Introduction

Chapter 1 is divided into five parts: (1) Background of the Study, (2) Research

Questions and Hypothesis, (3) Significance of the Study, (4) Definition of Terms, and (5)

Delimitations of the Study.

Part One, Background of the Study; gives the conditions and situational problems

in the workplace that motivated the researchers to investigate, why the problem of

interest is of value or significant in finding solution to identified problems.

Part Two, Research Question and Hypothesis, describes the general and specific

research questions and specific goals with the corresponding hypothesis to be attained.

Background of the Study

According to Cambridge Dictionary (2018), curfew is a rule that some or all

people must stay off the streets during particular hours, used especially to maintain peace

and avoid street violence. Minor curfews are local ordinances proscribing minors, within

a specified age range, from occupying public areas and streets during particular times. It

is enacted by the Iloilo local government that restricts certain minors from being in public

places starting 10 in the evening. The Iloilo city have a curfew order in place to prevent

teenagers from being out in public places starting 10 every evening. Any teenager caught

out after curfew can face certain consequences like spending the night behind bars or

informing the parents of the minors caught.

Crime is a major and growing problem, often involving street violence. Imposing

curfews can help to solve these problems, as they keep young people off the street, and

therefore out of trouble, and prevent them from congregating in the hours of darkness.

The use of curfews on minors can help protect children for not all parents are

responsible enough to look after their children, both from crime and in accidents, and are

likely to fall into bad habits. Society should ensure that such neglected children are

returned home safely and that their parents are made to face up to their families.

Recently, the LGU implemented the curfew for minors under the Regulation

Ordinance No. 2011-676 that prohibits minors from roaming the streets from 10 p.m to 4

a.m. This study aims to determine the perception of Grade 11 TVL students towards the

implemented curfew.

Research Questions and Hypothesis

General Research Questions

What are the perceptions of the Grade 11 TVL Students towards the

implemented curfew throughout Iloilo?

Specific Research Questions

1. What are the perceptions of the Grade 11 TVL Students towards the

implemented curfew throughout Iloilo when taken as a whole and when grouped

according to sex and place of residence?

2. Is there a significant difference on the perception of Grade 11 TVL students

towards the implemented curfew throughout Iloilo when grouped according to sex and

place of residence?

Hypothesis

There is no significant difference on the perception of Grade 11 TVL students

towards the implementation of curfew for minors when taken as a whole, when grouped

according to sex and when grouped according to place of residence.

Significance of the Study

The result of the study will benefit the Iloilo police officers, parents, community

and the future researchers themselves.

For the students, the result of the study will help them analyze whether the

implemented curfew is effective in reducing the crimes that involves the teens and

students like them.

For the parents, the result of the study will serve as their basis whether the

implementation of curfew is effective on keeping their teens out of trouble and harm.

For the community, the outcome of the study will help them figure if what the

local authorities do succeeded in producing a more peaceful and crime-free city.

For the future researchers, the result of this study will help them improve more

the curfew ordinance of the province.

Delimitation of the Study

This study aimed to determine the perception of Grade 11 TVL-HE Students

towards the implemented curfew throughout Iloilo.

The study used the Descriptive Research Design. The subjects of the study were

the 95 at of 126 representing the 75 % of Grade 11 TVL students Iloilo National High

School Senior High School for SY 2018 – 2019.

The study focused on the gender and place of residence as independent variables

and perception of Grade 11 TVL students as the dependent variable.

To gather the data, the questionnaire made by the researchers was used. This was

validated through classroom-based validation.

To analyze the data gathered the mean, standard deviation and frequency count

were used for descriptive statistics while t-test was used for inferential statistics set at

0.05 level of significance.

To process the data the statistical packages for social sciences (SPSS) was used.

Definition of Terms

For the purpose of clarity and understanding, the following terms were defined

conceptually and operationally:

TVL stands for Technical-Vocational-Livelihood, and the TVL track is one of

the four tracks offered in senior high school while HE stands for Home Economics which

is a strand under the TVL track. (Edukasyon, 2017)

In this study, TVL refers to a track offered at Iloilo National High School.

Perception is the way you think about or understand someone or something.

(Merriam Websters Dictionary, 2016)

In this study, perception refers to the point of view of the respondents amongst the

topic.

Curfew is a rule that some or all people must stay off the streets during particular

hours, used especially to maintain peace and avoid street violence. (Cambridge

Dictionary 2018)

In this study, curfew is the main focus of the entire study.

Related Literature

One of the major and growing problem of today’s generation is youth crime, that

is often involving both drugs and violence. One of the solutions to address these

problems are by imposing youth curfews that can help keep young people off the street,

hence keeping them out of harm and trouble.

