This Section contains the Specification, the Drawings, and supplementary information that describe the
Works to be procured.

Scope of Work
1. Description of the Project:

1.1 The main components of the Project include: “Supply, Delivery, Installation/Erection,
Testing and Commissioning of Automatic Street Light Network on turnkey basis”. The
scope of supply of material and related services under this Project, but not limited to, are
given below:
1.2 This Tender Document mainly includes development of Automatic Street Light Network
system through erection of necessary cross arms, installation of Automatic Street Light
units in existing pole structures and construction of 400-230-volt distribution lines for
connection to the street lights. The Contractor shall have to carry out Detailed
preconstruction and engineering survey, prepare list of material and equipment required,

supply and deliver all the required materials as specified or referred to in the technical
specifications and Bill of Quantities of this Tender Document and install/erect and
construct the Automatic Street Light network, test, commission and handover the
network to Budhanilkantha municipality after completion.
1.3 If any discrepancies in the specifications and drawing are found, shall be discussed and
rectified before or at the time of final approval of drawings.
1.4 The bidders are requested to visit site(s) at its own to get the general idea about
geography and roads for implementation of Automatic Street Light network location and
quote the price accordingly.
1.5 The Contractor shall have adequate manpower to execute the works at site(s) to complete
the work within the scheduled time.

1.6 The Contractor to his designated store area shall deliver all equipment and materials.
Such materials shall be delivered, unloaded and placed in stores in an acceptable manner
and approved by the Employer or his authorized representative.
1.7 When the Automatic Street Light network area has been completed and accepted by the
Employer, the Contractor will make an inventory of the assemblies erected, and submit it
to the Employer for approval and final payment.
1.8 Before the Taking-Over of the works, the Contractor shall clean up all areas in which he
has worked, place all unused materials in the designated stores and settle any claims,
which may have resulted from his work and occupancy of the area. He shall then remove
all equipment, vehicles, manpower and facilities, which, he has brought in except those
which may be specifically exempt by the Employer.
1.9 All engineering design and materials shall be subject to the Employer/Employer's
Representative approval.

2. Special Requirements of the Project


2.1 General
2.1.1 Execution of Design, manufacturing, inspection & testing at manufacturer's works in
accordance with agreed QAP (Quality Assurance Procedure), packaging, delivery to site;
handling at site – unloading, storage, shifting from point of unloading to store, storage
and from store to the installation site; cleaning, assembly, touch up painting; installation
at site; inspection & testing and commissioning; performance demonstration during
warranty period for the equipment and systems of LED Automatic Street Lighting system
with all accessories, mounting arrangement including Control System, followed by
comprehensive on-site maintenance of the entire system for five years from the date of
handing over in all designated locations. The Automatic street lighting system shall have
the provisions including but not limited to:

 LED with the latest technology, meeting all the requirements of the technical data
sheet has to be used.
 LED Streetlight System shall have automatic sun harvesting system to ON and
OFF the light in morning and evening.
 The Automatic street lighting system should be able to operate at any weather
conditions.
 The bidders are required to submit the operation modality for Annual
Maintenance Contract for five years along with the details of personnel to be
engaged in the five years operation-maintenance of street lights and high mast
systems. The operation-maintenance modality shall be agreed upon during the
Contract negotiation and the final decision of the Employer shall prevail in case
of discrepancy.

2.1.2 The Automatic street lighting system shall include minimum components but not limited
to the following:
 LED Street Light Luminaries with accessories including Photo-Cell, Light Arm,
Driver and Class II Surge Protection System.
 Connecting overhead LT power Cable (10 Meter 2.5 Sq. mm Fire resistance
Cable)
 All mounting and foundation supports and hardware accessories for
equipment/system installations.
 All works associated with installations of the equipment/systems within the scope
including chipping, punching, making holes, pipe sleeves, fire/ water proof
sealing etc.

 Any other electrical equipment/component which are not specifically listed above
but are necessary to make the system complete and functional in all respect as per
specification and scope of work.
2.1.3 Ensure proper up-keeping, maintenance, and operation of all network, hardware ensuring
smooth functioning of the Automatic lighting system up to the expiration of contract
warranty period.
2.1.4 Any deviation from this specification or the Technical Specification shall be clearly
stated with reasons.
2.1.5 All Liaison activities for obtaining required mandatory approvals from any Statutory
Authority as applicable for drawings & documents, initiation of works, Load release,
charging and commissioning of equipment and system etc. are within the scope of works.

