‘Sec. 41 (A) Citizen’s Complaints – Any
complaint by a natural or juridical person
against any member of the PNP.
 Chiefs of Police – not exceeding

 Mayors of cities and municipalities –
not less than sixteen (16) days but
not exceeding thirty (30) days;
 PLEB – exceeding thirty (30) days;
or by dismissal
PLEB – citizen’s complaint
Section 68 of RA 8551 – the term of office
of the members of the PLEB shall be for a
period of three (3) years from the
assumption of office.

empowers it to act on matters within its

system for the uniformed personnel of the
BFP and the BMJP.

NBI – is a government entity that is civilian
in character and national in scope which is
under the Department of Justice. Its primary
function is to investigate crimes and other
offenses against the laws of the Philippines
both at its own initiative or when the public
interest may require.

Investigation Reorganization and
Modernization Act” Sec. 5 of the said law
provides the jurisdiction of the NBI where
such agency can conduct investigations