PHILIPPINE National Police Chief Ronald “Bato” de la Rosa said a curfew for

minors should be implemented to prevent the youth from getting involved in crimes.

Based on his experience, drug lords use minors in their activities because these

children get away lightly unlike adults who get punished drastically and are fined heavily.

The Juvenile Justice Act of 2006, that Sen. Francis Pangilinan sponsored, states

that minors who commit and participate in crimes will not receive any jail sentence for

their acts but are to be taken under the custody of the government through the

Department of Social Welfare and Development (DSWD). The PNP chief said the law is also

a “source of frustration” because it gives protection to juvenile delinquents. De la Rosa

recounted his experience as a police chief in Davao City when a drug lord used minors to deliver

drugs in exchange for money for playing video games.

President Rodrigo Duterte previously supported the idea of implementing a

curfew for minors. He said that it will not only prevent them from committing crimes, it

would also protect them from predators victimizing them or using them for their crimes.

Review of Related Literature

This chapter includes four parts: (1) Definition of Curfew, (2) Types of Curfews,

(3) Iloilo City Ordinance on Curfew for Minors, and (4) Studies and Perceptions on

on the different views of Researchers.

What is Curfew?

Many of us had encountered or experienced curfews in any form. Just by our

parents telling us to be home before a specific time is already an example of a curfew.

But in the eyes of our law, curfew is not just a simple rule that will result to us being

grounded if we do not comply or just simply ignore. Curfew is an order or law that

requires people to be indoors after a certain time at night when such an order or law is in

effect. (Merriam Webster Dictionary, 2017).For Legal Dictionary (2015), a curfew is a

law, regulation, or ordinance that forbids particular people or particular classes of people

from being outdoors in public places or certain specified times of the day. But for some

of us, curfew is just a simple house rule teaching us how to be disciplined, responsible

and to follow rule at all times.

Types of Curfew

When we hear the word “curfew”, the first thing that comes to our mind is curfew

for minors only. But that is not the only meaning behind that word. There are many types

of curfews that not all of us know it exists.

Juvenile Curfew Laws

Juvenile curfew laws are typically enacted at the state and local level, and prohibit

people of a certain age range (usually under 18) from being in public or in business

establishment during certain hours (such as between 11:00 p.m. and 6:00 a.m.). Goals

behind these laws are frequently cited as maintenance of social order, and prevention of

juvenile crime.

Almost all juvenile curfew laws identify exempted activities or exceptions under

which juveniles may lawfully be out after curfew. These exceptions will vary by

jurisdiction, but typically include:

 Minors accompanied by a parent or guardian;

 Minors traveling to or from work;

 Minors attending official school or religious events;

 Minors running errands under an adult’s instruction;

 Emergency;

Violations of juvenile curfew law are punished differently among various

jurisdictions, but can often include one or more of the following penalties:

 Fines (usually increasing for subsequent violations);

 Restriction of driver’s license privileges

 Possible detention in jail or juvenile hall

Emergency Curfew Laws

Emergency curfews are usually temporary orders that are put in place by federal,

state, or local government in response to a particular crisis, like a natural disaster or

ongoing civil disturbance. A city’s laws may give the mayor the express power to take

certain curfew-related actions in response to a local emergency.

Business Curfews

Some cities have enacted business curfew laws that require businesses in densely-

populated and/or high-crime areas to close during late-night hours, from 11:00 p.m. to

5:00a.m. Typically, businesses curfews do not apply to late-night pharmacies and bars,

but are applicable to restaurants, liquor stores, and other establishments where people

may gather.

Like juvenile curfew laws, often a city’s business curfew law will remain on the

books but be enforced only periodically, usually as a law enforcement response to an

increased incidence of local crime and violence.

Iloilo City Ordinance on Curfew for Minors

Crimes involving teens are rampant these days throughout Iloilo. In order to solve

these occurring violence, in accordance with the LGU, the Iloilo police implemented the

Regulation Ordinance No. 2011-676 that prohibits minors from roaming the streets from

10 p.m to 4 a.m. This will somehow lessen the crimes that disrupt the peace of the

province. According to Duron (2017), parents and guardians of violators will face

penalties that include imprisonment of up to six months.

According to Henry Biñas (2017), ICPO Director Senior Superintendent; said that

the stricter enforcement of the ordinance will be imposed every night to address crimes

involving minors.

The sudden implementation of curfew in the city, led George Duron, head of the

task force, to pass a resolution designating a barangay official to head a team that will

patrol the streets every night. The team will be composed of barangay tanods. Reyland

Hervias, LMB-Iloilo City president and ex-officio member of the City Council, said he

instructed all barangay captains to mobilize their service patrols.

Minors caught violating the ordinance will be brought to the City Social Welfare

and Development Office for custody and proper disposition in accordance with

provisions of Republic Act 9344.

