Port Planning and Development

Port planning and development is an essential issue to

understand within port economics. It looks at how
ports can plan their investment, when they need to
plan it and what they need to invest in. Many ports are
multimodal, which means they act as a hub with rail
and road infrastructure (and possibly warehousing)
alongside. Ports often also are attractive sites for
manufacturing and leisure activities. How do they plan
development with this in mind? The module will also
explore the rationale behind commercial port
development.

Course Content

• Port as a cluster of activities

• Planning under uncertainty
• Port as transport mode/multimodal
• Infrastructure development
• Commercial port development

Port Financing and Investment

One of the next aspects of port planning and

development is the actual financing of the planning.

investors? The module will also look at various
investment and financing models, including case
studies of successful partnerships.

• Partnership models in the ports industry
• Methods of financing, including public funding

In port economics, it’s vital to understand what

actually happens within a port. This module looks at
actual port operations and how port performance is
measured and therefore benchmarked. It will also
explore the issue of information used in decision-
making and port operations. Finally, the module will
investigate the issue of choice and competitiveness.
This is significant, as it hinges on various parameters.

Course Content

• Characteristics of port operations

• Measuring port performance from a supply chain
perspective
• The relevance of information for well-functioning

Getting Port Governance Right

Port governance is an important aspect of port

management and port economics. It is quite often the
case that ports tend to follow the regulatory regime of
the country that they reside in. But this is overlaid by
international maritime regulation, e.g. the ISM Code
etc. How are ports regulated? Is this effective and how
does this tie into port choice or competitiveness?
More to the point, can ports achieve better governance
through effective partnership models with shipping
companies or governmental bodies?

Course Content

• Port regulation
• Effective corporatization
• Effective partnership models
