate response mechanism to deal with the
reported incidents.
 Under extreme circumstances, the contractor might bring the case to law
enforcement authority, such as police station, court of law, etc.

Actions to suspected case and his/her close contracts

 The suspected case will be sent to authorize medical testing center to verify whether
he/she is infected. The suspected patient must be fully covered by prevention
equipment and keep distance from others.
 If a suspected case is confirmed positive COVID-19, the information must be reported
to person in charge immediately, and consequent emergency actions must be taken
in accordance with the prevention plan.
 The confirmed patient will be put in quarantine, where no chance for others to be
infected by him/her. Sufficient living conditions, food and medical supply will be
provided to the confirmed patient. The confirmed patient will report his physical
condition to designated personnel on a daily basis, thus the contractor may
determine whether further treatment will be needed.
 Any confirmed case must be reported to the contractor’s regional HQ, who may
consequently report to China Embassy.
c) Prevention of occupational and Communicable diseases

The ESHS expert will be responsible for the prevention of occupational and communicable
diseases. Workers will be required to conduct physical/medical examination before they
start to work for the project, and periodical medical checkup will be requested regularly.

The ESHS expert will identify and make awareness to all employees regarding pandemic,
flues, STD and HIV/AIDS and other communicable diseases. The ESHS Expert together with

Construction Project manager and other site management personnel, shall commit to
identify and make awareness to all employees regarding occupational diseases. Once
potential risks are identified, the ESHS expert shall immediately send warning and develop
solution to handle the risks and eliminate risks of similar kinds.

STDs (Sexually Transmitted Diseases) in general and HIV/AIDS in particular are becoming
major social, economic and political problems especially in sub-Saharan African countries
and Ethiopia, being has observed revival of the pandemic. Instructions and warnings shall be
given to all employees related to STDs in general and HIV/AIDS in particular.

The ESHS expert shall build connection with hospitals and medical research institute, to
acquire latest information towards communicable diseases. Labor protection measures,
such as helmet, gloves, shoes, special cloths, glasses will be allocated to workers; safety
trainings will be conducted every day before going entering work site.

d) Safety precautions and Instructions on site

ESHS expert will draft a site safety precaution instruction, identifying all potential risks to
employees’ health and safety, providing clear instructions on how to handle these risks, and
making clear requirements on employee behavior and activities. The site safety precaution
instruction will be publicized in clear and simple language, in the form of big notification
board, and be erected at the entrance of work site, so that employees may have easy access
to the information. The site safety precaution instruction will be revised and publicized when
necessary.

e) Grievance redress mechanism

To make sure employees have a right channel to redress their complaints and grievance, the
project management team shall develop a grievance redress mechanism (GRM) to cope with
employees’ complaints and requests. The GRM will empower employees to express their
concern and feelings and seek possible solutions to their issues, thus the work atmosphere
can be maintained harmonious, and consequently efficiency of employees could be
maintained and promoted to the maximum level.

f) Sexual Harassment & Gender-based Violence

We will not tolerate any action related to sexual harassment and gender-based violence.
Strict policies on sexual harassment and Gender-based violence will be developed and
publicized to all employees.

g) Precaution against Geotechnical and Sub-surface works

Geotechnical investigation will be conducted thoroughly on all work sites, and investigation
reports will be provided to designers at the first time, so that potential risks which might be
derived from unknown/dangerous sub surface conditions could be identified and addressed
in drawing modification.

Appropriate machineries and equipment suitable for working in the sections where
geotechnical situation is complexes or subsurface works will be carried out. The work spaces
will be well-organized and always kept clean. The sight for machinery operators will be well
organized and always kept clean.

1.4. Policies Legal and Administrative Frameworks


This section describes in brief the environmental policies, legislations and guidelines that
govern environmental management activities, including environmental and social impact
assessment, in Ethiopia. In addition, it provides a concise description of institutional
framework for environmental management.

1.3.1 The constitution of the FDRE

The concept of sustainable development and environmental rights are enshrined in article
43, 44 and 92 of the Constitution of FDRE.

In Article 43: The Right to Development, where peoples' right to:

 improved living standards and to sustainable development,


 participate in national development and, in particular, to be consulted with respect to
policies and projects affecting their community, and
 The enhancement of their capacities for development and to meet their basic needs,
are boldly recognized.