Studies and Perception on Curfews

Some researchers about curfew were found to be effective in terminating ferocity

and crimes among the city. According to the study conducted by the Denver Post (2016),

the state that have curfews has lower rate of crimes among the rates of other that haven’t

implemented curfew. For example,” Teens under 18 must be off the streets and public

places starting 11 p.m. at night and it has been found effective in keeping the crime rate

lower than its previous number. This is believed to prevent crimes from occurring on the

late hours of the night and also protecting minors from being victims or becoming

involved in crimes during the curfew hours.”

Theoretical Framework

This study will make us of James Jerome Gibson’s affordance theory. This is a

psychological theory which discusses about the perception of the environment that

inevitably leads to some course of action. It states that the world is perceived not only in

terms of objects, shapes and spatial relationships but also in terms of object possibilities

for action (affordances), discusses that perception drives action.

Gibson also defined affordances as well “action possibilities” latent in the

environment, objectively measurable and independent of the individual’s ability to

recognize them, but always in relation to agents and therefore dependent on their

capabilities. According to Synthetic Zero (2014), an affordance is a relation between an

object or an environment that affords the opportunity for that organism to perform an

action. As a relation it exhibits the possibility of some action. As what James J. Gibson

(1979) said, the affordances of the environment are what if offers the animal, what it

provides or furnishes, either for good or ill.

Another definition of J.J Gibson’s Affordance Theory, is that affordance exist

naturally in the environment and are instantly perceived by the viewer requiring no

sensory processing.

SUMMARY

This study relates to James Gibson’s affordance Theory. It discusses about the

perception of the environment about a certain problem that needs some action. It is

related to this study because this theory explains how the people see their environment

(good or bad) and how they take course action in it. In this study, the environment is

Iloilo City and how people see it as a place where many crimes happen. The course

action of the City Government is implementing a curfew for minors. The researchers

would like to know if this action lead to the betterment of the environment and the

perception of people who are under this implementation – the minors.

Methodology

This chapter is divided into 3 main parts: (1) Purpose of the Study; (2) Methods;

and (3) Statistical Data Analysis Procedure

Part One, Purpose of the study, discusses the purpose of the study and enumerates

the variables.

Part Two, Method, describe the subject, data gathering, materials and research

procedure.

Part Three, Statistical Data Analysis Procedure, describes what statistical tools to

be used and discusses the steps on how the data was gathered and analyzed.

Purpose of the Study

The main purpose of the study was to know the perception of Grade 11 TVL

students towards the implemented curfew throughout Iloilo. The independent variables in

this study were the gender and place of residence of Grade 11 TVL students.While the

dependent variables is the perception.

Methods

The Respondents

The subjects of this study were the 100 selected students of Grade 11 TVL strand

Senior High School Students of Iloilo National High School out of 201 population of

Grade 11 TVL strand Senior High School Students of National High School.

The Grade 11 TVL strand Senior High School students were classified according

to sex and place of residence. The simple random technique using table of random

numbers method was employed in the selection of the final respondents. The subjects of

the study were 100 Grade 11 TVL Students of INHS. The respondents were classified

according to sex and place of residence.

The table 1 shows that out of the 100 respondents 59 (59%) were male and 41

(41%) were female; 80 (80%) belong to the urban group and 20 (20%) belong to the rural

group.

Materials and Instrumentation

This study utilized a researcher – made questionnaire entitled The Perception of

Grade 11 TVL Students towards the Implemented Curfew throughout Iloilo. The

questionnaire was divided into two parts. Part 1, the personal information sheet, was

provided to gather information about the respondents’ gender, and place of residence.

Part 2, the questionnaire proper is composed of 39 items and was categorized according

to citizen (items nos. 3, 5, 10, 11, 12, 13, 25, 26, 29, 31, 36, 39), environment and

security (items nos. 1, 4, 7, 8, 9, 23, 24, 30), personal (items nos. 6, 14, 16, 19, 20, 37,

38), local authorities (items nos.2, 15 ,18, 21, 27), and improvement (items nos. 17, 22,

28, 32, 33, 34, 35) based on the Table of Specification (TOS).

The said instrument was validated by the panel of student jurors. It has undergone

the reliability test and pilot testing to 30 students and has obtained a reliability value

of .772 using the Cronbach Alpha Test.

Procedure

On August 2018 the researcher began distributing the questionnaires in Grade 11

TVL Students of INHS. The sampling method was the simple random sampling

technique using the table of random numbers method was employed in the selection of

the final respondents. The survey was done for two (2) weeks and ended on September

12, 2018.

Data Analysis

The data gathered from this study were subjected to the following descriptive

using the Statistical Package for the Social Sciences (SPSS) software:

Mean. The obtained mean score was used to determine the general description

of the Perception of Grade 11 TVL Students towards the Implemented throughout Iloilo.