2.1.6 Submission of all “As Built” drawings, Data sheets, Calculations etc. after execution and
commissioning of the equipment and systems as specified above.

2.2 Codes and Standards


2.2.1 All plants and equipment supplied under this Contract shall conform to or be of higher
quality than the latest applicable standard as listed in the following:

2.2.2 If the Specifications contained in this Contract conflict in any way with any of the
reference standards, the Specifications shall take precedence. If there are conflicts
between different specified reference standards covering the same material or equipment,
the standard which will provide the highest quality and most suitable application as
determined by the Employer/Employer's Representative shall prevail.
2.2.3 References to standards or to equipment of a particular manufacturer shall be regarded as
followed by the words “or equivalent” except as otherwise noted. The Contractor may
propose alternative standards, or equipment, which shall be equal to those, specified. If
the Contractor for any reason proposes alternatives to or deviations from the above
standards, or desires to use equipment not covered by the above standards, the Contractor
shall state the exact nature of the change, the reason for making the change, and shall
submit, for the approval, relevant specifications of the equipment in the original

language, and in case that these specifications are written in language other than English,
the English version shall be attached and shall govern. The decision of the
Employer/Employer's Representative in the matter of equality will be final.
2.3 Construction Management
2.3.1 The overall management of the supply, delivery and construction activities of the
Contractor shall be the right of the municipality and shall be performed by the Personnel
authorized by the Employer. The Authorized Personnel shall supervise and administer the
Contract work and inform the municipality office.
2.3.2 The Authorized Personnel shall:
a) Identify specific portions of the total works and establish priorities of construction
works of those portions to permit an orderly rehabilitation of existing facilities and
reduce consumer outages to the minimum extent practicable.

b) Revise and approve all Contractors’ rolling work schedules to ensure the compliance
with system construction and/or rehabilitation priorities and sequences, and co-
ordinate necessary outages with local municipality Representative, operations force.
c) Supervise and inspect the work completed by the Contractor for conformance with
the Schedule of Requirements, Construction Standards, approved Construction
Drawings and other Contract requirements.
d) Carry out field measurement of the Works carried out by the Contractor and maintain
a field measurement book to assess the progress made every day/month.
Measurement so made shall be the basis for raising invoices of the Contractor for
making progress payment for that part of the Works completed.
e) Review and recommend for the approval of Contractor’s periodic invoices for
completed construction works.

f) Prepare and issue the certificates of Provisional and Final Acceptance and make such
payments to the Contractor as required by the Contract.
g) Assist to administer the Contract in all respects.
2.3.3 The Engineer, as assigned by the Employer, shall assist the Authorized Personnel in all
general functions listed in Clause 2.3.2 above, and in particular, the general functions
described in Clause 2.3.2 a, b and c.
The assigned Inspector(s) as shall inspect the work performed by the Contractor for
compliance with the Schedule of Requirements, Construction Standards and the approved
construction drawings and maintain records of such approved works to enable periodic
payments to the Contractor for work performed, and acceptance of the Work.
2.4 General Instructions to Contractors

2.4.1 The Contractor shall facilitate for Carrying out joint Inspection, Testing, Commissioning
and Performance demonstration of the entire street lighting system and submit of reports
for review & acceptance by municipality office.
2.4.2 All Safety considerations in design and manufacturing for safe operation & maintenance
and safe practices during installation at site shall be in the scope of the Contractor. Cost
towards accomplishing the same shall be included in the BID price and no extra claim
shall be entertained later.
2.4.3 Submission of relevant documents and drawings to the concerned statutory authorities/
agencies and getting clearance and approval for the supplied and installed equipment
under this specification is solely the responsibility of the Contractor.
2.4.4 This specification is the minimum requirement and should be read in conjunction with
relevant latest specifications, requirements, rules and regulations of the Local Authority.
Any additional requirements as per Local Authority or latest Standards shall be offered