Similarly, in article 44: Environmental Rights, all persons are entitled to:

 live in a clean and healthy environment,


 Compensation, including relocation with adequate state assistance.

Moreover, in article 92: Environmental objectives it is declared that,

 government shall ensure that all Ethiopians live in a clean and healthy environment,
 programs and projects design shall not damage or destroy the environment,
 peoples have the right to full consultation and expression of views, and

 Government and citizens have the duty to protect the environment.

1.3.2 Relevant Policies and Strategies

Environmental Protection organs Establishment proclamation (proc.no.295/2002)

It has stipulated the need to establish a system that enables to foster coordinated but
differentiated responsibilities among environmental protection agencies at federal and
regional levels. The proclamation has also required the establishment of sectorial and
Regional Environmental, Units and Agencies, respectively. This shows that institutionalizing
and mainstreaming environmental concerns has a legal foundation.

The Environmental Impact Assessment Proclamation (Proc. no. 299/2002)

It has made EA to be a mandatory legal prerequisite for the implementation of major


development projects, programs and plans. This proclamation is a proactive tool and a
backbone to harmonizing and integrating environmental, economic, cultural, and social
considerations into a decision making process in a manner that promotes sustainable
development.

Environmental Pollution Control Proclamation (Proc. no. 300/2002)

It is promulgated with a view to eliminate or, when not possible to mitigate pollution as an
undesirable consequence of social and economic development activities. This proclamation
is one of the basic legal documents, which need to be observed as corresponding to
effective EA administration.

Environmental Policy of Ethiopia (EPE, 1997)

It provides a number of guiding principles that indicate and require a strong adherence to
sustainable development. In particular EA policies of EPE includes, among other things, the
need to ensure that EA:

 considers impacts on human and natural environments,


 provides for an early consideration of environmental impacts in projects and
programs design,
 recognizes public consultation,
 includes mitigation plans and contingency plans,
 provides for auditing and monitoring,
 is a legally binding requirement,
 Is institutionalize, etc.

2. Organization of the Occupational Health and Safety


2.1. Assignment of Responsibilities

As Occupational Health and Safety issues are the basic elements while the execution of
construction project all the contractor and subcontractor staffs are responsible for
implementation of the plan mean while some management staffs which should responsible
in specific manner along which the organization chart here under illustrates the main
managing staffs of this duty.

 Perform daily ESHS inspection, evaluate and control ESHS implementation on site
and advise construction manager on remedial measures to ensure safe working
conditions and practices.
 Prepare training manuals, conduct training to workers and prepare ESHS rules and
provide it as easily noticeable places for all person accessing to working site.
 Monitor noise during nighttime work
 Monitor for cultural and archeological resources.

3. Occupational Health and Safety Risk Assessment Matrix


An occupational health and safety risk assessment matrix will be developed for the project.

4. Training, awareness and competence


We will establish and maintain a documented corporate procedure to ensure that his and
the sub-contractor employees are competent to perform tasks in a manner to minimize the
risk and prevent pollution, in consistent with contractual requirements.

The project site ESHS training program will be the responsibility of Site management. The
following steps are considered

 Review and analysis of the contractual requirements and internal needs for training
by all relevant managers;
 Preparation of project training matrix and its approval by the contractor’s
representatives
 Organizations and carrying out of training sessions
 Evaluation of the training performed
 Safe keeping of records