Standard Deviation. To compare the spread of different sets of scores, the

standard deviation was used.

t– test .To find the significant difference existing between two categories of the

variable gender, the t – test was used set as .05 alpha level of significance.

Chapter 4

Results and Discussions

This chapter presents the results and the corresponding analysis of data.

Part One, Descriptive Data Analysis, presents the mean of the perception of Grade

11 TVL students towards the implemented curfew throughout Iloilo.

Part Two, Inferential Data Analysis determines the significant difference on

perception of Grade 11 TVL students towards the implemented curfew throughout Iloilo.

Descriptive Data Analysis

The descriptive findings showed the perception of Grade 11 TVL students

towards the implemented curfew throughout Iloilo when taken as a whole and when

grouped according to sex, and place of residence. The mean, standard deviation and rank

was used to ascertain the topmost perception of Grade 11 TVL students.

The dominant perception of Grade 11 TVL students were ascertained in this study

using mean.

Table 2 illustrates the five perception of Grade 11 TVL Students. The topmost

perception when taken as a whole is that curfew helps reduce the crimes in Iloilo.

As seen in Table 3, the top most perception of male respondents from Grade 11

TVL students is that curfew helps reduce crimes in Iloilo, same goes for female

respondents. While the perception for male respondents is that curfew made our city

peaceful and quiet at night. However, the perception for female respondents is their

curfew is effective in our community.

As seen in Table 4, the result showed that when the respondents are grouped

according to residence , the topmost perception of the respondents living in urban area is

that curfew helps reduce the crimes in Iloilo and the least perception is that curfew is

effective in our community. Same goes with the respondents living in rural area,

however, their least perception is that the local authorities played their part well in

implementing the ordinance

Chapter 5

Chapter 5 is divided into four parts: (1) Summary of the Problem, Methods and

Findings, (2) Conclusions, and (3) Implications, (4) Recommendations.

Summary of the Problem, Methods and Findings

The main purpose of this study was to determine the perception of Grade 11 TVL

students towards the implemented curfew throughout Iloilo.

This study seeks answer to the following:

1. Determine the perception of Grade 11 TVL students towards the

implemented curfew throughout Iloilo when taken as a whole and when

grouped according to sex and place of residence.

2. Determine if there is a significant difference on the perception of Grade 11

TVL students towards the implemented curfew throughout Iloilo when

grouped according to sex and place of residence.

Conducted on August 2018, the respondents of this study were the 100 randomly

selected Grade 11 TVL students of Iloilo National High School. The respondents were

selected by random sampling method using the table of random numbers technique.

The data of study were gathered through the use of a validated research – made

instrument.

All statistical computations were availed via the Statistical Package for the Social

Sciences (SPSS).

The findings of this study showed that:

1. The topmost perception of Grade 11 TVL students towards the

implemented curfew throughout Iloilo is “Curfew helps reduce the crimes

in Iloilo”.

2. There is no significant difference on the perception of Grade 11 TVL

students towards the implemented curfew throughout Iloilo.

Conclusion

The perception of Grade 11 TVL students towards curfew is that curfew helps

reduce the crimes in Iloilo and it also secures the safety of the citizens without bias

towards gender and place of residence. Some respondents strongly agreed that the

implemented curfew is effective in their respective community. Over all the researchers

concluded that the curfew order was successfully implemented in the whole province of

Iloilo.

Implications

Based on the findings of the study, the following implications were made.

For Theory. This study focused on the perception of Grade 11 TVL students

towards the implemented curfew throughout Iloilo. This study also made use of James

Gibson’s theory of perception. Which is how the people see their environment nd how

they take course action to it, which is the implemented of curfew.

For Practice. The findings of the study can provide awareness to the parents of

students whether the implemented curfew is effective on keeping the safety of their teens

during night time. It helps the parents and the locals to ponder if the curfew really is

effective on the context of Iloilo and if it did reduce the crime – related incidents

throughout the city.

Recommendations

Based on the findings and conclusions, the following recommendations are

hereby presented:

The researchers would like to recommend to the local authorities to strengthen

and improve their duties in terms of curfew because it helps reduce the crimes throughout

Iloilo.

For the students, this recommend for them to be aware about the implemented

curfew and for them to understand that this is also for their own sake and for the

betterment of our city

For the parents, this can help them coincides that curfew really helped keep their

teens out of trouble and harm.

For the community, this is highly recommend for them for the outcome will help

them figure if the local authorities really succeeded in producing a more peaceful and

crime – free city.

For the future researchers, we recommend them to work on a similar study related

to our problem so that they can know and discover more things that is needed to be

improved in terms of the curfew ordinance in Iloilo