by Contractor. The same shall be indicated in the Technical Proposal and corresponding
charges shall be adjusted within the quoted price of the contract.
2.4.5 Equipment furnished/ supplied under this scope of works shall be complete in every
respect with all mountings, fittings, fixtures, and standard accessories normally provided
with such equipment and / or needed for erection, completion and safe operation of the
equipment as required by applicable codes though they may not have been specifically
detailed in the Technical Specification unless included in the list of exclusions. Materials
and component not specifically stated in the specification but which are necessary for
commissioning and satisfactory operation unless specifically excluded shall be deemed to
be included in the scope of specification and shall be supplied without any extra cost. All
similar standard components/ parts of similar standard equipment provided shall be inter-
changeable with one another.

2.4.6 The Contractor shall be responsible for the selection and design of appropriate equipment
to provide the best coordinated performance of the entire system. The design of various
components, sub-assemblies and assemblies shall be so done that it facilitates easy field
assembly and maintenance
2.4.7 The Contractor shall plan and carry out all supply, installation, testing and
commissioning of the lighting system conforming to the approved drawing, technical
specification and good engineering practices.
2.4.8 The material supplied by the contractor shall be subject to approval of the designated
Authorities of MUNICIPALITY OFFICE. Samples of the Supply material under the
scope of works shall be inspected by MUNICIPALITY OFFICE or their representatives
either at site or at Manufacturer’s works and approve them for supply and execution.
Notwithstanding any approval/ instruction given otherwise, if MUNICIPALITY
OFFICE, during random checkup, finds any nonconformance with the quality of material

supplied by the Contractor with respect to the technical specifications, MUNICIPALITY


OFFICE shall have the Authority to reject the entire lot/ batch of that particular material
and ask to replace without any cost impact to MUNICIPALITY OFFICE.
2.4.9 For all excavation works the Contractor shall restore the area/ road, as the case may be,
after completing the installation work
2.4.10 The Contractor shall carryout the installations in a safe and responsible manner without
any inconvenience or danger to public. The Contractor shall take care not to damage any
public/ private property by mistake or by intention during the course of work with its
actions and shall be well insured to compensate the owner in case any such incident
happens.
2.4.11 The Contractor shall also liaison with employer and concerned governmental bodies for
obtaining valid permission to work. All the cost towards liaison with statutory Bodies for

seeking all necessary statutory approvals and other activities involving Govt. Agencies
viz., drawing approval, testing and commissioning etc, shall be borne by the Contractor.
2.4.12 The Contractor would be responsible for any civil/criminal proceedings arising out of
faulty design and poor installations and for damage caused to life and property thereof.
2.4.13 Upon completion of street lighting work, thirty (30)-days testing period will start to check
the adequacy of the installed LED street lighting system. The issue of completion
certificate to the Contractor is subject to successful testing and approval of
MUNICIPALITY OFFICE.
2.4.14 MUNICIPALITY OFFICE is free to draw samples (not more than 0.5% per lot) after the
start of supplies from the supplied quantity and subject the same to test in an
internationally authorized Accredited Lab. Employer shall bear the cost of testing of such
samples. The decision of MUNICIPALITY OFFICE on the same shall be binding on the

Contractor. Failure of the sample will invite strict penalty and disqualification of the
Contractor from future tenders also.
2.4.15 The quantities mentioned in the BOQ may vary based on the outcome of the Road survey.
There shall be no cost implication for the same. However, efforts shall be made to
optimize the system.
2.5 Contractor's Workforce
2.5.1 The Contractor shall employ only the experienced, competent and skilled staffs. Staffs
shall include engineers, surveyors, draftsmen, superintendents, foremen, lineman,
laborers, mechanics, drivers, and persons of other skills necessary to perform the Works
in accordance with the Construction Standards, the approved design and construction
drawings, structure data sheet, manufacturer's recommendations, to perform the necessary
administrative and warehouse functions, and to complete the Works in accordance with
the Contract Execution Schedule.

