Attached are the school organizational structures for all schools of this Division to strictly adhere, whichever is appropriate and applicable. 3. The Department of Education (DepEd), through its key reform thrust of School-Based Management (SBM), has continuously strived to empower schools and learning centers to effectively address access and quality issues in the basic education. Baybay City Division being a small division, and a development-in-progress school division envisioned to comply and effectively apply the provisions of RA 9155 with the end in view of creating and sustaining healthy, child-friendly, safe and motivating school environment where learning is efficient, effective and fun. LEGAL BASIS This policy is primarily guided by the Governance and Basic Education Act of 2001, which mandates the establishment of schools that are empowered to make decisions based on the needs and contexts of the learners they serve. The said act defines the powers of the school authorities relative to their accountabilities and responsibilities for manage the school. Republic Act 10533 or the Enhanced Basic Education Act of 2013 provided the Department of Education with the mandate to embark on the landmark K to 12 reforms, developing a system of basic education that would produce learners who are ready for work, entrepreneurship, and higher education. The introduction and implementation of the additional two (2) years of Senior High School (SHS) completes the Department's shift into the new K to 12 Basic Education Program ‘SCOPE 1. These guidelines shall apply to all elementary, secondary, senior high schools, and integrated schools of Baybay City Division, Baybay City, Leyte. It shall cover the organizational structure of these schools. 2. The selection, promotion, and designation of school heads shall be guided by DepEd Order No. 42, s. 2007 or the Revised Guidelines on the Selection, Promotion, and Designation of School Heads. DEFINITION OF TERMS 1. Quality Education is the appropriateness, relevance and excellence of the education given to meet the needs and aspirations of an individual and society. “Minding our school children and their communities is our core business!” 2. Basic Education is the education intended to meet basic learning needs which lays the foundation on which subsequent learning can be based. It encompasses early childhood, elementary and high school education as well as alternative learning systems for out-of-school youth and adult learners and includes education for those with special needs. 3. Elementary Education shall refer to the first degree of free and compulsory, formal education primarily concerned with providing basic education and usually corresponding to six or seven grades. This can also be attained through alternative learning system. 4. Secondary Education shall refer to the stage of free forma education following the elementary level concerned primarily with continuing basic education usually corresponding to four years of high school. This can also be attained through alternative learning system. 5. Alternative Learning System is a parallel learning system to provide a viable alternative to the existing formal educational instruction. It encompasses both the non-formal and informal sources of knowledge and skills. 6. Teacher refers to a person engaged in teaching in the elementary and secondary levels, whether on full-time or part-time basis including industrial arts and vocational teachers and all other persons performing supervisory, managerial and/or administrative functions in all schools and education offices at the district, division, regional and central levels and qualified to practice teaching under RA 7836 and/or those performing functions in support of education such as standards setting, policy and programs formulation, research and sector monitoring and evaluation. 7. Learner is any individual seeking basic literacy skills and functional life skill or support services for the improvement of the quality of his/her life. 8. School Heads are persons responsible for the administrative an supervision of the school or cluster of schools. 9. School is an educational institution, private and public undertaking educational operation with a specific age-group of pupil or students pursuing defined studies at defined levels, receiving instruction from teachers, usually located in a building or a group of building in a particular physical or cyber site. 10. Integrated School is a school that offers a complete basic education in one school site has unified instructional programs and under one (1) school head. 11. Senior High School completes the third stage of compulsory basic education. It consists of two (2) years (Grades 11 and 12) of high school education following the completion of four (4) years of Junior High School (JHS). It shall serve as a specialized higher level secondary education, consisting of different tracks, strands and specializations that learner may choose from depending on their aptitude and interests, and school capacity. 12, Stand-alone SHS is a school situated in a new site separate from a JHS or Integrated School (IS) and has its own School Head. “Minding our school children and their communities is our core business!” POLICY STATEMENT ‘The Department of Education (DepEd) Baybay City Division recognizes that schools and learning centers are the heart of the educational system, and are at the core of the delivery of quality basic education to all Filipino children. Enabling schools to be effective delivery systems of the curriculum entails the alignment of several components, including leadership and management, direction and strategy, pedagogy, technology, systems and processes; people and people systems, organizational culture, and organizational structure. Vi GUIDELINES AND PROCEDURES A. Classification/Typology of School 1. Inconsideration of the varying needs and contexts of our schools and learners, the organizational structures and staffing patterns of each school shall depend on its typology. 2. Forthe elementary, can be classified according to size using the projected data of enrolment: ‘School Size (Elementary) Small - Medium 290-841 | Large 842-1450 | Very Large 1451 and al 3. For the Junior High School, this can be classified according to size of the projected enrolment: ‘School Size (JHS)* Projected Enrolment” Small 399 and below Medium 400 - 750 Large 751-1250 | Very Large 1251 and above J 4, Pursuant to D.O. 19, s. 2016, Senior High Schools shall be further classif according to size using projected enrollment data. Projected enrolment shall be computed using the previous year’s enrolment or pre-registration data, whichever is larger.