5. Training, awareness and competence


Emergency plans should be established, reviewed, tested and, where necessary, revised and
updated by the pipeline operators (internal plans) and by the authorities (external plans) at
suitable intervals. The review should take into account changes to the pipelines and changes
within the emergency services concerned; new technical knowledge; and knowledge
concerning the response to accidents. In particular, the emergency plans should be
established in accordance with the provisions of joint bodies, such as international river
commissions.
Emergency plans should be established with the objectives of:
 Containing and controlling accidents so as to minimize their effects and limit damage
to human health, the environment and property;
 Implementing the measures necessary to protect human health and the environment
from the effects of trans boundary accidents;
 Communicating the necessary information to the public and to the services or
authorities concerned in the area;
 Providing for the restoration and clean-up of the environment after an accident.
 Emergency plans should be coordinated between pipeline operators and competent
authorities as well as with fire brigades and other disaster control units.
Internal Emergency Planning
Internal emergency plans should at least include:
 Names and/or positions and contact data of persons authorized to set emergency
procedures in motion and of the person in charge of and coordinating the on-site
mitigation action;
 Name and/or position and contact data of the person responsible for liaising with the
competent authority in charge of the external emergency plan;
 Arrangements for initiating and activating the alert and call-out procedures
continuously;
 Arrangements and devices for receiving warnings of incidents;
 For foreseeable conditions or events which could trigger an accident, a description of
the actions which should be taken to control those conditions or events and to limit
their consequences, including a description of the safety equipment and the
resources available;
 Arrangements for limiting the risks to persons on site, including the way in which
warnings are to be given and the actions which persons are expected to take upon
receiving a warning;

 Arrangements for providing early warning of the accident to the competent authority
responsible for setting in motion the external emergency plan; the type of
information which should be contained in an initial warning; and arrangements for
the provision of more detailed information as it becomes available;
 Arrangements for training staff in the duties they will be expected to perform and,
where necessary, coordinating this with emergency services.
External Emergency Planning
It should be ensured that external emergency plans are drawn up in consultation with the
public likely to be affected by a Tran’s boundary accident originating from a pipeline.
External emergency plans should at least include:
 Names and/or positions and contact data of persons authorized to set emergency
procedures in motion and of persons authorized to take charge of and coordinate
action;
 Arrangements for receiving early warning of accidents and for alert and call-out
procedures;
 Arrangements for coordinating the resources necessary to implement the external
emergency plan;
 Arrangements for providing assistance with mitigation action;
 Arrangements for off-site mitigation action;
 Lists/maps of sensitive areas and objects with their specifications;
 List of the agencies and organizations that can assist with the management of the
incident;
 Arrangements for providing the public with specific information on the accident and
the actions it should take;

6. Site health and safety controls


a) Excavation
 Plan and execute the excavation or trenching in manner that prevents cave-ins. A
detailed/qualified individual shall evaluate soil condition and select appropriate
protective system.
 Contact client and utilities (water, electric, telecom etc.) to locate underground lines
and confirm investigations/clearance.
 If contaminated soil areas are discovered, inform HSE and store separated from other
types of waste at site, and dispose properly.

 If contaminated soils are encountered work shall stop until the contaminants are
identified and appropriate controls are implemented to prevent exposure to
hazardous contaminants.
 Excavation spoil shall be placed at least 1.5 m high from the edge or if the depth of
excavation is >1.5m then a distance equivalent to the depth is considered adequate
 The sides of excavation will need to adequately support using timber supports of
reasonable quality, or approved proprietary system. An alternative to providing
support is to batter back or slope the slides to a safe angle.
 An adequate means of access shall be provided in to the excavation.
 Edge protection is also required to prevent objects and materials falling on to the
heads of person who are working in the excavation.
 Vehicle stops blocks shall be provided to ensure that loading/unloading vehicles do
not approach too close to the excavation.
 All open excavations shall be fenced or barricaded, or covered. Where there is an
interface with the public then the fencing shall be 2m and be secured and provided
with suitable lighting.
 Vehicles shall not be allowed within 2m of the edge, or move if ground conditions
dictate.
 All workers onsite must be briefed on hazards associated with working in
excavations.
 All excavation must be inspected before and after any event that is likely to have
affected its stability e.g. heavy rain. A record of the inspection shall be kept.
 All excavation should be back filled as soon as it is practicable to do so.
 Dust protection or low dust techniques shall be used. After excavation works are
finished the site area shall be restored as agreed.
b) Erection
 Scaffolds shall only be erected and dismantled by trained personnel under the
control of an experienced supervisor i.e. never be dismantled on peoples and busy
pavements.
 The ground must be prepared (compacted and levelled)
 Stairs or ladders are provide to enable persons to gain access.
 When the first tier of scaffolds has been erected it should be checked for plumb,
alignment and level.
 All scaffolds shall be inspected after the erection to check the whether the
scaffolding is complete or not.
c) Electricity
 Only trained for the related hazards, qualified personnel are allowed to work on near
installations energized or capable of being energize