All line construction staff shall be examined for working skills and must demonstrate to
the Employer's satisfaction, working skills and knowledge of all the materials and
equipment they will be assigned to work with before being assigned to field work.
2.5.2 The Contractor shall maintain his workforce in sufficient numbers and skills at all times
to maintain the smooth execution of works in accordance with the approved Rolling
Construction Schedule.
2.5.3 Whenever, in the opinion of the Authorized Personnel, any employee of the Contractor is
unable to perform his assigned task adequately, incompetent, careless, or obstructs the
progress of Work, the Contractor shall, on receipt of written notice from the Authorized
Personnel, discharge, or otherwise remove that employee from the Work and not employ
the employee again under the Contract.
2.5.4 During the progress of work, the Contractor shall assign the work to an experienced and
formally qualified engineer and experienced construction superintendent, both of who

can communicate well in the spoken and written English language, and who shall be
designated in writing to the Authorized Personnel as an authoritative representative of the
Contractor.
2.5.5 The Contractor's workforce shall at all times during the work have in their immediate
possession the latest approved Construction Standards, and Structure Data Sheets
covering the work that is being performed. The Contractor shall provide copies of the
relevant plans and Standards to his construction workforce at his cost. In the event that
the Contractor’s workforce are found to be working without possession of the above-
listed construction documents, the Inspector shall have the right to stop the work being
performed until such time as the workforce is provided with the required documents.
2.6 Contractor's Facilities

2.6.1 The Contractor shall submit equipment/ system Design Calculation Sheets, Detail
Engineering Drawings, Data Sheets, equipment Sizing Calculations etc for review and
approval by MUNICIAPALITY before execution/ procurement and manufacturing.
2.6.2 The Contractor shall establish, and maintain throughout the period of the performance of
the Contract Works sufficient and adequate facilities to store and maintain materials and
equipment and to serve as a base for all Contractor operations necessary to perform the
Works.
2.6.2 The Contractor shall establish and maintain security of Contractors' store by himself.
2.6.3 The Contractor shall establish a Project Office at a location approved by the Employer
wherein he will conduct general administrative operations. That office shall be provided
with telephone communications facilities. Other facilities, which the Contractor may
require, shall be so located and provided to permit efficient operations and minimize
delays.

2.6.4 Prior to the beginning of construction activities the Contractor shall establish, at his
Project headquarters location, a demonstration and training installation of each of the
structures as listed in Bill of Quantities and Drawings. The structures shall be inspected
and approved by the Engineer. The cost of erecting and dismantling the above structures
shall be borne by the Contractor.
3. Design Criteria
3.1 Detail Field Survey
3.1.1 CONTRACTOR shall carry out a Detailed Survey of the identified Roads to gather
following information to design the proposed system.
(a) Road width at different stretches of the road.
(b) Length of the road.

(c) List out the requirements of particular roads for satisfactory illumination and
control.
(d) Identify the location for mounting the lighting poles.
(e) Bottlenecks and hindrances and offered solution for the same.
4 Quality Control Plans
4.1 The Quality Control Plan shall list and define in sequential order all process control
activities, inspection and tests proposed to be performed on the equipment/ material
starting from component procurement and from testing stages to product dispatch.
The Quality Control Plan shall indicate and identify the applicable standards, detailed
description with diagram the procedure, acceptance criteria, extent of check and
record to be generated.

4.2 The CONTRACTOR shall within Fifteen (15) days of placement of order submit the
following information to MUNICIAPALITY.
(a) Descriptive list of the raw material as well as bought out accessories and the
names of sub suppliers selected from those furnished along with the
Specification.
(b) Type test certificates of the raw material and bought out accessories.
(c) Quality Assurance Plan (QAP) withhold points for MUNICIAPALITY 's
inspection. The QAP and hold points shall be discussed between
MUNICIAPALITY and the CONTRACTOR before the QAP is finalized.
5 Inspection
5.1 The inspection may be carried out by MUNICIAPALITY or its representative at any
stage of manufacturing. The successful CONTRACTOR shall grant free access to

MUNICIAPALITY its representative/s at a reasonable notice when the work is in


progress. Inspection and acceptance of any equipment under this specification by
MUNICIAPALITY shall not relieve the CONTRACTOR of his obligation of furnishing
equipment in accordance with the specification and shall not prevent subsequent
rejection if the equipment is found to be defective.
Testing and inspection of the following shall be carried out by MUNICIAPALITY 's
representatives at an appropriate stage of manufacturing. Contractor shall notify
MUNICIAPALITY and make arrangements for the testing and inspection as per the
following:
- Pre-dispatch factory inspection and testing of all ratings of Automatic LED street
lights by municipality representative.

