Aspirational Districts Programme

Aspirational Districts Programme is a flagship initiative launched by the Government of India
in January 2018. The aim of this programme is to ensure inclusive and all-round
development of the most backward and underdeveloped districts in the country. It focuses
on transforming 112 districts of the country that have witnessed least progress along certain
development parameters. Here's a simple and informative explanation of the Aspirational
Districts Programme in India:

Objectives
The primary objective of the Aspirational Districts Programme is to achieve rapid and
inclusive growth. The programme identifies 49 key performance indicators (KPIs) across five
core areas of development, including Health and Nutrition, Education, Agriculture and Water
Resources, Financial Inclusion and Skill Development, and Basic Infrastructure.

1. Health and Nutrition: This involves improving access to quality healthcare,

promoting better nutrition, and reducing the incidence of diseases like tuberculosis
and malaria.
2. Education: The aim is to increase enrollment and retention rates in schools, improve
learning outcomes, and promote skill development among the youth.

3. Agriculture and Water Resources: This involves promoting sustainable agriculture
practices, improving irrigation infrastructure, and increasing the productivity of small
and marginal farmers.
4. Financial Inclusion: This aims to increase the number of people who have access
to banking services, insurance, and other financial products.
5. Skill Development and Employment Generation: This involves promoting
entrepreneurship, providing training in vocational skills, and creating employment
opportunities for youth.

To achieve these objectives, the Aspirational Districts Programme adopts a convergence-

based approach, which involves coordinating efforts across different government
departments and agencies, as well as involving local communities and stakeholders.
Ranking of districts based on their progress is also released to foster competition between
them.

Weightage to Various Sectors in the Ranking

Health & Nutrition 30%

Education 30%

Agriculture & Irrigation 20%

Financial Inclusion & Skill Formation 10%

Basic Infrastructure 10%

Challenges
1. Inadequate infrastructure: Many of the aspirational districts lack basic infrastructure
such as roads, electricity, and water supply. This makes it difficult to attract
investment and create jobs, which is essential for the development of the district.
2. Limited resources: The programme aims to bring about transformation in 115
districts, which requires a significant amount of resources. However, the funds
allocated for the programme are limited, which makes it difficult to achieve the
desired outcomes.
3. Low levels of human development: Many of the aspirational districts have low
levels of human development, such as low literacy rates, poor health indicators, and
high levels of poverty. These factors hinder the development of the district and make
it difficult to attract investment and create jobs.
4. Poor implementation: The success of the programme depends on the effective
implementation of various schemes and programmes by the district administration.
However, poor implementation of these schemes and programmes is a major
challenge in many of the aspirational districts.
5. Lack of participation: The participation of local communities is essential for the
success of the programme. However, many of the aspirational districts lack a culture
of participation, which makes it difficult to involve the local communities in the
development process.
6. Complex challenges: The challenges faced by the aspirational districts are complex
and interrelated. For example, poor health indicators can lead to low productivity,
which in turn can lead to poverty. Addressing these challenges requires a
coordinated and holistic approach.
