E. Discussion

 Today, we are delving into the fascinating world of ICT policies

and the crucial issues that surround them. In our increasingly
interconnected and digital world, understanding how
information and communication technologies are governed and
the challenges they present is essential. We'll explore topics
such as data privacy, cyber security, digital access, and much
more. By the end of this session, you'll have a deeper
appreciation for the impact of ICT policies on our daily lives
and society as a whole and in teaching and learning.

 So, what is ICT? Rojen: It stands for Information

and Communication
 Correct, so ICT stands for Information and Communication Technology
Technology. It is a broad term that encompasses technologies
used for the processing, storage, retrieval, transmission, and
manipulation of information, often in the context of
communication and interaction between people and machines.
ICT includes various technologies and devices such as
computers, smartphones, the internet, software applications,
telecommunications systems, and much more. It plays a
fundamental role in today's interconnected world, impacting
various aspects of our daily lives, including education, business,
healthcare, and communication.

 Let’s proceed to ICT Policies. Please read Ms.Ayano

The Oxford English
 The Oxford English Dictionary has defined “policy” as a course Dictionary has defined
of action, adopted and pursued by a government, party, ruler, “policy” as a course of
action, adopted and

and deployment of information and communication
technologies within a specific jurisdiction or context. These
policies are put in place to ensure that ICT resources and
technologies are used effectively, securely, and in a manner that
aligns with the goals and values of the entity creating the policy.

 ICT policies typically address a wide range of issues.

 These policies vary widely from one jurisdiction or organization

to another, reflecting the unique needs and priorities of the
entities that create them. Effective ICT policies are essential for
ensuring that technology is harnessed for the benefit of society
while minimizing risks and ensuring compliance with legal and
ethical standards.

 Let’s proceed to the new policies

transformed the way we work, communicate, access
information, and conduct business, making it a critical field for
innovation and growth.

 Proceeding to Telecommunicating techologies

 Telecommuting technologies refer to tools, software, and

hardware that enable individuals to work remotely or from a
location other than their traditional office. These technologies
have become increasingly important with the rise of remote
work arrangements.

 These telecommuting technologies empower employees to work

efficiently and effectively from diverse locations while
maintaining connectivity and collaboration with their colleagues
and employers.

 Networking technologies refer to the various technologies and

protocols used to create and manage computer networks,
allowing devices such as computers, servers, smartphones, and
other hardware to communicate and share resources. These
technologies enable the transmission of data, voice, and
multimedia across networks, both locally (LANs) and globally
(the internet).

 Now for ICT for education, please read.

 The ICT for education is a program under the DICT that

The other concern is civil liberties which refers to human rights and

 Issue No. 1 Freedom of Expression & Censorship

Under international human rights conventions, all people are
guaranteed the rights for free expression. However with the shift from (Interaction)
communicating though letter, newspapers and public meetings to
electronic communications and online networking a need to look into
how these new means modifies the understanding of freedom of
expression and censorship.

 Mr. Bucad please read the issue no.2

 Some Examples are the following: ( Reading )

1.Individuals rights are given up in order to have access to electronic
networks. Microsoft Network’s ( MSN’s contracts provide protection
of individuals like upload or otherwise make available files that contain
images, photographs or other materials protected by intellectual
property laws, including but not limiting to copyright or trademark
laws, unless you own or control the rights thereto or have received all
necessary consents to do same.
2. Censorship restricts the transmission of information by blocking it or
filtering the information.

Warning!!! (Reading)

‘’When you are surfing the web, you may think you are anonymous,
but there are various ways that information about you or your activities
can be collected without your consent’’

3.Defamation actions may be used to silence critics. This action defers

the freedom of expression,

Mr. Apilar please read the issue no.2

 Issue No. 2 Privacy and Security

Privacy policies are an issue. Most commercial sites have a privacy

policy. When someone uses a site and clicks ‘’ I agree button it is as if
you have turned over private information to any authority that may
access it.

There are several types of privacy as shown by the following examples;

1.For most, privacy means ‘’personal privacy’’ the right of individuals
not have their home, private life a personal life interfered with. (Reading)
2.Privacy of communication refers to the protection from interference
with communication over the the phone o internet.
3.Information privacy is related to the use of computers and
communications system which are able to hold and process information
about large numbers of people at a high speed.

 Issue No 3; Surveillance and Data Retention

The use of electronic communication has enhanced the development of

indirect surveillance. In the indirect surveillance there is no direct
contact between the agent and the subject pf surveillance but evidence
of activities can be traced. The new and powerful from of indirect
surveillance is detaveillance.

 What is the Issue No. 4 E-Pollutants from E-wast? Carla

These are in particular, terminal equipment used for computing ( PCs ,

laptop), broadcasting( television and radio sets), telephony (fixed and
mobile phones) and peripherals (fax machines, printers and scanners).
The accumulated e-waste is due to rapid turnover of equipment due to
rapid improvement of software. While materials wasted can be
destroyed by crushing, toxic materials brought about by the different
equipment requires utmost management. The quantities of e- waste are
increasing in both developed and developing countries.

Caution should be observed to protect individuals privacy.
4.All the issues and many more shall be part of the teaching content as
each teacher will be encouraged to use technology in teaching.

 For the Learners and Learning (Reading)

The Learners of the 21th Century are even more advanced than some of
the teachers. However, learners still need guidance on how to use,
regulate technology use. As there are positive and negative effects of
technology use, learners should know the difference.
