Scope of Work
for
Nutrition and Health Consultant for No Cost Extension of USAID Suaahara II

August 1 – September 30, 2023

Introduction
Helen Keller International —as a prime—has been leading to implement USAID's Suaahara II (Good
Nutrition Program). Upon approval of a no-cost extension from USAID, Helen Keller International Nepal
through the Suaahara II program, in collaboration with partner non-governmental organizations (PNGOs)
of selected districts will continue to strengthen and expand the efforts to reach marginalized households
with pregnant and lactating women and children younger than five years with nutrition, health, and
agriculture interventions.

Furthermore, Suaahara II will reinforce among target households, communities, government officials and
leaders at all levels the importance of prioritizing the protection of mother and child nutrition, the causes
and adverse consequences of wasting, and practical actions that can be taken to secure and protect the
nutrition and food security of vulnerable groups. The suggested activities are all aligned with the
Government of Nepal’s Multi-Sector Nutrition Plan. The Consultant will closely work with partner NGO as
mentioned above implement the activities of both nutrition sensitive and specific interventions.

Scope of work and deliverables


The Nutrition and Health Consultant is required to collaborate with USAID Suaahara II senior staff in
Kathmandu, the Sr. Province Coordinator, the relevant PNGO team and government stakeholders, more
specifically with the health team of the municipalities. The major tasks of the Consultant will be as follows.

• Support the field-level planning and coordinate with concerned stakeholders for the
implementation of agriculture related activities as per workplan of Suaahara II extension.
• Provide strategic and technical support to PNGO to implement activities under the no-cost
extension.
• Promote good nutrition and health practices through social and behavior change communication
activities including promotion of breastfeeding, prevention and care for low birthweight babies,
prevention, identification, referral, and care for children with wasting, awareness raising
awareness on government child and maternal cash grants; and supporting celebration of the
World Breastfeeding Week in August.
• Provide technical support in celebration of key life events of 1,000 days families in marginalized
communities.
• Provide technical support to PNGO team to mobilize Female Community Health Volunteers
(FCHVs) and Peer Facilitators (PFs) to provide quality counseling on maternal, infant, and young
child nutrition (MIYCN) and link eligible households to government child and maternal cash grants
through home visits and community events.
• Provide refresher and orientation sessions during FCHVs meetings at health facilities and by
coaching/mentoring visits to FCHVs and PFs to strengthen their skills on MIYCN counselling and
screening, referral and follow up on children with wasting.
• Support PNGOs to provide technical assistance to local governments on operationalizing and
tracking local government nutrition plans and budgets for fiscal year 2023/2024 with a focus on
reaching marginalized communities with quality services.
• Strengthen delivery of prevention and treatment services for maternal and child nutrition with a
focus on integrated management of acute malnutrition and MIYCN through onsite coaching in
health facilities.
• Promote and protect breastfeeding by supporting the roll out of the mother and baby friendly
hospital initiative in government and private hospitals as required.
• Promote good nutrition and care practices for infants by strengthening the skills of clinical staff
(skilled birth attendance, nurses, and clinical mentors) on management of low birthweight babies
and breastfeeding counselling through trainings and onsite coaching/mentoring visits in birthing
centers.

Deliverable: The nutrition and health consultant shall accomplish the above mentioned during the month
of August and September 2023.

1. Deliverable of the month of the first month- a brief report of above scope of work with timesheet.
2. Deliverable of the month of the second month- a brief report of above scope of work with timesheet.

Timeline and Level of Effort


The Consultant will work for 44 days over the period of August-September 2023 (at least 22 days in each
month). The duration may be extended depending on changes in the program timeline.

Administration and logistics management


The Consultant will be stationed within the office of the concerned PNGO in either of the 8 program target
districts (i.e., Bajhang, Achham, Bajura, Dailekh, Jajarkot, Rukum West/Rukum East, and Rolpa). The
consultant will receive logistic support in terms of access to laptop and work phone during office work and
field travel. The consultant will be provided with DSA and travel allowance as per Helen Keller’s policy. The
consultant will be supervised by the Director, Program and Field Operations.

Qualifications/Evaluation Criteria
 Bachelor’s degree in any discipline preferably in health and nutrition
 Minimum 5 years of experience working with national or international organizations in nutrition
and/or health.
 Experience managing and coordinating activity implementation across multiple municipalities
and sectors.
 Experience with mentoring and coaching government and NGO implementers.
 Prior experience from multisector nutrition programs is preferred.
 Computer literate

Preferences
 Priority will be given to candidates who have previous work experience from in Suaahara II.

Selection
The evaluation committee will review received CVs and only shortlisted candidates will be invited for the
interview process.