5.2 The CONTRACTOR shall keep Municipality informed in advance regarding the time of
starting and progress of manufacture of all the equipment in its various stages so that
arrangements could be made for stage inspection, if desired by MUNICIAPALITY.
5.3 No material shall be dispatched from its point of manufacture unless the material has
been satisfactorily inspected and tested and approved by MUNICIAPALITY.
5.4 CONTRACTOR shall, during inspection/ at any stage as sought by MUNICIAPALITY,
will furnish test certificates for all equipment including bought out items as included in
this BID. However, MUNICIAPALITY reserves the right to insist for witnessing the
acceptance/routine testing of bought out items.
5.5 The CONTRACTOR shall communicate to MUNICIAPALITY the details of all testing
program at least Three (3) weeks in advance. MUNICIAPALITY reserves the right to
waive the inspection at any stage.

5.6 CONTRACTOR shall keep all his testing instruments duly calibrated against Standard
Meters at designated Accredited Laboratory not earlier than 12 months from the date of
test of the equipment, covered under this specification. Calibration certificates shall be
made available during inspection. The calibrating instruments used as standard shall be
traceable to National/ International standards.
5.7 A joint inspection by a team of personnel from MUNICIAPALITY and CONTRACTOR
shall be carried out before commencing for operation.
5.8 Following Field Test shall be carried out on the system
(a) Visual Inspection of quality of work.
(b) Insulation resistance of the cable.
(c) Power consumption of Luminaries.

(d) Lux level available with and without the other façade and vehicular lights. The lux
level shall be tested in accordance with an internationally accepted standard.
6 Capacity Building
6.1 The CONTRACTOR needs to provide training to relevant employees from
MUNICIAPALITY and other stakeholders as directed by MUNICIAPALITY for
capacity building.
6.2 The CONTRACTOR shall prepare all the requisite audio/visual training aids that are
required for successful completion of the training for all stakeholders. These include the
following for all the stakeholders:
(a) Training manuals
(b) Computer based training modules;

(c) Presentations;
(d) User manuals;
(e) Operation and maintenance manuals for Automatic Components implemented;
(f) And Regular updates to the training aids prepared under this project.
6.3 The CONTRACTOR shall maintain a copy of all the training material on the portal and
the access will be provided to relevant stakeholders depending on their need and role. The
access to training on the portal would be finalized with MUNICIAPALITY.
CONTRACTOR has to ensure the following points:
6.4 For each training session, the CONTRACTOR has to provide the relevant training
material copies to all the attendees.
6.5 The contents developed shall be the property of MUNICIAPALITY with all rights.

6.6 The CONTRACTOR has to ensure that the training sessions held are effective and that
the attendees would be able to carry on with their work efficiently. For this purpose, it is
necessary that the effectiveness of training sessions is measured. The CONTRACTOR
will prepare a comprehensive feedback form that will capture necessary parameters on
measuring effectiveness of the training sessions. This form will be discussed and
finalized with MUNICIAPALITY .
6.7 After each training session, feedback will be sought from each of the attendees on either
printed feedback forms or through a link available on the web portal. One member of the
stakeholder group would be involved in the feedback process and he/she has to vet the
feedback process. The feedback received would be reported to MUNICIAPALITY for
each training session.
7 Hand-Over of the System

7.1 The CONTRACTOR shall hand over to MUNICIAPALITY the following before the
expiry of the contract or in the case of termination of Contract by MUNICIAPALITY
with Justifiable reason as specified elsewhere in the document:
(a) A complete list of Hard and Soft Assets with its records over the past period.
(b) All the assets in good working condition as per tech specification or its upgraded
version. In case any asset is not in working condition, CONTRACTOR shall
ensure that the same is made good as per required standard and performance and
handed over within the Exit period.
(c) All software along with the confidential information related to it like user name
and passwords and hardware keys if any. It shall also hand over all the rate
contract if any signed with the software company for continuity of services

(d) Information relating to the current services rendered and technology and technical
data relating to the performance of the services; Entire documentation relating to
various components of the Project, any other data and confidential information
related to the Project;
(e) All other information (including but not limited to documents, records and
agreements) relating to the products & services related to the project to enable
MUNICIAPALITY and its nominated agencies, or its replacing CONTRACTOR
to carry out due diligence in order to transition the provision of the Project
Services to MUNICIAPALITY or its nominated agencies, or its replacing
CONTRACTOR (as the case may be).
7.2 The duration of 60 working days after completion of the contract period shall be
considered as Handover/ Exit period during which CONTRACTOR shall give full
access to its premises, records, data base and assets related to this project.