 A written work permit should be given and verify that proper earthling/grounding is
done.
 When construction works or erection works have to be done in close proximity to live
parts the current shall be cut off and earthed/grounded.
 Contact with underground cables. Serious injuries can also result when undertaking
digging operations or carrying out excavation work when there is a possibility of
either penetrating electricity cables or crushing them.
 Follow lock out tag out procedure
 Prepare and post safety signs
 Use PPE properly
d) Fire and Evacuation
 Provide a suitable means of fire detection and warning. This could be Klaxon, whistle,
bell or by word of mouth if the site is small
 Firefighting equipment such as hand-held fire extinguisher shall be available at
marked places based on local fire law.
 Fuel supplies, combustible products, gases and gas cylinder, liquids, other materials
and waste shall be stored separated from the work area and the equipment to be
installed
 A suitable means of escape in case of fire must be provided which must be free from
obstruction at all times
e) Flammable liquids
 Important to avoid the use of flammable materials whenever it is practicable. If not
then materials with high flash point shall be favored over liquid with low flash points
 Store the bulk container away from the work area in a store or cupboard of fire
resisting material.
 All containers must be properly labeled and kept with lids on when not in use.
f) Noise and vibrations
 High noise level equipment e.g. a generator or compressor shall have an acoustic
cover, or be positioned away from people and residential areas.
 Where workers are likely to be exposed to noise levels in excess of onsite then they
shall wear hearing protection,
 Vibration dampers and or gloves shall be used where excessive vibration is
encountered.
 Construction equipment’s that create noise should be maintained immediately
g) Personal protective equipment (PPE)
 PPE will be supplied to employees that are used to protect head (helmet), eye
(eye goggle), ear (ear morphs, ear plugs), respiratory (dust masks, chemical
masks), hand (gloves), body skin( overall, vest) and foot (safety shoes)

 The frequency of provision of PPE will be helmet (every 6 months and at


demand), eye goggle (every 3 month and at demand), dusk mask (every month),
overall every six months, vest (every 4 months and safety shoes (every year) and
the amount of PPE distribute will depend on the number of employees at the site.
h) Health and safety signage
The site set up shall identify what signage is required. Signage shall be provided for four
basic categories
 Safe condition: sign that indicate the safe condition can be rectangular or square in
shape and will typically be used to indicate the means of escape in case of fire, then
first aid station, safety showers etc. Normally Green
 Prohibition: signs that prohibit an activity or behavior that is likely to increase a
danger. They are circular in shape with a black pictogram on a white background, red
edging and diagonal line
 Hazard warning: signs that give warning of a particular hazard or danger and are
triangle in shape with black pictogram on a yellow background with black edging.
 Mandatory: Signs which indicate a requirement that must be compiled with. The
signs are round shape and have a white pictogram on a blue background.
i) First aid and emergency medical
If any incident will happen on the site, first aid kit will be placed in a nearby location, the first
aid kit shall have;

7. Monitoring, review and reporting

The ESHS indicators will be a part of weekly/monthly reporting of each organization


along the project.

Following are the minimum indicators to be maintained:

 Environmental recordable incidents, non-compliance.


 Health and safety incidents, first aid/medical cases (accidents, injury and all
fatalities that require treatment)
 Communication/interaction with regulatory agencies
 Hazardous cases
 Permits and consent (if any) for quarries, spoil tips, campsites.
 BBS observations (safe/unsafe)
 No. of Inspections/Audits/BBS/management survey
 Induction and training
 Use of PPE
 Inspection and/or training discharged to employees regarding HIV/AIDS
 Community liaisons person activity and issue raised
 List of grievances
 Accident report
 Compliance status for all relevant consent/permits, C-ESMP/ESIP requirements
 Unresolved issues from previous reporting periods related to environmental and
social aspects.
b) Incident reporting

The site ESHS manager will ensure that the standard incident reporting formats is used in
reporting all cases within the responsibility of the project.

c) ESHS Audits and Reviews

The project ESHS coordinator will conduct project ESHS audits during project execution.

All Audits will give rise a written report and list of recommendations. The recommendations
will be tracked to completion in action tracking system maintained by the site ESHS
manager.
