Requirements of Annex ii Apply to All Ships Carrying Noxious Liquid Substances in Bulk

Any substance mentioned in the pollution category section of Chapter 17 or 18 of the International
Building Code (IBC) or provisionally evaluated under regulation 6.3 as belonging to category X.Y.Z is
considered within the scope of this definition. In addition this Annex includes guidelines, for the
construction standards of tankers and other vessels transporting these substances with the aim of
reducing release into the marine environment.

Category X refers to liquids that when released into the ocean during tank cleaning or de ballasting
activities pose risks, to marine life and human well being. Consequently it is necessary to prohibit the
discharge of these substances into the marine environment.

Category Y refers to substances that if released into the ocean during tank cleaning or de ballasting
activities are considered a threat, to marine resources, human health and the overall well being of the
sea. To ensure the protection of the marine environment there are limitations, on the quality and
quantity of these discharges.

Category Z refers to substances that when released into the ocean during tank cleaning or de ballasting
activities are considered to pose a relatively low risk, to marine ecosystems and human well being. As a
result there may be regulations in place regarding the quality and amount of these discharges, into the
marine environment.

The rules are applicable, to all vessels transporting substances in large quantities. They encompass
measures aimed at minimizing pollution caused by accidental incidents and necessitate the installation
of equipment on ships to minimize the presence of harmful liquid residues, in cargo tanks during
unloading. These regulations also impose limitations on the amount, rate and locations for discharging
residues into the ocean.

Discharging the liquid substances into the sea is strictly prohibited and ships must use onshore reception
facilities to dispose of any residues. It is mandatory for all ships carrying these substances to have a
Manual containing approved procedures and arrangements. They must document all operations
involving these substances in a cargo record book.

Furthermore every ship transporting substances should possess a Procedures and Arrangements Manual
and be equipped accordingly as specified in the manual. The ship specific operating instructions provide
information, about these requirements.