7.3 All the information as indicated above which is handed over to MUNICIAPALITY
should not be copied, sold or reused by CONTRACTOR under any circumstances
without any written approval from MUNICIAPALITY.
7.4 The CONTRACTOR shall ensure that the technology provider shall continue to
support the assets and systems till the end of the warranty Period.
7.5 The CONTRACTOR shall not retain any data, security codes, and other confidential
documents including any type of customer survey data with them.
8 Documents Required to be Submitted by Contractor during Bidding

LED LUMINAIRE

1. Scope
This Specification covers the fabrication and supply of LED Luminaries, as herein

specified for use on street light construction.

2. Applicable Standard
All applicable standards shall be as specified below.

4. General Description
4.1 All the Luminaries shall work on single phase system.

4.2 The luminaries light output (lumen) shall be constant and shall be able to withstand
allowable supply source voltage variations/ fluctuations, spikes and harmonics.
4.3 The Luminaries shall have a sturdy and corrosion resistant high pressure Die cast
Aluminum alloy housing with weatherproof gasket for lamp and control gear
accessories .The housing shall be Epoxy coated, without any cracks or thorough holes,
made in a single piece of die-cast LM6 Aluminum alloy. The luminaries shall have good
enclosed system with effective ventilation system be totally enclosed, dust tight and
water proof.
4.4 Heat sink used should be aluminum extrusion having high conductivity. The dimensions
of luminaries shall be optimum and adequate to permit sufficient heat dissipation,
through the body itself, so as to prevent abnormal temperature rise inside the lantern and
consequential damage to the cover and gasket materials, LEDs, lenses and electronic
drivers. Heat sink must be thermally connected to MCPCB/ LED light source.

4.5 The Luminaries Housing shall be suitable for termination of 3C X 62.5 sq.mm copper
conductor PVC insulated flexible Cable with Double Compression Cable Glands.
4.6 The optical system shall consists of individual Poly Carbonate lenses on high power
LEDs designed & tested to achieve typical street lighting distribution from the LED
Luminaries. These lenses provided for individual LEDs are to be fixed on lens plate in
order to have consistent light distribution from luminaries. Luminaries should conform to
the Photometric Distribution / requirements of Cut-Off / Semi Cut – off light distribution
and optics as classified in IS 1944 and NLC 2010 or equivalent international standard.
4.7 Suitable number of LED lamps shall be used in the luminaries. The manufacturer shall
submit the proof of procurement of LEDs from OEMs at the time of testing along with
the test reports.
4.8 The Luminaries shall be provided with distortion free, clear, high tensile, heat resistant,
toughened glass of minimum 0.8mm thickness or UV resistant polycarbonate cover fixed
with corrosion free/ stainless Steel screws.

4.9 An extruded silicon loop gasket shall be provided in the lantern body to ensure a weather
proof seal between the cover and the metal housing to exclude the entry of dust, water,
insects, etc. Luminaries should conform to degree of protection of IP 66 or above. Felt
gasket will not be accepted. The test report from an accredited laboratory shall be
submitted along with the technical proposal/ Bid.
4.10 Luminaries shall be enclosed in an aesthetically designed housing with corrosion resistant
polyester powder Coating after phosphor-chromate treatment.
4.11 All Luminaries shall conform to internationally accepted standards.
4.12 LED luminaries, should conform to the various National / International standards for
safety & performance. Manufacturer should provide test reports as per LM 79 & LM80
and IS 16103/1S 16107. The test report from an accredited laboratory shall be submitted
along with the technical proposal/ Bid for LED as well as Luminaries. In case of
luminaries are imported, the CONTRACTOR shall conform to test parameters as per UL
or equivalent standards.

4.13 The electrical component of the LED and LED driver must be suitably enclosed in
separate sealed unit to function in environment conditions mentioned above.
4.14 All the connecting wires inside the Luminaries shall be Low Smoke Halogen Free, fire
retardant cable.
4.15 Adequate protection against Overloading, Short Circuit, Over Voltage, Over temperature,
Under Voltage, String Open, Surge Protection shall be provided within the Luminaries.
4.16 Design of the thermal management shall be done in such a way that it shall not affect the
properties of the diffuser.
4.17 All the material used in the luminaries shall not contain any toxic material/ metal like
mercury; shall be halogen free and fire retardant confirming to relevant standards.
4.18 , along with circumstantial evidence preferably within 48 hours of such occurrence. The
responsibility for submission of supporting documentation rests with the successful

4.19 The Luminaries shall be suitable for operation within the input supply voltage range
specified. The driver of the light should be able to sense and cut-off power to the light in
case of phase-to-phase fault.
4.20 The insulation used in the luminaries should be Insulation Class II luminaries only.
4.21 The lighting fixtures offered shall comply with the data sheet mention herewith.
4.22 The complete luminaries assembly shall have a warranty period of 510 years.
4.23 Protection against any type of mischief should be made.
4.24 Luminaries must have CE/UL/TUV or any internationally accredited laboratory certified
(with EMC, LVD & RoHs or equivaqlent compliance) with well documented evidence.
4.25 Bidders must submit a sample of the complete set of LED luminaries assembly when
requested by the employer during bid evaluation process if requested by the Employer.
No extra cost for the sample shall be borne by the employer and the samples shall be
returned back to the contractor upon completion of evaluation. Failure to submit the
sample may lead to the bid rejection.

5 Specific Requirements
5.1 Luminaries efficacy
Luminous efficacy is a measure of how well a light source produces visible light. It is the
ratio of luminous flux to power. Luminaries efficacy varies with the color temperature of
the light source. For that reason different efficacy requirements for different color
temperature levels are proposed. Efficiency requirements for luminaries is a minimum of
120 lm/W.

5.2 Power factor


The Power factor at full load shall be not less than 0.95 and for dimmable systems Power
factor at 50% load shall not be less than 0.9.
5.3 Color Temperature
Light color for street lighting involves different color temperatures for different areas of
application. For the selection of the light color (color temperature) the road type, i.e. the
specific area of application has to be considered. So as per the variation on the specific
area of application the Color Temperature shall be in the nominal range of 3500K-4500K
as per ANSI C78.377A CCT standard
5.4 Color Rendering
Color rendering is importance for the perception of objects and different colors. Color
rendering (CRI) shall be better than Ra 70 (Ra ≥ 70).

5.5 Color consistency and maintenance


The color consistency specifies the deviation of the light color from the standard light
color (specific point in the color coordinate system). The maintenance of the color
consistency describes the deviation of the color over time. The color consistency of the
light source or luminaries at the time the system is put into operation shall be within 5 a
five step MacAdam ellipse whereas the color consistency of the light source or
luminaries over the luminaries lifetime shall be within a 6 step MacAdam ellipse.
5.6 Glare protection
Glare is an important quality parameter for street lighting as it directly affects safety and
comfort. For both disability glare and discomfort glare a standard classification of
different glare levels is available. For both parameters 6 classes are Procurement &
Design Guidelines for LED Street Lighting 36 currently defined (G1-G6 for disability
glare, D1-D6 for discomfort glare). For disability glare it is recommended to use products

with a shield class of minimum G4 or higher. In general, systems with a plain shield shall
be used whereas concerning discomfort glare it is recommended to use products with a
glare class of D6 for local roads and residential areas. For pedestrian streets a glare class
of D5 is recommend
5.7 Ingress protection
Light quality and lumen output is affected by the amount of dirt and water infiltrating the
luminaries. Thus, the luminaries shall provide sufficient ingress protection which is
specified by the IP rating (according to CIE 154:2003). The IP rating is also relevant for
the luminaries maintenance factor. For ingress protection IP 66 shall be applied for all
road classes.
5.8 Overvoltage protection (IEC)

Overvoltage protection ensures protection against damages from high voltage. The
installation shall have overvoltage protection of 10kV. This ensures that the lamp has
protection against all but the most extreme transient overvoltage
5.10 Light pollution
Light pollution is defined as light emission which does not support the specific lighting
task but spreads to areas where lighting is undesirable (e.g. night sky, houses etc.). Light
pollution should be avoided as much as possible by appropriate design. Undesired
lighting of the environment reduces efficiency and may have negative effects both on
humans, birds and animals. The most important indicator for light pollution is the upward
light output ratio (ULOR) which is the amount of light emitted above the horizontal plane
at the position of the luminaries. The upward light output ratio ULOR of the luminaries
shall be 0% for all road classes and lighting situations where no other values are
explicitly desirable

5.11 Impact protection


Different impact rating classes are typically used for different road types and situations.
However, the luminaries shall have an impact protection rating greater than IK10.
5.12 Electrical Protection
Electrical protection ensures sufficient insulation of parts in case of failure. All
luminaries shall have Class II electrical protection and shall comply to IEC safety
Standards IEC 61000, 61547 and 61347.
5.13 Luminaries and led module Lifetime
The minimum luminaries lifetime is specified as LxBy requirement. The luminaries shall
have a rated lifetime of at least L80B10, 50,000 h which implies that after 50,000 hours
of operation 10% of the LEDs will have equal or less than 80% of the original luminous
flux. However, the lumen output degradation must be maximum 30% over a period of

50,000 Hours of operation regardless of dimming levels. The luminary should have
automatic day-night harvester for ON-OFF control.
5.15 Surge Protector
The LED Luminaries shall include a Surge Protector Class-II as per International Electro
technical Commission (IEC) standard IEC/EN61643-11:2011. Surge Protector Class-II is
characterized by a combination of voltage waves (1.2/50 µs) and current waves (8/20 µs)
and is intended mainly for local protection of sensitive equipment. Surge Protector has to
be compliant for thermal stability with standards IEC/ EN61643-11. All components and
materials used in the Surge Protectors shall be RoHS / REACH compliant.
5.16 LED Driver
The Driver in the Luminaries shall be 120V-277V universal electronic potted drivers &
should be compatible with Automatic outdoor street lighting control system through

compatible interfacing units with internal surge protection of 6kV. The Driver shall have
the provision for connection of external Surge Protector Class-II. Automatic control and
dimming shall be easily programmable in the driver. The driver should be isolated type
for protecting the LED Boards from abnormalities. The LED Driver must be
ISO/IEC/IEEE 21451 Compatible and ROHS Compliant.
6. Testing
6.1 The Routine test on each of the offered Luminaries shall be carried out by the Contractor
before dispatch. Following tests shall be carried out as Routine tests by the Contractor for
the offered Luminaries.
(a) Visual and Dimensional check

6.2 The Acceptance test shall be carried out by the contractor and witnessed by
representatives from MUNICIAPALITY or its nominated inspectors on a sample of the
lot offered for Acceptance. The Lot shall be different from the lot from which the Type
test samples have been drawn. The cost of the shall be borne by the Contractor.

an international accredited laboratory for the Tests mentioned in IEC 60598-1 as per the
requirement of the Employer. The Employer shall not be liable for cost of any Tests at the
manufacturers Premises or any third party laboratory.

7. Identification Mark on the Luminaries


The street light shall have an identification mark pasted in the form of weather-proof
sticker at appropriate location of each luminary that should be clearly visible from the
ground. The information contained in the sticker shall be as per the following, but not
limited to:
a) The text "AUTOMATIC STREET LIGHT PROJECT" with logo of
MUNICIAPALITY at left and logo of Budhanilkantha Municipality City at the
right.

8.1 The Bidder shall provide with the Bid two (2) clear copies of the governing standards for
fabrication and testing of LED Luminaries and two (2) clear copies of all other relevant
standards referenced therein.
8.2 The Bidder shall provide certified type test results of all types of LED Luminaries as
required by governing standards and the documentary evidence. Failure of bidder to
provide the said documents shall lead to rejection of its bid.
8.3 The Bidder shall provide complete description, catalogue (in original) and dimensional
drawings of proposed LED Luminaries.
